Federal vs. Private Student Loans: Eligibility, Costs, and Protections

Federal loans generally offer fixed rates and broader repayment and discharge protections. Private loans use lender underwriting and contract-specific terms, so compare total cost and benefits surrendered—not just the advertised rate.

Federal student loans are usually the safer first option for eligible borrowers because they generally have fixed, date-specific rates and access to income-linked repayment, qualifying deferments, forbearance, and certain forgiveness or discharge programs. Private student loans are contracts with banks, credit unions, or other lenders. Their rates may be fixed or variable, and approval commonly depends on credit, income, and sometimes a cosigner.

The right comparison is not an advertised interest rate or the smallest monthly bill. Review eligibility, fees, when payments begin, whether interest accrues during school or a pause, the total amount repaid, cosigner obligations, and the protections you would lose by choosing or refinancing into private debt.

Federal vs. private student loans at a glance

Decision factor Federal student loans Private student loans
Eligibility and credit Federal program and student eligibility rules apply. A credit check is generally not required, except for Direct PLUS Loans. Lender underwriting applies. An established credit record, income review, and a cosigner may be required.
Interest rate and cost The rate is fixed for the loan and depends on loan type and first-disbursement date. Fees and accruing interest affect the amount repaid. The lender may offer a fixed or variable rate. Pricing, fees, and total cost depend on the borrower and contract.
Payments while enrolled Repayment generally starts after graduation, leaving school, or dropping below half-time enrollment. Some contracts require payments during school; others offer in-school deferment. Interest may accrue either way.
Repayment flexibility Several plans may be available, including plans tied to income, plus qualifying deferment or forbearance. Relief is lender-specific. Do not assume federal-style income-linked payments, deferment, or forbearance.
Forgiveness and discharge Some borrowers may qualify for programs such as Public Service Loan Forgiveness, teacher forgiveness, disability discharge, or an eligible repayment-plan discharge, subject to strict requirements. Comparable forgiveness is uncommon, although an individual state-agency loan or contract may contain its own provision.
Refinancing Moving federal debt to a private loan can change the rate but can also eliminate federal benefits. Refinancing creates a new private contract. Compare its rate, fees, term, flexibility, and cosigner provisions.

Federal Student Aid’s guidance on evaluating aid offers, repayment, and rates explains these distinctions: evaluate financial-aid offers, review repayment and refinancing, and check current federal interest-rate rules.

How federal student-loan eligibility works

Program and student requirements come first

Federal loans are issued under federal student-aid programs. You must meet the applicable program and student eligibility rules, and your school must participate in the relevant program. The amount and type of aid shown in an offer can therefore differ from another student’s offer, even at the same school.

Credit checks are limited

Most federal student loans do not use a conventional credit approval process. Direct PLUS Loans are the major exception: a credit check applies, and an adverse credit history can affect approval or require an endorser. Do not generalize the PLUS rule to every federal loan.

Check the loan record, not a generic rate

Federal rates depend on the loan type and the date the loan was first disbursed. A rate quoted for a newer academic year or a different loan type may not apply to your balance. Use your federal loan records and the official rate guidance rather than an online average. The federal rate page is updated as rules and annual rates change: Federal Student Aid interest rates.

How private student-loan eligibility works

Lender underwriting determines approval

Private lenders set their own underwriting standards. They may review credit history, income, employment, existing debt, school enrollment, and the requested amount. A lender can approve one applicant and decline another without changing the school or program.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

When a cosigner is involved

Applicants with limited credit or income often need a cosigner. The cosigner is generally responsible for repayment if the student does not pay, and missed payments can affect both credit files. Ask whether the contract provides a cosigner-release process, what payment history and income requirements apply, and whether release is automatic or requires a new application. If the document does not explain release, treat release as unavailable until the lender confirms it in writing.

Approval is not the same as affordability

A lender’s maximum approval amount can exceed what your future budget can support. Borrow only what is needed after grants, scholarships, savings, and federal aid. A lower initial payment can result from a longer term or deferred payments rather than a lower total cost.

Interest rates, fees, and total cost

Federal rates are fixed for each loan

For a federal loan, the applicable rate is fixed and tied to the loan type and first-disbursement date. Different federal loans in the same borrower’s account can therefore carry different fixed rates. Fees and interest still increase the amount repaid; “fixed” does not mean “free of interest.”

