Federal loans generally offer fixed interest rates and defined federal repayment and relief options; private loans may have fixed or variable rates, and their terms depend on the lender and your contract. Federal loans are not guaranteed to have the lowest rate, so compare the actual cost and terms of each offer—not just the headline rate.
How federal and private student loans differ
Federal student loans are issued under U.S. Department of Education programs. Their interest rates and repayment options are governed by federal rules, and some loans may qualify for program-specific forgiveness or discharge. Private student loans are offered by private lenders. Their rates, eligibility requirements, repayment schedules, and hardship options depend on the lender and the loan contract.

That difference matters most when your finances change. A rate is important, but so are when payments begin, whether the rate can change, who is legally responsible, and what options exist if you cannot make a payment. A private offer with a lower rate may still be a worse fit if it has less payment flexibility or if you need protections available through federal programs.

| Interest rate | Rate depends on loan type and first-disbursement date. The rate for each Direct Loan is fixed for that loan’s life. | May be fixed or variable; the offer depends on the lender’s underwriting and your circumstances. |
| Credit and cosigner | Direct Loans generally do not require a credit check, except Direct PLUS Loans. | Lenders often consider credit and may require a cosigner. Check the contract for responsibility and any cosigner-release terms. |
| Repayment start | Generally begins after you leave school, graduate, or drop below half-time, subject to loan-specific rules. | Some lenders require in-school payments; some offer in-school deferment. The promissory note controls. |
| Repayment and hardship options | Federal repayment plans and deferment or forbearance may be available under program rules. Eligibility depends on loan type and timing. | Options are lender- and contract-specific; do not assume they match federal options. |
| Forgiveness or discharge | Some loans may qualify for program-specific forgiveness or discharge; eligibility is not automatic. | Generally no equivalent broad federal programs, although limited state programs or lender policies may exist. |
Why federal loans are usually the first option to compare
Federal loans generally combine fixed rates with repayment and relief pathways established by federal programs. This can matter more than a small rate difference if you later need a payment adjustment or may qualify for a program-specific discharge or forgiveness option. The relevant benefits depend on the loan and your eligibility; simply having a federal loan does not make forgiveness automatic.

Federal Direct Loans generally do not require a credit check, with Direct PLUS Loans as the exception. That can make federal borrowing an option for students who have limited credit histories, while a private lender may evaluate the borrower’s credit and may ask for a cosigner. PLUS Loans have distinct eligibility rules, so do not treat the no-credit-check general rule as applying to every federal loan.
Federal loans are not automatically cheaper. Their rates vary by loan category and first-disbursement date. Private offers are individually underwritten, and a private rate may be lower or higher than the applicable federal rate. Compare the actual federal loan available to you with the actual private offer rather than relying on a general claim that one category always costs less.
How to compare offers in a useful order
Start with the amount you actually need to borrow. Compare federal aid available to you and the remaining education cost, then evaluate private borrowing only for the gap. Borrowing less reduces the amount on which interest can accrue and the repayment obligation you will have later.
- Confirm the federal loan terms. Identify the loan type, amount, interest rate, and first-disbursement date. Federal rates are tied to loan type and disbursement period, so a rate quoted for one category or cohort is not a universal federal rate.
- Get the private offer’s complete disclosure. Record the offered amount, APR or interest rate, whether the rate is fixed or variable, fees, repayment term, payment schedule, and estimated total repayment. Use the actual disclosure and promissory note rather than a marketing summary.
- Compare like with like. For the same amount borrowed, compare the full term and repayment schedule as well as the rate. Include fees and ask for the estimated total paid. A lower monthly payment by itself does not establish a lower total cost.
- Check when payments are due. Determine whether the private loan requires payments while you are enrolled or offers in-school deferment, and read the federal loan’s applicable repayment-start rules. A student may have a different cash-flow burden before graduation depending on the contract.
- Check borrower and cosigner obligations. Confirm who is legally responsible for repayment, whether a cosigner is required, and whether the lender offers cosigner release. If release is available, verify the contract’s conditions instead of assuming it is automatic.
- Evaluate flexibility for future hardship. Identify federal plans or relief routes for which the loan may be eligible, then check the private contract for its own deferment, forbearance, or other payment-relief terms. Compare the actual options, not just the labels.
- Make the decision for the full loan life. Consider the possibility that your income, employment, or ability to make scheduled payments could change. If the private rate is variable, account for the possibility that it can change under the contract.
Federal Student Aid’s repayment calculator can estimate eligible plans, monthly payments, total paid, interest, discharge estimates, and payoff dates. Treat the results as estimates: a servicer sets final terms after processing an application. Use your StudentAid.gov account and current Department guidance to confirm which plans apply to your particular loan.
Questions to ask before accepting an offer
Ask the lender to show how the quoted rate, fees, and repayment term translate into scheduled payments and estimated total repayment for the amount you plan to borrow. If the rate is variable, find out under what contract terms it can change; do not assume the starting rate will remain in place. Ask whether payments are due while you are enrolled, and what happens to the schedule if you leave school or drop below half-time.

