Federal student loans generally offer more standardized repayment protections than private loans, including eligible income-driven plans, program-defined deferment and forbearance, and access to certain federal discharge programs. Private-loan relief depends on the lender’s contract. Before borrowing or refinancing, compare not just the interest rate but also the payment, total cost, hardship terms, forgiveness eligibility, and any cosigner obligations. This guide covers U.S. loans and reflects Federal Student Aid guidance available October 12, 2026; federal plan rules are changing, so check your current eligibility before acting.

How federal and private student loans differ

The core difference is who sets the repayment rules. Federal student loans are governed by federal programs, with eligibility and terms that can depend on loan type, disbursement date, and borrower circumstances. Private student loans are governed by the lender’s contract and applicable law. A lender may offer helpful options, but borrowers should not assume a private loan has the same repayment plans, pauses, or discharge protections as a federal loan.

That distinction matters most when your income falls, you lose a job, you return to school, or you are pursuing a public-service or other discharge program. A private loan with a lower quoted rate can still be a worse fit if you need federal protections later. Conversely, a borrower with private debt may be able to change its cost or terms through refinancing, but the offer must be assessed against the existing contract and the new obligations.

Decision point Federal student loans Private student loans What to verify
Repayment plans Fixed plans and, for eligible loans, income-driven plans. Eligibility depends on loan type and timing. Options are lender- and contract-specific; do not assume an income-driven plan is available. Your loan type, disbursement date, payment, total paid, and expected payoff date.
Interest rate Federal Student Aid describes federal student loans as having fixed rates; confirm the rate on your loan. May be fixed or variable. Variable rates can reset and change the payment. APR, rate type, fees, and, for a variable rate, the index, margin, and reset frequency.
Hardship relief Deferment and forbearance have program rules; interest treatment depends on the loan and relief type. Availability, duration, fees, and interest treatment vary by lender and contract. Approval criteria, start and end dates, interest accrual or capitalization, and payment status while a request is reviewed.
Forgiveness or discharge Qualifying loans may be eligible for certain federal programs, subject to program requirements. Federal forgiveness programs generally do not apply; verify any separate lender or state program directly. Loan eligibility, required employment or payments, effect of a pause or refinance, and any tax consequences.
Cosigner Federal student loans generally do not require a cosigner; credit-based PLUS eligibility rules differ. A cosigner may be required. Release, if offered, is conditional and contract-specific. Who is liable, credit-report consequences, release criteria, and written confirmation of changes.
Refinancing Refinancing federal debt into a private loan can eliminate federal repayment and discharge benefits. Refinancing may change the rate, term, payment, fees, and cosigner arrangements. Compare the written offer with current terms and weigh any federal protections being surrendered.

Federal repayment protections—and who qualifies

Federal loans offer program-defined choices rather than one universal repayment arrangement. Some borrowers may qualify for income-driven repayment, while others may be limited to different plans. Eligibility is not determined solely by whether a borrower has federal debt: loan type and when a loan was disbursed can affect the options. Use the current Federal Student Aid materials and your account rather than relying on an old plan chart.

As of October 12, 2026, Federal Student Aid says that loans disbursed on or after July 1, 2026, use the Tiered Standard Plan as the fixed-payment option. Options for loans disbursed earlier differ. The agency also says the SAVE plan ended following a court order in March 2026 and directs affected borrowers to choose another eligible plan. Its current calculator guidance says PAYE and ICR are scheduled to retire no later than July 1, 2028. These dates and plan transitions make an older online comparison potentially misleading; confirm what is available for each loan now.

Federal relief can also include deferment or forbearance under defined program rules. These are not interchangeable with a permanent reduction in what you owe: a pause can affect interest and progress toward discharge, and treatment depends on the specific loan and pause. Before selecting one, establish whether interest accrues, whether it may be capitalized, and how the pause affects the particular repayment or discharge path you are using.

Potential federal forgiveness or discharge routes include Public Service Loan Forgiveness (PSLF), teacher forgiveness, disability discharge, borrower defense, and discharge associated with a repayment plan. Each has its own conditions; the existence of a program does not mean every loan or borrower qualifies. Check the current rules for the program and loan before changing repayment or refinancing.

Private-loan repayment protections depend on the contract

Private lenders do not share one standard set of hardship rules. One loan may allow a temporary pause or reduced payment while another may offer a different option—or none. Contract terms can govern the duration, fees, qualifying circumstances, interest accrual, and what happens when payments resume. Ask the lender or servicer for the terms that apply to your specific loan rather than relying on a general description of the lender’s products.

If you are having trouble paying, contact the servicer early and ask for the available options in writing. A request is not necessarily approval. Keep making required payments until the servicer confirms that a pause or other arrangement has been approved and tells you when it begins. Confirm whether interest continues to accrue during the relief period, whether unpaid interest can be added to principal, and the payment amount and date when regular payments restart.

Private loans generally do not include federal forgiveness programs. A lender or state may have a separate program, but its existence and eligibility should be verified independently. Do not count on a private loan being forgiven merely because a federal loan with a similar purpose may qualify for a federal program.

What happens if you cannot pay your student loans?

