Officers may correct errors until November 30, 2026, subject to authorization by their cadre administrator. The announced public release is limited to selected non-sensitive information; it does not mean every declaration or field will be published.
Who has to declare assets?
The current filing instructions reported by Dawn apply to officers in BS-17 and above submitting declarations for FY2025–26. The Finance Division’s notifications index lists a September 23, 2026 circular titled “Digitalization of Declaration of Assets under Section 15-A of Civil Servants Act 1973.” The reported change replaces the previous manual submission process with digital filing through an FBR portal. The broader rules have a wider defined scope than the operational filing instructions currently described. A 2025 amendment transcription changes the terminology from “civil” to “public” and defines qualifying public servants to include grade-17-and-above officials in federal and provincial governments and government-owned autonomous bodies, corporations, and companies, subject to an exception referenced to the National Accountability Ordinance. That broader legal definition should not be read as confirmation that the specific 2026 portal instructions have been separately issued for every provincial or government-owned entity. What is the deadline for filing?
The reported deadline for the FY2025–26 declaration is October 30, 2026. If an officer finds an error after submitting, corrections are reported as permissible through November 30, 2026, but only subject to the relevant cadre administrator’s approval or authorization. How do officers file online?
The process described in Dawn’s report begins with the officer’s cadre administrator, not with an open self-registration step on the FBR portal. The reported sequence is:
- Send identifying and contact details to the cadre administrator. Provide name, designation, an active personal email address, mobile number, and CNIC.
- Wait for the administrator to forward the details to FBR. FBR then sends an account-creation notice by email, SMS, or another prescribed channel.
- Activate the account. Use the CNIC and one-time password (OTP), then set a password.
- Complete the declaration in the portal. Sign in and choose “Declaration” from the dashboard. The memorandum’s Annex-I is reported to specify the requested information.
These procedural details are Dawn’s description of the memorandum. The Finance Division index confirms that the circular was listed, but the circular’s PDF is not directly available through that index in the sources cited here, so consult the relevant cadre administrator for the applicable instructions and any portal-specific changes.

What will be checked, and what will be public?
Filing and public disclosure are separate stages. The reported system uses risk-based verification: FBR communicates verification results to the relevant cadre administrator. Establishment Division says selected non-sensitive sections will be published on the FBR website. The announcement does not establish that complete declarations, account credentials, or every family and asset field will be visible.
In May 2026, Establishment Division Secretary Nabeel Awan described the intended public access as redacted: “Declarations would be publicly accessible in a redacted form to ensure transparency while safeguarding personal privacy.” Dawn, May 14, 2026.

How this fits the government’s longer reform plan
The current digital filing is part of a broader transparency and integrity initiative. A Ministry of Finance reform report dated December 31, 2025, set June 2027 targets for revising Conduct Rules, developing a risk-factor model and coordination arrangements, deploying the declaration system across ministries, and conducting risk-based verification. It set a December 2027 target for investigation and systemic learning. These are target dates in the report, not evidence that each milestone has been completed.
