Refinancing private student loans into a new private loan may lower your rate or change your payment, depending on your credit and the terms offered. Refinancing federal loans into private debt is a different decision: it permanently gives up federal repayment protections and any federal forgiveness eligibility attached to those loans. Before accepting an offer, identify which loans are federal, check your eligibility for federal benefits, and compare the full cost and terms—not just the advertised rate or monthly payment.
First, identify what kind of loans you have
“Student loan refinancing” can describe two materially different transactions. A private lender may replace one or more existing private loans with a new private loan. Or it may pay off federal loans and replace them with a new private loan. The second transaction moves federal debt out of the federal loan program; it is not a way to keep federal protections while obtaining private-loan terms.

Check your loan records before comparing offers. List each loan’s balance, interest rate, and whether it is federal or private. If you are unsure, review your records in your StudentAid.gov account and contact the servicer listed for the loan. Do not assume all your loans have the same type simply because they were used for the same education.
The decision also depends on your goal. A lower rate, a different monthly payment, a shorter repayment period, or a possible cosigner release are not interchangeable outcomes. A change that improves one may worsen another: for example, extending the repayment term can reduce the monthly bill while increasing the total interest paid.

Start with the loans themselves rather than a refinance advertisement. Make separate federal and private lists, and note whether a proposed offer would pay off only private balances or would also replace federal balances. If an offer combines several loans, ask which exact accounts will be paid and whether any federal loan is included. That distinction determines whether federal protections are at stake.
It is also useful to name your priority before you compare. If you want a smaller monthly payment, compare the payment alongside the term and total repayment. If you want a lower total cost, do not assume a reduced payment achieves that goal. If you want to remove a cosigner, verify the new contract’s release terms rather than treating release as an automatic result of refinancing.
What changes when you refinance federal loans into private debt?
A private refinance replaces the federal loan with a new contract governed by the private lender’s terms. The Consumer Financial Protection Bureau (CFPB) warns that borrowers who refinance federal loans through a private lender lose federal benefits and protections, and says the change cannot be reversed. You cannot later convert that private loan back into a federal loan to recover the benefits.

Federal protections affected can include access to federal repayment plans, deferment, forbearance, cancellation, and forgiveness programs. Eligibility varies by loan, employment, repayment history, and current program rules, so do not assume you qualify—or that you do not qualify—without checking your own records and circumstances.
Forgiveness eligibility deserves particular attention. Public Service Loan Forgiveness (PSLF) and certain teacher programs are examples of federal benefits the CFPB identifies. If a federal loan is refinanced into private debt, the borrower loses access to federal forgiveness for that refinanced balance. In its Winter 2024 Supervisory Highlights: Special Edition Student Lending, the CFPB described lender representations that obscured this consequence. It said some representations suggested refinancing might not forfeit access to federal forgiveness “when, in fact, it was a certainty.”
That warning makes it important to assess the value of protections as well as the interest rate. A private offer may look attractive now, but it does not preserve federal options for a future change in income, employment, or ability to make payments. The CFPB identifies the loss of federal benefits as a one-way consequence of this transaction.
In a separate formulation, the CFPB has stated: “When borrowers refinance or consolidate these loans through a private lender, they lose these benefits and protections.” The important point is not just that eligibility may change: the new private loan is no longer a federal loan, so federal program access does not follow the balance into the new contract. The replacement lender’s own policies may offer some forms of relief, but they are not the same federal protections, and their terms vary.
Before signing, ask yourself what you would need if your circumstances changed. Would you rely on an income-based federal repayment option, a deferment or forbearance provision, or a qualifying forgiveness route? If the answer may be yes, check current federal eligibility first. A private rate quote alone cannot tell you the value of those options or whether giving them up is appropriate for you.

