Yes, the FBCS collection-agency data breach was real. Financial Business and Consumer Solutions, Inc. (FBCS) said an unauthorized party accessed its systems from February 14 through February 26, 2024. The often-repeated figure of 2.7 million was an interim estimate: FBCS first reported about 1.9 million potentially affected people, then reported 2,679,555 on May 10, 2024, and later said the number had risen to more than 3.2 million. Potentially exposed records included names, dates of birth, Social Security numbers, account information and driver’s-license or non-driver identification numbers, depending on the person and client.
What happened in the FBCS breach?
FBCS is a third-party debt-collection agency that processes information for creditor, education, healthcare, financial and other organizations. The incident occurred in the FBCS environment; available notices did not say that each client organization’s own network was hacked. A school, bank, creditor or healthcare-related organization may therefore send the notice even though FBCS held the records.

FBCS reported that an unauthorized actor could view or acquire information held for clients. Notices generally say information “may have been accessed or exfiltrated.” Public reporting did not establish the attacker’s identity, motive, ransomware involvement or whether all data was downloaded.

Is the affected population 2.7 million or 3.2 million?
Both figures describe different reporting stages, not two separate breaches. The 2.7-million headline reflected the May 10 update and should not be treated as the final publicly reported scope.

Some client notifications arrived later in 2024 because organizations did not necessarily notify everyone at the same time. Secondary websites may quote other totals; unless an underlying filing is available, those numbers should not be called an official final count.

These categories are possibilities, not a statement that every person’s entire record was exposed. Your individual letter should identify the data elements associated with your notice. The wording “may have been accessed or exfiltrated” also does not prove that every listed item was taken.
Why might the notice come from another company?
FBCS was a service provider. Its client organizations owned or supplied many of the records, so a notice may carry the name of a creditor, school, healthcare organization, bank or other data owner that you recognize instead of “FBCS.” You could receive separate letters if more than one client’s records were involved, and an old account can still generate a notice after it has been closed.
How to verify an FBCS breach letter
- Check that the letter or email names FBCS or a client organization you recognize and describes the data event.
- Read which data elements and dates apply to you.
- Use only the telephone number, enrollment code and website printed in the notice. If the message is unexpected, independently find the organization’s official website and contact its privacy or customer-service department.
- Do not pay a fee, provide your full Social Security number to an unsolicited caller, trust caller ID, click a suspicious text link or give remote computer access to anyone claiming to represent FBCS, CyEx, a credit bureau or a government agency.
A legitimate complimentary benefit should not require payment through an unexpected call or message.
What affected consumers should do now
1. Enroll in the offered benefit
Many FBCS client notices offered complimentary credit monitoring and identity-restoration services through CyEx, commonly for 12 months. Terms varied, and enrollment was not automatic. Follow the deadline and instructions in your own letter; do not assume every recipient received the same duration.

2. Freeze your credit or add a fraud alert
A security freeze can help block new creditors from opening accounts in your name until you lift the freeze. A fraud alert tells businesses to take extra steps to verify an applicant. These are separate from monitoring and are generally available without a paid subscription.
3. Obtain your credit reports
Request reports through the authorized AnnualCreditReport.com site and look for unfamiliar inquiries, accounts, collection entries, addresses or personal information.
4. Secure existing accounts
- Change reused passwords, starting with email and financial accounts.
- Turn on multifactor authentication wherever available.
- Review bank, credit-card, loan and collection statements.
- Watch for unexpected debt-collection calls, account-opening notices, tax communications and password-reset messages.
5. Keep evidence
Save the breach letter, emails, enrollment confirmation, statements and correspondence. These records can help with disputes, an identity-theft report or a legal claim.

- Report the identity theft at IdentityTheft.gov and follow its recovery plan.
- Contact the creditor or financial institution using a trusted number from its official website or your statement.
- Dispute fraudulent accounts and transactions in writing and ask for records related to accounts opened or used fraudulently.
- Consider an extended fraud alert if you have confirmed identity theft.
- File a police report when a creditor, insurer or other organization requires one, and retain the report number.
Monitoring can flag some new-account activity, but it will not necessarily detect tax fraud, medical identity theft, account takeover, criminal use that produces no credit inquiry or social-engineering scams. It is a detection aid, not prevention or a guarantee of reimbursement.

FBCS-related litigation exists. A July 2024 announcement from Tycko & Zavareei said the U.S. District Court for the Eastern District of Pennsylvania consolidated 17 related cases for pretrial and discovery purposes in Reichbart v. Financial Business and Consumer Solutions, Inc., No. 24-cv-1876-NIQA. The announcement is evidence that litigation was consolidated—not proof that every recipient has a valid claim or will receive money.
A law-firm investigation, a filed lawsuit, a court-approved settlement, a claim deadline and a final judgment are different things. Check an official court notice or settlement administrator before submitting information or relying on a deadline. A data breach alone does not establish negligence, damages or an entitlement to payment, and applicable rights and limitation periods vary by state.

Where to check official notifications
State breach databases can help confirm that a client organization filed a notice. Relevant records include the Maine Attorney General database and the California breach-notification list. These listings do not replace the individualized letter, which controls the data elements and service terms applicable to you.
