FDA’s 2025 Cucumber Recall: Salmonella Outbreak Grew from 15 to 21 States

The 15-state figure was an early count in the 2025 Salmonella Montevideo outbreak linked to specific Bedner Growers cucumbers distributed by Fresh Start. The FDA later reported 69 illnesses in 21 states and said the outbreak was over.

The “15 states” figure was an early snapshot, not the final count. In its June 30, 2025 update, the FDA reported 69 illnesses across 21 states in the Salmonella Montevideo outbreak linked to cucumbers grown by Bedner Growers and distributed by Fresh Start Produce Sales. The FDA says the outbreak investigation is complete, the outbreak was declared over, and the recalled cucumbers are past shelf life and should no longer be available for sale.

Which cucumbers were recalled?

The 2025 recall concerned whole cucumbers grown by Bedner Growers, Inc., of Boynton Beach, Florida, and distributed by Fresh Start Produce Sales, Inc., of Delray, Florida. The affected whole cucumbers were distributed from April 29 through May 19, 2025. Downstream recalls covered some products made with or repackaged from those cucumbers, including fresh-cut cucumber slices, salads, and prepared foods. The recall did not apply to every cucumber or every cucumber product. The FDA’s recall roundup lists the associated recalls.

During the active investigation, CDC advised businesses not to sell or serve the specified Bedner-grown, Fresh Start-distributed whole cucumbers. It advised households to throw away whole cucumbers if they could not identify their source. That was advice for the investigation period; the FDA’s current investigation page says the recalled product is past shelf life and should no longer be in stores. What happened to the 15-state case count?

The FDA reported 26 illnesses in 15 states as of May 16, 2025. At that point, nine people had been hospitalized among the 23 people for whom hospitalization information was available. The investigation later expanded: as of June 30, the final FDA update reported 69 illnesses in 21 states and 22 hospitalizations among 60 people with available hospitalization information. CDC declared the outbreak over.

Outbreak counts represent reported, identified illnesses, not necessarily every infection. CDC notes that many people with Salmonella do not seek medical care or are not tested, so outbreak totals can understate the true number of illnesses.

How investigators linked the cucumbers to the outbreak

The FDA combined epidemiologic and traceback information with laboratory evidence. It detected Salmonella in a cucumber sample collected at a Pennsylvania distribution center; whole-genome sequencing identified Salmonella Montevideo matching the outbreak strain. The FDA also reported that an environmental sample collected during an April 2025 follow-up inspection at Bedner Growers tested positive for Salmonella and matched recent clinical samples. How this outbreak differs from the 2024 cucumber outbreak

The 15-state headline refers to the 2025 Salmonella Montevideo investigation. It is separate from the larger 2024 outbreak, which involved Salmonella Africana and Salmonella Braenderup. The FDA’s final 2024 summary reported 551 illnesses across 34 states and the District of Columbia, 155 hospitalizations, and no deaths. Bedner Growers and Thomas Produce Company were identified as likely sources, but the FDA said those growers did not account for all illnesses.

A separate Fresh Start recall in 2024 covered whole cucumbers shipped May 17–21 to retail distribution centers, wholesalers, and food-service distributors in 14 states; it excluded mini and English cucumbers. The sample from that recall initially tested positive for Salmonella, but the FDA’s later 2024 investigation page says the strain was Salmonella Bareilly and did not match an ongoing outbreak at that stage. That recall should not be treated as the same event as either the 2025 Montevideo outbreak or the later 2024 outbreak investigation. What are Salmonella symptoms, and when should you seek care?

Salmonella commonly causes diarrhea, fever, and stomach cramps. Symptoms usually begin 6 hours to 6 days after swallowing the bacteria; many people recover without treatment in 4 to 7 days. Children younger than 5, adults 65 and older, and people with weakened immune systems face a higher risk of severe illness. If you develop symptoms and are concerned about possible exposure, contact a healthcare provider. These are general public-health facts, not a diagnosis; CDC’s Salmonella information gives further guidance.