Federal consolidation is not private refinancing
A Federal Direct Consolidation Loan combines eligible federal loans into a new federal loan. It is a federal process, unlike private refinancing, and it does not turn the debt into a private loan. Consolidation may change repayment options and can affect access to programs such as PSLF, so check how it would affect your specific loans and repayment history before applying.
The CFPB describes the interest rate on a Direct Consolidation Loan as the weighted average of the interest rates on the loans being consolidated, rounded upward to the nearest one-eighth of one percentage point. That is not the same as receiving a new market-based rate from a private lender. Do not assume consolidation will lower your rate; compare the resulting rate and repayment consequences with your other available options.
For PSLF, the CFPB’s 2023 information describes a requirement of 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer. Because consolidation can affect repayment and PSLF access, borrowers pursuing forgiveness should check current program rules and their account-specific payment history before consolidating.
So, if your goal is to combine eligible federal loans while remaining in the federal system, research Direct Consolidation rather than treating private refinancing as the only way to simplify loans. Consolidation is not a promise of a lower rate or a universal improvement: its weighted-average rate calculation and potential repayment-program effects need to be considered. If you have been counting qualifying payments toward PSLF, verify how a consolidation would affect your own account before you submit an application.
The distinction also matters if you have both federal and private debt. A federal Direct Consolidation Loan is a federal process for eligible federal loans; a private lender’s refinance is a new private contract. Do not assume a federal consolidation can absorb private loans, or that a private refinance preserves the federal status of any federal balances included.
How to compare federal options with a private refinance
| Factor | Keep federal loans or use federal Direct Consolidation | Private refinancing |
|---|---|---|
| Repayment options | Federal plans and program-specific options may be available, depending on loan type and current rules. | The lender sets the terms; private loans generally do not carry the same federal protections. |
| Forgiveness and discharge | Qualifying federal programs may apply, depending on loan, employment, and repayment requirements. | Federal forgiveness access is lost for federal loans refinanced into private debt. Private-lender discharge policies vary by contract. |
| Rate | A Direct Consolidation Loan uses a weighted average rounded upward to the nearest one-eighth of a percentage point. | The offer depends on credit and may have a fixed or variable rate. |
| Payment and total cost | Compare the federal plans and options for which you are eligible. | A shorter term can mean higher monthly payments; a longer term can mean more interest over the life of the loan. |
| Reversibility | Federal consolidation remains within the federal loan program, though benefits and rules can change. | The CFPB says refinancing federal loans into private debt cannot be reversed. |
| Cosigner | Depends on the original loan and applicable federal rules. | A refinance may release a cosigner, depending on the new loan contract. |
Use the table to identify what needs a closer check, not to treat one column as universally better. Federal benefits have value that a rate comparison alone cannot measure. Conversely, a borrower refinancing private loans is not giving up federal benefits on those loans, though the new loan still has its own terms and risks.
The comparison is not simply “federal is always better” or “private is always cheaper.” Federal loans may offer protections that matter especially if your income, work, or ability to pay changes. A private refinance may be worth evaluating for private debt when the written terms suit your circumstances. The right comparison depends on which specific loans are involved and which protections or costs matter to you.

- Annual percentage rate (APR): Compare the APR, not only a headline interest rate. Make sure you understand whether the quoted rate is fixed or variable.
- Fixed versus variable rate: A fixed rate does not change under the loan’s rate terms; a variable rate can change. Review the contract’s rate mechanics and do not treat an introductory or quoted rate as guaranteed for the life of a variable-rate loan.
- Monthly payment: Check the payment at the proposed term and make sure it fits your budget. A smaller payment may result from a longer repayment period rather than a lower overall borrowing cost.
- Term and total repayment: Compare how long you will repay and the total amount paid over that period. A longer term can reduce the monthly payment but increase total interest; a shorter term can reduce the period over which interest accrues but require a larger monthly payment.
- Cosigner release: If releasing a cosigner is part of your goal, confirm the new contract’s requirements rather than assuming a refinance automatically removes one.
- Death or permanent-disability treatment: Check what the new lender’s contract says about the loan if the borrower dies or becomes permanently disabled. Policies vary among private lenders.
Compare like with like: use the same repayment horizon when assessing cost, and calculate the total scheduled repayment under each offer. If an offer changes both the rate and the term, separate those effects so a smaller monthly payment does not conceal a higher lifetime cost. An approval or quoted rate is borrower-specific; no general comparison can establish your likely offer or savings.
Look at the payment and total cost as separate questions. A longer term can make a payment easier to manage each month while keeping the debt outstanding longer and increasing total interest. A shorter term can reduce the repayment period but raise the required monthly bill. Neither a lower payment nor a lower rate by itself proves that the new loan is less expensive overall.
Ask for the terms that apply after any introductory period and for the written mechanics of a variable rate. Also check what happens under the contract if you need payment relief, or if the borrower dies or becomes permanently disabled. Private lenders do not have one standard policy for those situations; the contract is the source for the specific loan’s treatment.