Private rates can be fixed or variable

A fixed private rate stays the same under the contract. A variable rate can change according to the contract’s index and adjustment rules, potentially changing the payment or the payoff amount. The advertised lowest rate may be limited to a highly qualified applicant and may exclude fees or assume a particular term.

Compare the complete cash cost

For every offer, record the amount disbursed, origination or other fees, annual percentage rate, whether the rate is fixed or variable, repayment term, scheduled payment, and total amount paid. If a private lender quotes a range, use the actual offer you received, not the range’s lowest endpoint. No general private-loan average establishes that private debt is always more or less expensive than federal debt.

Cost item to capture Why it matters
Principal disbursed Fees can mean the school receives less than the amount you must repay.
Interest-rate type Fixed payments are predictable; variable payments can rise under the contract.
Origination and other fees A lower rate can be offset by upfront or recurring charges.
In-school payment requirement Payments while enrolled affect cash flow and may reduce accruing interest.
Repayment term A longer term can lower the monthly bill while increasing total interest.
Total amount repaid This is the clearest measure of the long-run cost under the stated assumptions.

When do student-loan payments begin?

Federal loans

Federal repayment generally begins after you graduate, leave school, or drop below half-time enrollment. A grace period or other applicable transition can affect the exact first due date. Confirm that date with your servicer rather than relying on a calendar estimate.

Private loans

Private contracts differ. Some require interest-only or full payments while you are enrolled; others permit an in-school deferment. Deferment does not necessarily stop interest. Ask the lender to show, in dollars, how much interest will accrue before repayment and whether that amount is added to principal.

Questions to ask before signing

  • Is a payment required while I am enrolled at least half time?
  • When does the first payment become due after graduation or withdrawal?
  • Does interest accrue during school, a grace period, deferment, or forbearance?
  • Is unpaid interest capitalized, and when?

What protections do federal loans have that private loans may not?

Income-linked repayment

Eligible federal borrowers may have repayment plans that base payments partly on income and family circumstances. Eligibility and payment formulas depend on loan type, disbursement history, and the rules in effect when you apply. A private lender is not required to offer a comparable income-linked plan.

Deferment and forbearance

Federal programs provide qualifying deferment or forbearance categories. Approval, duration, and documentation requirements vary by category. Interest may continue to accrue during a pause, so a temporary payment reduction can increase the balance.

Forgiveness and discharge

Some federal borrowers can qualify for Public Service Loan Forgiveness, teacher forgiveness, a total and permanent disability discharge, or discharge available under an eligible repayment plan. Each program has strict rules about the loan, employer or service, payment history, certification, and application. These possibilities are not guaranteed and do not apply to every federal balance.

Private relief is contractual

A private lender may offer temporary hardship assistance, modified payments, or a death or disability provision, but the terms are not standardized. Read the promissory note and the lender’s current servicing policy. Do not assume that a private hardship pause has the same eligibility, duration, interest treatment, or legal effect as a federal option.

How to compare actual offers: a step-by-step method

  1. List the debt you already have. For each federal and private loan, record the current principal, fixed or variable rate, servicer, first-disbursement date, and whether interest is currently accruing.
  2. Confirm eligibility. Verify that you meet the federal program rules or the private lender’s enrollment, credit, income, and cosigner requirements. Treat a conditional approval as unconfirmed until every condition is satisfied.
  3. Separate rate type from rate level. Mark each offer fixed or variable. For a variable offer, write down the index, margin, adjustment frequency, caps, and floor stated in the contract.
  4. Capture every fee. Include origination charges, late fees, returned-payment fees, and any fee for changing a payment date or requesting a service if the contract lists one.
  5. Map payment timing. Record the required payment while enrolled, the first post-school due date, the repayment term, and what happens if enrollment changes.
  6. Calculate total repayment. Compare the scheduled monthly amount, total paid, principal, interest, and expected payoff date under the same borrowing amount and term.
  7. Value protections before choosing the cheaper quote. For federal debt, identify whether you could use an income-linked plan, qualifying deferment or forbearance, or a forgiveness or discharge program. For private debt, identify the exact contractual alternatives.
  8. Review cosigner terms. Note whether a cosigner is required, jointly liable, eligible for release, or released after a stated number of on-time payments and a separate credit review.
  9. Save the documents. Keep the signed disclosure, promissory note, payment schedule, and written answers from the lender or servicer. Marketing pages are not a substitute for the contract.

