The right contact depends on the loan’s type, owner, and status. Check each loan in your StudentAid.gov Dashboard before sending a payment or asking for help.
The difference between a servicer, FSA, and the Department of Education
These names are related, but they do not describe the same job. The Department of Education is the federal agency that owns federally held loans. Federal Student Aid is an office within ED that manages federal student loan records and oversees contracted servicers. A servicer is the organization that handles day-to-day account administration for borrowers.

That arrangement separates federal records and oversight from routine customer service. A servicer can handle billing, process or collect payments, answer account questions, and help explain or process repayment-plan options. It does not independently set federal policy or decide the rules governing program eligibility. Those terms come from federal law and policy, not from a servicer’s own preferences.

The servicer is the practical point of contact for account administration and can explain or process options, but it is not the authority that creates federal program terms. Use official StudentAid.gov guidance to understand the rules, and ask the servicer how those rules apply to the account or how to request an available change.

For an ED-owned loan, changing servicers changes the company administering the account; it does not transfer ownership away from ED. That distinction matters if your account moves: a new company may become your payment and service contact even though the federal government remains the owner of the loan. A transfer is therefore an administrative change, not a payoff, forgiveness decision, or change in the underlying federal ownership of an ED-held loan.
Think of the responsibilities in three layers: ED is the owner of loans it holds; FSA manages federal loan records and oversees the servicing arrangement; and the assigned servicer handles borrower-facing account tasks. The layers overlap in the sense that they concern the same loan, but they are not interchangeable contacts. A question about a bill is different from a question about the federal record, and neither changes who sets program rules.
Who to contact for common loan questions
| What you need | Start here | Why |
|---|---|---|
| Bill, due date, payment method, or an account-specific question | The servicer listed for that loan in your StudentAid.gov Dashboard | The assigned servicer performs borrower-facing account administration. |
| Help understanding or requesting a repayment-plan change | Your servicer, alongside official StudentAid.gov guidance | The servicer can explain and process available options; federal rules determine program terms and eligibility. |
| Confirming federal loan records or identifying the assigned servicer | StudentAid.gov, administered by FSA | FSA manages the federal loan record, and the Dashboard provides servicer information by loan. |
| An unresolved problem after a servicing transfer | The new servicer first; then FSA’s complaint process if the issue continues | FSA’s transfer guidance directs borrowers with continuing problems to submit a complaint. |
| An ED-held loan in default | The Default Resolution Group (DRG), through the official MyEdDebt.ed.gov route | Defaulted ED-held loans are handled through a separate contact route. |
| A Perkins loan or commercially held FFEL loan | The school, designated billing agency, lender, or guaranty agency that applies to that loan | These loans may not follow the payment route for an ED-owned Direct Loan. |
Use the table as a starting point, not as a substitute for checking the loan record. A borrower can have more than one loan type or more than one servicer, so the correct contact for one loan may not be the right contact for another. In particular, do not assume that an account-level display or a familiar company name tells you where every payment belongs. Match the contact to the individual loan entry and its status.

If you are unsure whether a question belongs with FSA or the servicer, start by identifying the kind of help you need. For an amount due, payment processing, or account detail, use the servicer assigned to that loan. For the federal record or a servicer lookup, use StudentAid.gov. For a repayment-plan question, review official federal guidance and contact the servicer to discuss the account-specific steps. If a transfer problem persists after you have raised it with the new servicer, FSA provides a complaint route.
Where to send a payment: identify the loan before choosing a contact
The word “federal” alone does not tell you who owns a loan or where a payment should go. Direct, Federal Family Education Loan (FFEL), and Perkins loans can have different ownership and servicing arrangements. In particular, a commercially held FFEL loan and a Perkins loan may have a different payment destination from an ED-owned Direct loan.
Compare a loan on three axes before acting: its program (Direct, FFEL, or Perkins), who owns or holds it (ED, a commercial lender, or a school-related arrangement), and its current status (in repayment, transferred, or in default). These details determine which organization is the first contact and who should receive a payment. Two loans described as federal can therefore have different billing routes, while two loans of a similar program type can require different contacts if their ownership or status differs.
- Sign in to StudentAid.gov and open your Dashboard. Review the entry for each individual loan rather than relying on a general account label. If you have several loans, identify the specific one connected to the bill, payment, or question.
- Check the loan program and owner information. Note whether the loan is Direct, FFEL, or Perkins and whether ED or another entity holds it, when that information is available. Program type alone may not settle the payment question; ownership matters too.
- Use the official contact shown for that loan. For an ED-owned Direct or FFEL loan that is not in default, the assigned servicer generally handles payments. For a commercially held FFEL loan or Perkins loan, confirm the lender, guaranty agency, school, or designated billing agency responsible for it.
- Check status as well as type. A loan in default may have a different contact from a loan in repayment, even if both are federal loans. Do not keep using an old payment route without confirming that it still applies.
If a payment instruction conflicts with the loan-specific information in your federal account, verify the contact through official Federal Student Aid channels before sending money. Do not assume that a servicer listed for one loan receives payments for all of your loans. A payment destination is loan-specific, so check the official route for the particular loan rather than choosing based on a company name you recognize.