- Inventory every loan. Record whether each is federal or private, along with its balance, rate, and current payment. Separate federal loans from private loans in your notes and in any comparison.
- Check federal benefits first. If any loan is federal, review your current repayment options and whether you may qualify for forgiveness, cancellation, deferment, or forbearance. For PSLF or another program, verify the loan and employment requirements and your payment status through the relevant official account or servicer.
- Check current plan availability. Federal plan rules and availability can change, and eligibility depends on loan details. Review StudentAid.gov and any servicer notices rather than relying on an old plan name or a general description.
- Decide what you want the new loan to accomplish. Specify whether the priority is lower total cost, a manageable monthly payment, a shorter term, or a possible cosigner release. A single offer may not optimize all of these.
- Compare the written offers. Review APR, fixed or variable rate, term, payment, total repayment, cosigner-release provisions, and death or permanent-disability treatment. Check each term in the new contract.
- Account for what you would surrender. For federal loans, compare any apparent rate or payment improvement with the value of federal protections and forgiveness eligibility you would lose. Do not sign until you understand that federal-to-private refinancing cannot be undone.
- Confirm the result before proceeding. Verify which loans the lender will pay off and whether the final terms match the offer you evaluated. Keep your loan records and the signed contract.
Use the process in order: determine loan type before requesting comparisons, check federal eligibility before weighing a private rate, then evaluate the offer’s complete terms. If you discover that only private loans are involved, the federal-benefit question may not apply to those balances, but the rate, term, payment, and private-contract questions still do.
If the written offer differs from the marketing summary or the preliminary quote, pause and compare the final contract again. In particular, confirm the balances to be paid off, the fixed or variable nature of the rate, the term, and any conditions attached to cosigner release or discharge. The lender’s approval and terms are borrower-specific, so do not rely on someone else’s rate or savings example as a forecast for your own loan.
Current federal repayment information: SAVE transition
Federal repayment-plan information is time-sensitive. Federal Student Aid’s SAVE FAQ says a court order ended the SAVE Plan in March 2026. The agency says servicers began notifying SAVE borrowers on July 1, 2026. Affected borrowers have 90 days after their individual servicer notice to select an eligible alternative, followed by a final 30-day notice before automatic enrollment in a fixed-payment plan.
Those time periods do not establish one deadline for every borrower: the date depends on when the servicer’s notice arrives. If you are affected, read the notice, check your StudentAid.gov account, and follow the deadline provided there. Do not make a refinancing decision based on an assumption that SAVE remains available or that every borrower has the same transition date.

More broadly, repayment-plan availability can depend on loan type and disbursement date, and federal rules may change. A general article cannot determine which alternative is eligible for a particular borrower. Check current official information and account-specific notices before deciding whether to consolidate, keep a federal loan, or refinance it into private debt.

You have federal loans and are pursuing forgiveness
Do not refinance those loans into private debt unless you have first confirmed how the transaction affects your eligibility and are prepared to give up federal forgiveness access on the refinanced balance. Verify current requirements and your own loan and payment records; eligibility cannot be determined from the name of a job or a lender’s general description.
PSLF is not based on employment alone. The CFPB’s 2023 description refers to 120 qualifying monthly payments under a qualifying repayment plan while working full-time for a qualifying employer. Check your qualifying payment history, loan type, employer, and current program requirements before making a decision that could remove the loan from federal forgiveness eligibility.

