The FDA paused a laboratory proficiency-testing program for Grade A raw milk and finished dairy products effective April 21, 2025. That was a pause in evaluating laboratory performance—not a reported halt to routine dairy or food sample analysis. FDA and HHS statements reported at the time said sample analysis continued. Available reporting does not establish when the proficiency-testing program resumed.

What the FDA paused

Reuters reported on April 21, 2025, that the FDA’s Division of Dairy Safety suspended proficiency testing for Grade A raw milk and finished products, effective that day. The report was based on an internal email to network laboratories. The stated operational reason was that the Moffett Center Proficiency Testing Laboratory could no longer provide support for proficiency testing and data analysis. Reuters’ April 21 report described the pause.

The word “tests” can obscure an important distinction: proficiency testing assesses whether laboratories can produce reliable, consistent results. It is different from analyzing a food sample to determine what is in it. The FDA guide Evaluation of Milk Laboratories—2025 Revision describes proficiency testing as part of the milk laboratory accreditation system.

What continued during the pause

Reuters reported an HHS spokesperson’s explanation that the Moffett Center lab had been planned for decommissioning before workforce cuts and that dairy product testing would continue during the transition. Food Safety Magazine later reported that FDA said the Food Emergency Response Network Proficiency Testing Program was paused pending transfer to another FDA laboratory, while state and federal laboratories continued analyzing food samples.

Those statements concern sample analysis broadly. They do not establish that every test, laboratory, or enforcement activity continued unchanged. Nor do the available sources provide a population-level illness statistic or consumer risk estimate tied to the pause.

Why proficiency testing matters to milk oversight

Proficiency testing is a quality-control layer for the laboratories and analysts whose work supports milk oversight. FDA’s 2025 guide says state central milk laboratories are subject to satisfactory annual proficiency testing using split milk samples, which are used to appraise analyst performance. The guide also identifies triennial on-site surveys as an accreditation component.

The guide describes a program involving FDA, the National Conference on Interstate Milk Shipments (NCIMS), and state or other Milk Laboratory Control Agencies in laboratory evaluation and analyst certification. It says all 50 states and Puerto Rico participate in the NCIMS Milk Laboratory Program. These oversight activities have different purposes and schedules; the pause in proficiency testing should not be read as evidence that all laboratory oversight stopped.

Did workforce cuts cause the pause?

The reported operational explanation was that the Moffett Center laboratory could no longer provide proficiency-testing and data-analysis support. Reuters also reported the HHS spokesperson’s statement that decommissioning the lab had been planned before workforce cuts. The available reporting therefore does not establish workforce cuts as the direct cause of the pause.

Has the proficiency-testing program restarted?

FDA told Food Safety Magazine that the program would resume once transferred to another FDA laboratory and that the transfer effort was underway. That report does not confirm the transfer was completed or give a restart date. The program’s present status cannot be determined from these reports alone.
