In July 2025, news reports described a proposed FBR electronic income-tax return for individuals for Tax Year 2025 as a 25-page “simplified” form. It was reported as a draft open for public feedback—not as a confirmed final or current filing form. The draft’s later official status has not been established, so taxpayers should follow current FBR instructions, not use the reported draft to file.
What FBR’s reported draft contained
PhoneWorld reported on 9 July 2025 that the individual draft was issued through SRO 1212(I)/2025. The outlet described it as 25 pages and said it covered income categories including salaries, pensions, rental income, bank profits and dividends. The page count and listed categories are reported details; the primary SRO and draft form were not available for independent inspection.
PhoneWorld and TechJuice also reported a draft return for companies and proposed amendments to the Income Tax Rules, 2002, through SRO 1213(I)/2025. The reports therefore described a package of proposed forms and rules, rather than a verified change to the forms taxpayers were required to file.
What the seven-day feedback period meant
Both reports said the draft was open to public feedback for seven days from publication in the Gazette. That describes a consultation window at the time; it does not establish whether the proposal was finalized, revised, withdrawn or replaced afterward.

Was the 25-page return finalized?
The available reporting does not confirm the draft’s subsequent official disposition. No later FBR notice confirming that it became final, was withdrawn or was replaced was identified, and the primary copy of SRO 1212(I)/2025 was not available for verification. Accordingly, the reported form should not be treated as an operative Tax Year 2025 return or as current filing guidance.
For filing decisions, use FBR’s current return and filing instructions at fbr.gov.pk. Check the instructions applicable to your tax year and taxpayer category before submitting a return.

How the proposal fits FBR’s simplification efforts
FBR’s Revenue Division Year Book 2024–25 lists a simplified income-tax return for salaried individuals and offline-mode filing initiatives among its ease-of-doing-business measures. This documents a wider effort to make filing more accessible, but it does not prove that the reported 2025 draft was adopted.
FBR Circular No. 01 of 2025–26, dated 2 August 2025, explains changes made by the Finance Act 2025. It offers tax-policy context, but does not independently verify the status of the draft return.

What taxpayers should take away
- The “25-page” description and income categories came from secondary reporting, not an independently reviewed copy of the proposed form.
- The seven-day comment period was reported as part of the draft process; it is not evidence that the form took effect.
- FBR’s earlier simplification initiatives are relevant background, not confirmation that this particular proposal became the filing form.
- Use current FBR instructions for any return you need to file.