If you may use a cosigner, have both parties read the obligation and any release provision. Ask what conditions must be met to request release and whether the borrower remains solely responsible afterward. For hardship options, ask what relief is available, how to request it, and what contract conditions govern it. These are not interchangeable federal protections: the private lender’s written terms control.
When comparing two offers, use the same amount borrowed and consider the payment period as well as the monthly figure. A longer term may lower scheduled payments while changing the total amount paid. A rate-only comparison also misses fees and risks attached to a variable rate. If a lender cannot clearly explain a material term, get the explanation in writing and resolve the question before signing.

How rates, fees, and repayment terms change the cost
Fixed versus variable rates
A fixed rate stays the same for the life of the loan; Federal Student Aid states, “A fixed rate will not change for the life of the loan.” Each Direct Loan’s rate is fixed, although the rate can differ across loan types and first-disbursement periods. A private loan may instead have a variable rate, so check the contract to understand how and when it may change. Do not compare a fixed rate and a variable rate as though they carry the same risk.
Interest rate versus APR and fees
Use the rate or APR shown in the offer, and identify any origination or other fees. The stated interest rate alone may not describe the full borrowing cost. Ask the lender for an estimate of total repayment over the proposed term and use the same loan amount and comparable repayment assumptions when looking across offers.
Term and payment timing
A repayment schedule affects both cash flow and the total amount paid. Find out whether payments are due during school, when regular repayment begins, and how long the scheduled repayment lasts. If you are comparing a federal loan with a private offer, do not infer that their repayment schedules are alike: federal timing is subject to loan-specific rules, while the private promissory note sets the contractual terms.

Repayment choices depend on the federal loan’s timing and type
Federal repayment options are not identical for every borrower. Plan eligibility can depend on the loan type and when the funds were first disbursed. That makes the first-disbursement date a key detail to verify before relying on a particular plan or estimating future payments.

As of October 2026, Department of Education repayment guidance describes changes under the One Big Beautiful Bill Act, signed July 4, 2025. For loans first disbursed on or after July 1, 2026, the fixed-payment option described is the Tiered Standard Plan. Older loan cohorts retain different options, and some plans are scheduled to end no later than July 1, 2028. These transition rules are time-sensitive; check current Department guidance and your StudentAid.gov account for the choices that apply to your loans.
Do not select a loan based on a plan name alone. Confirm that your specific loan type and disbursement date meet the plan’s rules, and distinguish an estimated calculator result from approved repayment terms. For private loans, check the lender’s contract for the required payment schedule and any available options if you experience hardship.
For an estimate, the Federal Student Aid repayment calculator can compare eligible plans and display projected monthly payments, total paid, interest, discharge estimates, and payoff dates. A calculator is useful for seeing how eligible options may differ, but it does not approve a plan or establish final terms. A servicer sets final terms after processing an application. If you have more than one loan type or loans from different disbursement periods, confirm eligibility for each rather than assuming one result applies to all of them.
When a private student loan may make sense
A private loan can be considered when available federal aid and other funding leave a necessary education expense uncovered. The decision should be based on the actual private offer and your ability to manage its required payments—not on the assumption that private credit is always cheaper or always a last resort.

- The funding gap is clear. Work out the remaining amount after considering federal loan availability and other funding sources. Avoid borrowing more than the uncovered cost requires.
- The offer is competitive on total cost. Compare rate or APR, fees, fixed or variable structure, term, and estimated total paid with the federal option available to you.
- The repayment schedule is workable. Make sure you understand whether payments begin during enrollment and whether the expected schedule fits your circumstances.
- The obligations are understood. If there is a cosigner, both borrower and cosigner should understand legal responsibility and any release conditions in the contract.
- The trade-off in protections is acceptable. Consider the federal repayment, relief, and potential program-specific discharge or forgiveness pathways you would not receive on the same terms with a private loan.
If any key term is unclear, ask the lender to explain it in writing before signing. In particular, do not rely on a verbal assurance about a variable rate, in-school payments, hardship relief, or cosigner release if the signed contract does not support it.

