FBR’s public page confirms that AJK’s Active Taxpayers List is considered at par with the federal income-tax ATL. But the FBR notice dated 11 December 2025 that proposes an expanded process covering AJK and Gilgit-Baltistan (GB) taxpayers is explicitly a draft. It does not, by itself, establish that GB taxpayers have been added under a final rule. Check your current status through FBR’s official checker or published SMS options rather than assuming inclusion from residence or a regional listing.
Are AJK and GB taxpayers in Pakistan’s federal ATL?
FBR’s current ATL download page says the AJK Active Taxpayers List is to be considered at par with the federal income-tax ATL following an amendment to the Income Tax Ordinance 2001 through the Finance Act 2018. The position for GB is less settled in the materials available here. FBR issued a draft on 11 December 2025 proposing to extend or revise Rule 81B to cover people listed by the AJK Central Board of Revenue or the Gilgit-Baltistan Council Board of Revenue. Because the notice is expressly a draft, it should not be treated as proof that the proposed GB inclusion, or the revised AJK process, is in force. What the December 2025 draft proposed
The draft would replace Rule 81B(9) with a process for a person on the active taxpayers’ list of the AJK Central Board of Revenue or the Gilgit-Baltistan Council Board of Revenue. Its proposed provisions are not confirmed current requirements.

Listing and address conditions
The person would need to be on the relevant AJK or GB active taxpayers’ list, and have a temporary or permanent address in AJK or GB. The draft does not describe a blanket rule that every AJK or GB resident is included.
Proposed verification where both addresses are in Pakistan
For a person whose temporary and permanent addresses are both in Pakistan, the draft describes verification by the relevant federal Commissioner Inland Revenue through IRIS, following an inquiry and undertaking, that the person has no employment or business in Pakistan. It also describes verification by the relevant AJK or GB Commissioner through IRIS of employment or a sole business in that region.

Proposed removal for failure to respond to a filing notice
The draft would allow removal from the federal ATL if a Commissioner had reason to believe the included person was required to file a return under section 114 and the person failed to comply with a notice under section 114(4). These conditions should not be relied on as operative law unless a final notification or current FBR guidance confirms them.

If you are a GB taxpayer, the published instructions cited here do not give a GB-specific SMS format. Check the online service or contact the relevant tax authority rather than adapting the federal or AJK SMS format.
Why ATL status can affect your tax outgo
FBR says ATL status can mean lower withholding deductions for certain bank activity, vehicle registration or transfer, property transactions, securities gains, dividends and prize-bond winnings. FBR also says a taxpayer may claim back withholding tax paid in excess of the amount due. The actual tax treatment depends on current law and the transaction; ATL benefits descriptions are not a substitute for checking the applicable rate or eligibility. FBR’s ATL benefits guidance

What to do if you rely on the proposed AJK or GB process
- Check your actual status through FBR’s official online service, ATL download page, or the applicable published SMS route.
- If your question concerns eligibility under the proposed AJK/GB rule, verify whether a final notification or updated FBR guidance has been issued; the December 2025 notice alone is a draft.
- Before changing filing or withholding decisions, ask the relevant tax authority or a qualified tax adviser to confirm which rules currently apply to your circumstances.
