FCNR(B) vs. Foreign-Currency Fixed Deposits: Risks, Returns and Protection

FCNR(B) is a specific Indian NRI deposit scheme, while foreign-currency fixed deposit can mean many different products. Compare currency fit, actual rates, liquidity, tax and verified protection.

FCNR(B) is a specific Indian bank term-deposit scheme for eligible non-resident Indians; “foreign-currency fixed deposit” is a broad label, not a single product with standard rules. A fair comparison therefore depends on the other deposit’s bank and jurisdiction, as well as its terms. The key question for many savers is which currency they expect to spend: holding a deposit in a different currency can change its value when converted, even if the stated interest rate is attractive.

What FCNR(B) means—and what a foreign-currency fixed deposit might mean

FCNR(B): a defined Indian scheme

The Reserve Bank of India (RBI) defines Foreign Currency Non-Resident (Bank), or FCNR(B), as a term-deposit scheme for eligible non-resident Indian depositors at banks in India. Under the RBI’s current Master Direction on interest rates on deposits, the permitted deposit period is one to five years, and recurring deposits are not accepted. The FCNR(B) scheme text sets out the scheme framework; use the current Master Direction and the bank’s terms for applicable details.

“Foreign-currency fixed deposit”: a description, not a common rulebook

A foreign-currency fixed deposit could be offered by a bank in India or by a bank in another country, under that institution’s local rules and contract. The label alone does not establish who is eligible, whether funds and interest can be transferred or repatriated, how the rate is set, what happens on early withdrawal, or whether a deposit-guarantee scheme applies. Before comparing, identify the bank, the country whose rules govern the account, the account currency, and the written product terms.

Do not confuse FCNR(B) with an NRE deposit

An NRE (Non-Resident External) term deposit is another India-based product, but it is denominated in Indian rupees, unlike FCNR(B). RBI rules specify a minimum one-year tenor for NRE term deposits and require NRE/NRO term-deposit rates not to exceed comparable domestic rupee term-deposit rates. These distinctions are set out in sections 15 and 19 of the RBI Master Direction. An NRE deposit is neither an FCNR(B) deposit nor, simply by being denominated in a foreign currency, a deposit at a foreign bank.

Compare the actual terms, not just the currency label

The comparison cannot establish which option pays more without a specific bank offer, currency, tenor, payment method and fee schedule. Nor does an RBI scheme rule automatically govern a deposit booked with a bank outside India.

How FCNR(B) rates and interest work

For FCNR(B), RBI caps the interest rate using the relevant currency’s Overnight Alternative Reference Rate or swap reference. The current direction sets ceilings at the applicable benchmark plus 250 basis points for deposits of one to less than three years, and plus 350 basis points for deposits of three to five years. These are regulatory margins over a benchmark—not customer returns, guaranteed rates, or forecasts. Banks set actual offers within the applicable rules, so confirm the rate for the chosen currency, amount and tenor before opening the deposit. See section 19 of the RBI Master Direction.

RBI specifies that FCNR(B) interest is calculated on a 360-day year basis, at 180-day intervals and then for the remaining actual days. A depositor may opt to receive interest at maturity with compounding. These mechanics affect the amount and timing of cash received, so compare the effective outcome and payment schedule—not only the headline annual rate. See section 20 of the RBI Master Direction.

Use this checklist when comparing quoted returns

  • Compare the same deposit currency and tenor, and make sure the quoted rate applies to your deposit amount.
  • Check whether interest is paid periodically or at maturity, and how compounding is handled.
  • Account for account, transfer, currency-conversion and repatriation charges that apply to your route.
  • Read the early-withdrawal terms before treating the advertised rate as the return you are likely to receive.
  • Compare proceeds in the currency you expect to spend, not only in the deposit currency.