You want to reduce a monthly payment
Compare more than the payment amount. A lower bill may reflect a longer term, which can increase total interest. For federal loans, first check the federal repayment options available for your loan type and current circumstances; a private refinance removes federal repayment protections from the loans moved.
Consider whether the lower payment comes from a genuinely different rate, a longer repayment period, or both. Review total scheduled repayment as well as the immediate budget effect. If your federal loan has a repayment option or protection that may help in a future period of financial difficulty, weigh that before giving it up for a private contract.
You want a lower rate on private loans
Private-to-private refinancing may be worth comparing if the offered terms improve your situation. The rate depends on credit and the lender’s terms, so savings are not guaranteed. Check the new loan’s full cost and protections, including variable-rate terms, cosigner provisions, and death or permanent-disability treatment.
Because the new rate and approval depend on the borrower and lender, a general article cannot say whether you will qualify or save money. Compare your actual written offer with your existing loan terms. If the new contract lowers the monthly payment by extending the term, check whether the additional time and interest still fit your goal.

Be clear about what the lender would pay off and replace. Moving federal balances into a private loan means those balances lose federal protections. The CFPB also advises borrowers to consider whether combining student and non-student debt could affect tax treatment; tax results depend on the borrower’s circumstances, so seek qualified tax guidance before combining different types of debt.

Do not treat a single combined payment as evidence that the underlying loans have become more favorable. Confirm which balances are included, whether federal debt is being converted to private debt, and what the new contract says. If non-student debt is part of the combination, the tax question is another reason to obtain advice for your circumstances rather than assume the treatment will be unchanged.
You are on active duty
Check whether the Servicemembers Civil Relief Act (SCRA) has implications for your loans before refinancing. The relevant effect depends on your circumstances and loan terms; do not assume a private refinance preserves any protection that may apply to an existing loan.
What to verify in official records and the contract
General information cannot establish your individual eligibility, approval, rate, savings, tax result, or private-lender relief terms. Use your own loan records and account notices to verify the details before acting. For federal loans, check current information at StudentAid.gov and with your servicer. For a private offer, rely on the complete written contract—not a marketing description—for the rate, payment, term, cosigner release, and discharge provisions.
This is general U.S. borrower education, not individualized financial or tax advice. Federal program rules and repayment options can change, and a borrower’s eligibility depends on their specific loans and circumstances.
Frequently Asked Questions
Should I refinance my federal student loans?
That depends on your circumstances, but refinancing federal loans into private debt is a one-way change. You lose federal repayment protections and federal forgiveness access for the refinanced balance, and the CFPB says the change cannot be reversed. Check your loan records and eligibility for programs such as PSLF, teacher programs, deferment, and forbearance before considering a private offer.
What do I lose if I refinance federal student loans?
You give up federal benefits that may include federal repayment plans, deferment, forbearance, cancellation, and forgiveness programs. Whether you personally qualify for a particular benefit depends on your loan, employment, repayment history, and current rules. Private lender terms may provide different relief, but do not assume they preserve federal protections.
Can I refinance private student loans for a lower rate?
You can compare a private-to-private refinance, and a lower rate or changed payment may be possible. Approval and the rate depend on your credit and the lender’s terms, so savings are not guaranteed. Compare APR, fixed or variable rate, term, monthly payment, total repayment, cosigner-release terms, and death or permanent-disability provisions.

What is the difference between federal consolidation and private refinancing?
A Federal Direct Consolidation Loan combines eligible federal loans and remains a federal loan. Its rate is the weighted average of the included loan rates, rounded upward to the nearest one-eighth of a percentage point. Private refinancing replaces the old debt with a new private loan; if federal loans are included, federal protections and forgiveness access for those balances are lost.
Does a longer refinance term always save money?
No. A longer term can lower the monthly payment but increase the total interest paid over the life of the loan. Compare the term and total scheduled repayment as well as the payment, and do not assume a smaller monthly bill means a lower overall cost.
What should SAVE borrowers do before refinancing?
Federal Student Aid says SAVE ended in March 2026 following a court order. Affected borrowers should read their servicer notice and check their StudentAid.gov account. The agency describes a 90-day period after each individual notice to select an eligible alternative, followed by a final 30-day notice before automatic enrollment in a fixed-payment plan; the deadline depends on when the borrower receives the notice.
The Bottom Line
Private refinancing may be worth comparing for private loans, but a lower rate or payment is not guaranteed and should be weighed against the full cost and contract terms. If federal loans are involved, first check your eligibility for federal repayment protections and forgiveness: refinancing those balances into private debt permanently gives up federal benefits and cannot be reversed. Federal Direct Consolidation is a separate federal option, not private refinancing.
