Fisker initially said Ocean owners would have to pay labor costs for two recall repairs, then reversed that position and said it would cover both parts and labor. A later reimbursement notice set a June 30, 2026 enrollment deadline; that date has passed, and the available information does not establish whether claims are still being accepted.
What Fisker changed in September 2024
On September 18, 2024, TechCrunch reported that Fisker had reversed a decision made days earlier to charge Ocean owners labor for two recall repairs. Fisker edited its FAQ to say the necessary parts and labor would be provided at no cost.
The dispute concerned repairs for faulty door handles and an electric water pump associated with possible loss of power. These were not the same as the three other recalls TechCrunch described as addressable through no-cost over-the-air software updates. A software remedy delivered remotely is different from a repair requiring replacement parts and service labor, which is why the payment question centered on the door-handle and water-pump work.
What DOJ argued in Fisker’s bankruptcy case
The September reversal did not settle the issue. On October 7, 2024, TechCrunch reported that the Department of Justice, writing on behalf of NHTSA, objected in Fisker’s bankruptcy case to a plan that would limit recall funding and leave owners responsible for labor.

The filing argued that manufacturers must cover all costs of recall remediation and that bankruptcy did not eliminate that obligation. DOJ’s filing stated: “The Safety Act is clear that all costs associated with remedying defective and noncompliant vehicles must be covered by the manufacturer.” That is the government’s position in a court filing, not a final ruling by the bankruptcy court. It also does not establish whether a particular owner can submit or collect on a claim now.
A later repair and reimbursement notice had a deadline
A later Fisker notice said enrollment for repair and reimbursement for published NHTSA recalls on model-year 2023 Ocean vehicles would remain open until June 30, 2026. That cutoff has passed. The information available here does not establish whether Fisker extended the program, replaced it, or continues to accept claims, so owners should not assume the old process remains open.

The notice described two routes:
- Owners who needed recall work were asked to provide their vehicle identification number (VIN) and contact information.
- Owners who had already paid a third-party repair provider were asked to provide their VIN and contact information plus receipts.
How to check your vehicle’s recall status
A recall notice or reimbursement program does not show whether an individual vehicle’s work is complete. Use the VIN to check the vehicle-specific campaign and completion status in NHTSA’s recall lookup. The result can help identify applicable recalls and whether they are recorded as completed; it does not confirm that Fisker is currently accepting reimbursement claims.

NHTSA recall report 24V-865, submitted November 15, 2024, lists 7,745 potentially involved U.S. model-year 2023–2024 Fisker Ocean vehicles. The report describes complaints that vehicles might not shift into Park or the intended gear and could move in either direction while stopped in Drive or Reverse, creating a risk of unintended movement on an incline or in other conditions.

The report says OS 2.0, released March 11, 2024, implemented Automatic Vehicle Hold across U.S. Fisker Ocean vehicles. It also notes one injury related to the issue. These details concern the safety context of that recall report; they do not determine the status of an individual vehicle or the availability of reimbursement.