Where do I send payments? For an ED-owned Direct or FFEL loan that is not in default, the assigned servicer generally handles payment administration. A commercially held FFEL loan or Perkins loan may instead have a lender, guaranty agency, school, or designated billing agency as the relevant contact. If the loan is in default, the route can change again. The Dashboard and official loan-specific contact information are the safest starting points for sorting out those cases.
What happens when a loan transfers to a new servicer
A servicing transfer changes who handles the account; for an ED-owned loan, it does not mean ED sold or forgave the debt. Federal Student Aid says the current servicer sends notice at least two weeks before a transfer, including the new servicer’s contact information. Keep that notice so you can identify the new organization and know when the change is expected.
A former servicer may display a transferred loan as “paid in full.” That status can reflect the transfer between servicing systems; it is not evidence that the borrower’s debt was forgiven. Check the new servicer’s account and the federal loan record rather than treating that label as a payoff confirmation. A transfer moves the administration of the account, so a status at the former servicer should be read in that context.
When the new servicer appears online
Federal Student Aid says the new servicer’s information ordinarily appears in the StudentAid.gov database 7–10 business days after the new servicer fully loads the loans and notifies the borrower. The timing is not guaranteed; delays can occur. Payment history may take up to 30 business days to fully update.
Those timeframes refer to different parts of the transition: the new servicer’s details ordinarily appear after it has loaded the loans and notified the borrower, while payment history can take longer to fully update. If information is not immediately visible, allow for the stated processing period and watch for the transfer notice and communications from the new servicer. If account details remain incorrect or the transfer has caused a problem, contact the new servicer for review rather than assuming that the loan has disappeared or been discharged.
Account services you may need to set up again
After the transfer, contact the new servicer to establish access and services for the account. A transfer can mean that an online profile or payment feature from the old servicer does not automatically function with the new one. Depending on what you used previously, that can include:
- Creating online account access with the new servicer.
- Setting preferences for electronic correspondence.
- Arranging web payments.
- Re-establishing autopay.
Do not assume that autopay or electronic delivery continues simply because it was active before the transfer. Contact the new servicer and confirm which services need to be established again, then verify that the new account reflects the arrangements you want. The same principle applies to online payment access: use the new servicer’s official contact information to set up the account, and check the loan-specific information if you are uncertain that the transfer has completed.

Federal Student Aid says an applicable deferment or forbearance status should transfer without a break. If the new account shows a different status or other information appears inaccurate, contact the new servicer and ask it to review the discrepancy. If the issue remains unresolved, FSA’s complaint process is the next escalation route. Keep the transfer notice and account communications available so you can explain what changed and what still needs attention.
What should you do if a loan was transferred and something looks wrong? Start with the new servicer, which now handles the account. Ask it to review the specific error, such as missing or inaccurate account information or a status that does not match the expected transfer. Some payment-history information may take up to 30 business days to fully update, but a discrepancy you are concerned about should still be raised with the servicer. If the issue continues after that contact, submit a complaint through FSA’s process.
Default changes the contact route
Federal Student Aid says a federal loan enters default after at least 270 days without scheduled payments. Once a loan is in default, the usual account-servicing path can change, so do not assume that the servicer for a loan in repayment is still the right place to resolve it. First confirm the loan’s current status and who holds it, because the default contact depends in part on ownership.
- ED-held loan in default: The loan is transferred to the Default Resolution Group. MyEdDebt.ed.gov is the official ED route for defaulted federal loans.
- Commercially held FFEL loan in default: The contact can be a guaranty agency rather than DRG.
Confirm your status and current options through the official channel for the loan. Default procedures and deadlines can matter, so use the current contact information provided there rather than relying on an old notice or an unverified third party. A borrower with an ED-held defaulted loan should look to DRG; a borrower with a commercially held FFEL loan should not assume DRG is the contact, because a guaranty agency may handle that route.
What is MyEdDebt.ed.gov? It is the official ED route for defaulted federal loans. Its relevance is specifically to defaulted ED-held loans; it is not a universal payment destination for every federal student loan. If you are not sure whether your loan is in default or who holds it, confirm those details through official federal channels before deciding which contact applies.

Protect yourself from paid-help and password scams
Federal Student Aid says help with federal student loan services through its servicers is available at no cost. Be wary of a company demanding an “enrollment,” “subscription,” or “maintenance” fee to help you access federal repayment or forgiveness programs. Use the official servicer information and federal account channels to check who is handling your loan. A paid offer is not a substitute for confirming your loan’s official contact or the federal rules for a program.
Federal Student Aid, an office of the U.S. Department of Education, states: “The U.S. Department of Education and our partners—including loan servicers—will never ask for your StudentAid.gov username and password.” Do not share those credentials with someone claiming that payment or account access depends on it. Use official channels to sign in and verify a servicer rather than giving account credentials to someone offering to enroll you in a program.