Currency risk depends on where you will spend the money

The deposit currency and spending currency are separate considerations. If an FCNR(B) deposit is held in US dollars but the proceeds will be spent in Indian rupees, the rupee amount available at conversion will vary with the USD/INR exchange rate. A change in that rate can raise or reduce the converted value; the deposit’s interest rate does not remove this conversion risk. The same principle applies to any foreign-currency deposit whose currency differs from the currency of future expenses. This follows from the foreign-currency denomination and conversion mechanics described in the RBI scheme text; it is not an exchange-rate forecast.

If the future expense is in the same currency as the deposit, the deposit can better match that liability and reduce the need to convert those proceeds. That match does not remove the bank’s credit risk, the effect of inflation on purchasing power, or any fees or withdrawal restrictions.

Liquidity: what happens if you need the money early?

FCNR(B)

An FCNR(B) deposit can be withdrawn early under RBI rules, but the timing matters. If it is withdrawn before completing the minimum one-year tenor, no interest is payable. For other early withdrawals, the bank’s policy governs any penalty, which must be disclosed. Check the specific bank’s penalty schedule and any stated recovery of swap costs before relying on a quoted rate. These rules appear in sections 25–26 of the RBI Master Direction.

Other foreign-currency deposits and NRE deposits

There is no universal early-withdrawal rule for deposits covered only by the broad foreign-currency label. Read the contract for access restrictions, lost interest, penalties and other charges. For NRE deposits, RBI allows banks, subject to stated conditions, to offer products without premature withdrawal; penalties also apply in certain conversions between NRE and FCNR(B). Confirm the specific product’s current terms in sections 15 and 17 of the RBI Master Direction.

Tax treatment depends on residence and the tax year

The Indian Income Tax Department’s Non Resident FAQs describe FCNR interest as exempt under the Indian provisions covered there. They describe NRE interest exemption as conditional on the account holder being a person resident outside India under FEMA or permitted by RBI. These statements address Indian provisions; they do not establish how another country taxes the interest, settle an individual’s tax residence, or replace checking the law for the relevant tax year.

The department states that the Income Tax Act, 2025 applies prospectively to tax years beginning on or after 1 April 2026. Because the relevant tax year and the depositor’s circumstances matter, verify current treatment with the Income Tax Department and, where needed, a qualified adviser. The department’s SFT interest-income guidance is a separate reporting resource; it should not be treated as a complete determination of an individual’s tax liability.

Deposit protection must be verified for the exact bank and account

Do not assume that an FCNR(B) balance or another foreign-currency term deposit is “fully protected.” Coverage can depend on the jurisdiction, institution type, account currency, depositor eligibility and the applicable per-depositor limit. The available RBI and Income Tax Department material cited here does not establish a universal protection limit for these deposits across institutions and countries.

Check the relevant jurisdiction’s official deposit-insurance authority and the bank’s own disclosures. Confirm whether the specific bank entity and currency account qualify, who is insured, how multiple accounts are aggregated, and what limit and exclusions apply. Bank credit risk remains a separate consideration from exchange-rate movements and the possibility of early-withdrawal costs.

A practical decision sequence

  1. Set the spending currency. List the currency and approximate timing of the expenses the deposit is meant to fund.
  2. Identify the product and governing bank. Confirm whether the offer is an FCNR(B), an NRE deposit, or another product; establish the bank entity and jurisdiction.
  3. Confirm eligibility and tenor. For FCNR(B), check scheme eligibility and select a permitted one-to-five-year term; for another product, read its own rules.
  4. Compare the full return. Record the offered rate, interest-payment method, compounding, fees and conversion costs. For FCNR(B), distinguish the RBI ceiling from the bank’s actual offer.
  5. Test liquidity needs. Review early-access rights, lost interest, penalties and any other stated recovery or charge.
  6. Check tax and protection separately. Verify the tax treatment for your residence and tax year, then confirm deposit coverage with the official authority for the bank’s jurisdiction.

Choose on the basis of fit with future spending needs and verified terms, rather than the currency label or headline rate alone.