Use the federal repayment calculator correctly

Should you refinance federal student loans into a private loan?

Refinancing replaces one or more existing loans with a new private contract. It can sometimes lower the interest rate or combine payments, but the rate alone does not measure the trade-off. Federal Student Aid states: “While refinancing your federal student loans into a private student loan can sometimes lower your interest rate, your private student loan will not necessarily have the same terms and conditions as your federal student loan.” See its repayment guidance at studentaid.gov/manage-loans/repayment.

Benefits to test

  • A genuinely lower fixed rate could reduce interest if you keep the same balance and do not extend the term.
  • A shorter term could accelerate payoff, provided the higher monthly payment fits your budget.
  • Combining private loans may simplify billing.

Benefits you may surrender

  • Access to federal income-linked repayment plans.
  • Federal deferment and forbearance categories.
  • Potential federal forgiveness or discharge programs.
  • Federal servicing and policy options that may become available later.

Get the private lender’s written rate, term, fees, variable-rate rules, hardship policy, cosigner provisions, and total repayment amount. Compare those terms with the value of the federal protections you would give up. Do not refinance solely because an advertisement displays a lower starting rate.

What happens if you miss payments?

Federal delinquency milestones

According to a Federal Student Aid page published in July 2026, a federal servicer reports a delinquency to the three major national credit bureaus when it reaches 90 days. A federal loan generally enters default after 270 days of delinquency. The exact consequences and available cures depend on the loan and the current federal rules. Contact the servicer before a missed payment becomes a long-term delinquency: Federal Student Aid payment-preparation guidance.

Private timelines are contract-specific

Private lenders set their own delinquency, reporting, default, collection, and cure procedures. Read the promissory note and contact the lender immediately if a payment is unaffordable. A private lender’s timeline should not be assumed to match the federal 90-day reporting or 270-day default milestones.

Which loan type fits common situations?

You have federal eligibility and need predictable protection

Start by determining how much federal aid you can use. Fixed rates and federal repayment or relief options may be more valuable than a private offer with a slightly lower quoted rate, particularly if your income could change or you work toward qualifying public service.

You need more than federal aid covers

Borrow the smallest additional amount necessary, then compare private offers using the full-cost worksheet above. A fixed rate may provide more payment certainty than a variable rate, but the contract’s total cost and relief provisions still control.

You have a strong credit profile and stable income

You may qualify for competitive private pricing, but approval does not erase the federal-benefit trade-off. Compare the private total cost with the value of keeping federal loans, and consider whether a future job change, illness, or income drop would make federal flexibility important.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

You have a weak or thin credit file

A cosigner may improve approval or pricing, but it creates a legal obligation for that person. Discuss the repayment plan, missed-payment risk, and release requirements before applying. Avoid taking a larger balance simply because a cosigner makes approval possible.

Policy and plan names can change

Federal repayment-plan eligibility is not permanent or identical for every borrower. It can depend on loan type and disbursement timing, and federal guidance is changing. The official guidance includes a current SAVE-plan transition FAQ; check the latest eligibility information and any court or policy notices before relying on a plan by name: Federal Student Aid SAVE-plan information.

When comparing plans, use the current Federal Student Aid account and your servicer’s written offer. Do not assume that every federal loan has identical benefits, that every private lender offers no relief at all, or that private rates are always higher.

A final checklist before borrowing or refinancing

  • Have you exhausted grants, scholarships, savings, and federal aid before adding private debt?
  • Do you know the exact fixed or variable rate and every fee?
  • Will payments be required while you are enrolled?
  • Have you estimated interest that accrues before repayment and during any pause?
  • Did you compare total repayment, not only the monthly amount?
  • For a cosigned loan, does the cosigner understand joint responsibility and release conditions?
  • For refinancing, did you assign a value to federal income-linked repayment, deferment, forbearance, forgiveness, and discharge protections?
  • Have you verified current plan eligibility and your actual loan records?