Federal Student Aid cites 2.6 million fraud reports to the Federal Trade Commission in 2023 in its general scam guidance. That is a general fraud-report count, not a count of student-loan scams, and should not be read as one. It is not a measure of how many borrowers were targeted by student-loan fraud. The practical precautions remain specific: use official servicer information, avoid fees for federal loan help, and protect your StudentAid.gov password.
Official help is available at no cost, so a demand for a paid enrollment or ongoing maintenance service is a reason to pause and check the offer. Be especially cautious about claims that a third party needs your StudentAid.gov username and password to manage a federal account. Federal Student Aid says ED and its partners will never ask for those credentials.
A quick way to decide who handles your issue
- Routine bill, payment, or account administration: Use the servicer assigned to that specific loan.
- Federal record or servicer lookup: Check the StudentAid.gov Dashboard.
- Question about repayment options: Use official StudentAid.gov information and contact the servicer to discuss or request an available change.
- Transfer problem: Start with the new servicer; submit an FSA complaint if the issue is not resolved.
- Default: Confirm whether the loan is ED-held or commercially held, then use DRG or the applicable guaranty agency.
- Perkins or commercially held FFEL loan: Verify the responsible school, billing agency, lender, or guaranty agency before paying.
The practical rule is to match the contact to the particular loan and its status. FSA provides the federal record and oversight layer; the servicer ordinarily handles account tasks for the loans assigned to it, while special loan arrangements and default can change the payment destination.
If the situation is still unclear, work through the decision in order: identify the loan in your Dashboard, check whether it is Direct, FFEL, or Perkins, determine whether it is ED-held or has another owner, and check whether it is in repayment, transferred, or in default. Then use the official contact that matches those details. This avoids treating a servicer as the owner or policy authority, and avoids sending a payment to the contact for a different loan.
Official federal student loan servicers: how to find the right one
Borrowers often ask, “Who are the official federal student loan servicers?” The useful answer is the official servicer listed for the specific loan in StudentAid.gov, not a general company name remembered from an older bill or an online advertisement. FSA’s official servicer information and the loan-specific Dashboard are the places to confirm who currently handles an account. Servicing arrangements can change, so a previously correct contact may not remain the right one after a transfer.
Use that official listing to distinguish a legitimate account contact from an unsolicited offer of paid assistance. A servicer handles account administration for loans assigned to it; it does not set federal policy or create eligibility rules. For a particular bill or payment question, use the contact associated with that loan. For federal records or a servicer lookup, use StudentAid.gov.

What is the difference between a federal student loan servicer and the Department of Education?
The Department of Education owns loans it holds, while its Office of Federal Student Aid manages federal loan records and oversees contracted servicers. A servicer handles borrower-facing account work such as bills, payments, account questions, and help navigating repayment options. A servicer does not independently set federal policy or eligibility rules.

Who are the official federal student loan servicers?
Check the StudentAid.gov Dashboard and official Federal Student Aid servicer information for the current servicer assigned to each loan. A borrower may have more than one servicer, and the contact can change after a transfer, so do not rely only on an old bill or a general company name.
Where do I send payments on my federal student loan?
Check the individual loan entry in StudentAid.gov and use its official contact. An ED-owned Direct or FFEL loan that is not in default generally routes payments through its assigned servicer. A commercially held FFEL loan or Perkins loan may have a different lender, guaranty agency, school, or designated billing agency. Default can also change the contact.
What should I do if my loan was transferred to a different servicer?
Watch for the transfer notice, which Federal Student Aid says the current servicer sends at least two weeks before a transfer. Contact the new servicer to establish online access and reinitiate services such as electronic correspondence, web payments, and autopay as applicable. If an account detail or deferment or forbearance status appears wrong, contact the new servicer first; use FSA’s complaint process if the problem remains unresolved.

Does a “paid in full” message from my former servicer mean my loan was forgiven?
Not necessarily. A former servicer may show a transferred loan as “paid in full” because it has moved between servicing systems. That message is not evidence of forgiveness. Check the new servicer’s account and the federal loan record.
What is MyEdDebt.ed.gov?
It is the official ED route for defaulted federal loans. ED-held loans in default are handled by the Default Resolution Group. A defaulted commercially held FFEL loan may instead be handled by a guaranty agency.
Can a company charge me to enroll in a federal repayment or forgiveness program?
Federal Student Aid says its servicers provide federal student loan services at no cost and warns against enrollment, subscription, or maintenance fees for federal repayment or forgiveness help. It also says ED and its partners will never ask for your StudentAid.gov username and password.
The Bottom Line
Bottom line: Match the contact to the specific loan, its owner, and its status. Use StudentAid.gov to confirm the loan record and assigned servicer; contact that servicer for routine account tasks. A transfer changes who administers an ED-owned loan, not its ownership, while commercially held FFEL, Perkins, and defaulted loans can follow different payment and contact routes.