Credit review and cosigners
Private lenders often consider credit and may require a cosigner. A cosigner’s role is a contractual obligation, not merely a reference. Both parties should verify who owes the debt, what happens if payments are missed, and whether the lender provides a cosigner-release process. If there is one, read the eligibility conditions and do not assume release will occur after a particular number of payments unless the contract says so.
In-school payment requirements
Some private loans require payments while the student is enrolled; others offer in-school deferment. Confirm the specific requirement in the promissory note before borrowing. A loan that requires current payments can create a different budget burden from one whose scheduled repayment starts later.
Relief is not uniform
Federal loans may qualify for deferment or forbearance under program rules. A private lender’s relief terms vary by lender and contract, and they should not be assumed to be equivalent. Find the written rules for payment pauses or adjustments before signing, including any conditions that must be met.

Refinancing federal loans into a private loan can sometimes lower the interest rate, but the new private loan may not preserve federal terms. The rate comparison is only one side of the decision: refinancing may mean giving up federal payment relief, some interest treatment, income-based repayment, and federal discharge pathways.

Before refinancing, list the federal benefits attached to your current loans and check whether you use or may need them. Then compare the new private loan’s rate, fees, variable or fixed structure, repayment term, and contractual relief options. Review the new loan contract carefully; a lower quoted rate does not by itself show that refinancing is advantageous for your circumstances.
Refinancing therefore calls for a different comparison from borrowing a new private loan to cover a funding gap. You are weighing a new private contract against benefits already attached to existing federal debt, not simply choosing between two rates. Consider the possibility of needing federal payment relief or an eligible federal discharge later, even if neither is relevant to your budget today. If retaining those federal options matters to you, a lower private rate may not compensate for giving them up.
A decision checklist before you borrow
- Have I identified the loan type, amount, rate, and first-disbursement timing for each federal loan?
- Have I reviewed the private lender’s complete disclosure and promissory note, including fees and total repayment estimate?
- Do I know whether each rate is fixed or variable and what that means for my future payments?
- Have I confirmed when payments begin under each loan?
- Do I know who is legally responsible, whether a cosigner is required, and what any release conditions say?
- Have I checked which federal repayment plans and relief options apply to my loan cohort, rather than assuming all federal loans have identical choices?
- Have I compared payment flexibility and potential forgiveness or discharge eligibility alongside cost?
- Am I borrowing only what is needed to cover the remaining education funding gap?
For the most reliable comparison, use current federal guidance for federal loan eligibility and repayment, and the exact disclosure and contract for each private offer. Federal program rules and plan availability can change, so verify them at the time you make the decision.
Frequently Asked Questions
What is the difference between federal and private student loans?
Federal loans are issued under U.S. Department of Education programs, with rates and repayment options governed by federal rules. Private loans are offered by lenders whose rates, eligibility, repayment schedules, and hardship terms depend on the offer and contract. Federal loans generally provide defined repayment and relief pathways; private terms vary.
Should I take out a private student loan if federal aid is not enough?
A private loan may be an option for a necessary education funding gap after comparing the federal borrowing available to you and other funding. Compare the actual private offer’s rate or APR, fees, fixed or variable structure, total repayment, payment timing, cosigner obligations, and written relief terms. Borrow only what you need and consider the federal protections you would not receive on the same terms.
Are federal student loans always cheaper than private student loans?
No. Federal rates vary by loan type and first-disbursement date, while private rates depend on lender underwriting and may be fixed or variable. Compare the specific offers, including fees, repayment schedules, total cost, and protections; a rate alone does not determine which loan is the better fit.
Can I refinance federal student loans into a private loan?
You can refinance federal loans into a private loan, and the new rate may sometimes be lower. But the private loan may not preserve federal payment relief, some interest treatment, income-based repayment, or federal discharge pathways. Review the new contract and weigh those potential losses against the rate and cost before refinancing.
The Bottom Line
Compare federal loans available to you first, then consider private borrowing only for a remaining education funding gap. Choose based on the full contract—rate, fees, repayment timing, obligations, and relief options—not the headline rate alone. Before accepting or refinancing, confirm current federal eligibility and plan rules and make sure you understand what protections may be lost.
