If you have federal student loans, start by checking each loan’s type and first-disbursement date in your Federal Student Aid account. The key cutoff for many new repayment rules is July 1, 2026—but not every change began then, and not every borrower needs to switch plans immediately. Use this five-step checklist to identify what applies to you and what to confirm with your servicer.
This guide covers federal Title IV student loans, not private student loans. The One Big Beautiful Bill Act was signed on July 4, 2025. Some provisions took effect upon enactment; others took effect on July 1, 2026 or are being phased in. Federal Student Aid’s materials make loan dates, loan type, and consolidation history important to eligibility, so do not assume that a single account-wide label tells the whole story.

1. Inventory every federal loan in your account
Sign in to your Federal Student Aid account and review the details for each loan. Then compare them with your servicer’s records. Keep the information together so you can use it when checking plan eligibility or asking about a change.

- Loan program or type and outstanding balance.
- First-disbursement date for each loan, especially whether it was before July 1, 2026 or on or after that date.
- Current repayment plan and loan servicer.
- Whether the loan was consolidated, and when.
- For a Parent PLUS loan, the parent borrower and any consolidation history.
Do not treat your most recent loan date as a substitute for checking every loan. A new disbursement on or after July 1, 2026 can affect access to repayment options associated with earlier loans.

2. Check whether you can use IBR
The Education Department said the partial-financial-hardship requirement for Income-Based Repayment (IBR) was removed upon enactment of the law. Its July 18, 2025 Dear Colleague Letter, GEN-25-04, says borrowers with loans made on or after July 1, 2014 and before July 1, 2026 who did not meet that hardship test became eligible for IBR, subject to applicable loan rules.
For the loans covered by that letter, the described IBR terms are payments of 10 percent of discretionary income over 20 years, with any remaining balance cancelled. Those terms are not a guarantee that every borrower or loan qualifies. Confirm your loan’s eligibility and current enrollment and processing instructions with Federal Student Aid or your servicer before making a plan decision.

3. Compare repayment plans using your loan dates and household details
Federal Student Aid describes a post-June 30, 2026 framework that includes the Repayment Assistance Plan (RAP) and Tiered Standard repayment. For loans disbursed on or after July 1, 2026, FSA says borrowers who do not choose a plan are placed on Tiered Standard. That default does not mean it is the best fit for your budget or circumstances.

A lower monthly payment is only one part of the comparison. Look at the plan’s full terms and your likely repayment timeline, and rely on the personalized offer rather than a generic estimate.
4. Check Parent PLUS rules before consolidating or borrowing again
Parent PLUS loans have special repayment rules. Federal Student Aid’s current Parent PLUS overview says eligible parents with no loans disbursed on or after July 1, 2026 may use Standard, Graduated, or Extended repayment. It also describes a time-limited route to Income-Contingent Repayment (ICR) tied to consolidation and a payment condition.
The consolidation cutoff stated on that FSA page is July 1, 2026. If you did not meet it, do not assume you can obtain the same ICR route now. Before consolidating or taking out another loan, ask your servicer how that action would affect your eligibility and confirm the current rules in your account.

5. Watch for repayment-plan notices and keep payment records
Federal Student Aid’s July 8, 2026 notice says a court action effective March 10, 2026 invalidated SAVE. The notice also says PAYE and ICR must sunset by July 1, 2028. These changes do not establish one transition step or deadline for every borrower, so follow direct notices from your servicer and Federal Student Aid rather than relying on an old plan description.

If you are pursuing PSLF, save payment and account records and verify which payments qualify. FSA says RAP payments may count toward PSLF when all other requirements are satisfied; being enrolled in a plan alone does not establish that a payment qualifies.
One additional change for students enrolled less than full time
For academic years beginning in 2026–27, annual federal loan limits for less-than-full-time students are to be reduced in proportion to how far below full-time enrollment they are. The individual amount depends on enrollment and the applicable loan-limit schedule; the cited Federal Student Aid guidance does not establish one universal reduction. Check your school’s financial-aid office for the amount that applies to your enrollment.