Do not wait until missed payments accumulate to find out what options exist. First identify which loans are federal and which are private, then contact the relevant servicer or lender. For federal debt, ask whether an eligible income-driven plan can address an ongoing affordability problem before treating a temporary pause as the long-term solution. For private debt, ask the lender to specify any reduced-payment or pause arrangement and all conditions.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.
  • Confirm the account, loan type, balance, interest rate, servicer, and next due date.
  • Explain whether the problem is temporary or likely to continue; ask which options fit that situation.
  • Ask how the option affects interest, principal, payment history, and any discharge or forgiveness progress.
  • Request the decision and new payment terms in writing, including effective dates and the first payment after relief ends.
  • Continue required payments unless and until the servicer confirms a change applies.

A pause may provide breathing room, but it is not automatically cost-free. Interest can accrue, and the effect on discharge progress depends on the federal loan and pause or, for private loans, the contract. Get an answer for the exact loan and relief type rather than assuming all pauses work alike.

Does deferment or forbearance hurt loan forgiveness?

It can affect progress, but the answer depends on the loan, the type of pause, and the forgiveness or discharge program. The available guidance does not establish one rule for every pause and every program. Before entering deferment or forbearance, ask the servicer whether the months will count toward your specific program, whether interest accrues, and what action—if any—is needed to preserve eligibility. For private loans, check the contract and do not assume federal program credit applies.

Compare the full cost, not only the advertised rate

A lower monthly payment is not necessarily a lower-cost loan. A longer repayment term can reduce the required monthly bill while increasing the total interest paid over the life of the debt. Federal Student Aid describes federal student loan rates as fixed; private rates may be fixed or variable. With a variable rate, future resets can change the payment, so the initial quote does not show the entire range of possible cost.

For each loan or refinance offer, compare the same core figures: APR and rate structure, fees, repayment term, required monthly payment, estimated total amount paid, and payoff date. If a variable rate applies, also identify the index, margin, and how often the rate can change. Compare the written new offer with the actual terms of the loans it would replace; do not compare a promotional or introductory figure with a current rate without understanding how and when it changes.

For federal loans, the official Repayment Calculator can estimate eligible plans and show payment, total paid, interest, discharge amount, and payoff date. Its outputs are estimates, not a guarantee of final terms; the servicer determines the terms that apply. Use the calculator while signed in if possible, since loan and borrower information can help with the comparison.

Should you refinance federal student loans into a private loan?

A private refinance may offer a different rate or term, but refinancing federal debt into a private loan can remove federal repayment and discharge benefits. A lower offered rate alone is therefore not enough to establish that refinancing is a good decision. Assess the value of the protections you would give up alongside the potential savings, and account for the possibility that future income or circumstances may change.

  1. List the loans being replaced. Record whether each is federal or private, its balance, rate, servicer, loan type, and disbursement date. Keep the promissory note and current statements.
  2. Establish federal options before comparing an offer. Check your current account and use the official Repayment Calculator to review plans for which you are eligible. Compare payment, total amount paid, interest, estimated discharge amount, and payoff date.
  3. Get the full private offer in writing. Review APR, fixed or variable rate, fees, repayment term, required payment, total estimated cost, hardship options, and cosigner terms. For a variable rate, identify the reset mechanics.
  4. Assess what you would lose. Determine whether you might need federal income-driven repayment, deferment or forbearance, or a federal discharge program. Consider whether a pause could affect your current progress and whether refinancing would end access to the federal benefits tied to the loans.
  5. Make the decision against your own circumstances. Compare the written new terms with the current federal and private terms, including the tradeoff between monthly affordability and full-term cost. Do not treat the lowest initial rate as the only decision criterion.

Federal Student Aid advises borrowers to review a private loan’s terms carefully before giving up benefits available on federal loans. That is a practical warning, not a claim that refinancing is never appropriate: the relevant question is whether the new terms justify the protections and options you would surrender.

Cosigners: liability, missed payments, and release

A private-loan cosigner has real financial exposure. Missed payments can affect the cosigner as well as the borrower. Some lenders offer cosigner release, but it is not automatic: the borrower must meet that lender’s requirements, and release availability and documentation depend on the loan contract.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Before borrowing, identify whether the cosigner is liable for the debt, what circumstances could affect their credit, and the exact release criteria. If you later qualify, get written confirmation that the lender has released the cosigner; do not assume a change in who makes payments changes the cosigner’s legal obligation. Federal student loans generally do not require a cosigner, although credit-based PLUS eligibility rules are different.

A practical checklist before choosing or changing a loan

  • Classify every loan as federal or private and record its type, balance, interest rate, servicer, and disbursement date.
  • Read the promissory note and current account terms; do not rely solely on a lender’s general marketing description.
  • For federal loans, verify current plan eligibility in your StudentAid.gov account and use the current official Repayment Calculator.
  • For hardship relief, ask about approval criteria, duration, fees, interest accrual or capitalization, payment status during review, and how payments resume.
  • Compare monthly payment and total estimated cost over the full repayment term, including fees and potential variable-rate changes.
  • If forgiveness or discharge may matter, verify loan and program eligibility before changing plans or refinancing.
  • If a cosigner is involved, confirm liability and any release route before a missed payment occurs; get changes in writing.

This is general U.S. information, not a determination of an individual borrower’s eligibility or best financial choice. Federal rules are especially subject to change in 2026; check current Federal Student Aid materials and servicer notices. Private-loan terms should be verified against the actual contract, since lender options differ and general consumer guidance cannot establish your note’s terms.
