Farm leaders welcomed the soybean-purchase commitments announced after the October 30, 2025, meeting between President Donald Trump and Chinese President Xi Jinping. The White House later specified a minimum of 12 million metric tons for the final two months of 2025 and at least 25 million metric tons in each of 2026, 2027, and 2028. Those were commitments, not proof that the purchases or shipments were completed.
What China committed to buy
After the leaders’ meeting in South Korea, Treasury Secretary Scott Bessent said China would buy 12 million metric tons of U.S. soybeans through January and 25 million metric tons annually for the next three years. A White House fact sheet published in November clarified the periods: at least 12 million metric tons during the last two months of 2025, followed by at least 25 million metric tons in each of 2026, 2027, and 2028. The American Soybean Association (ASA) said China had historically purchased 25 million to 30 million metric tons of U.S. soybeans in recent years. That is the association’s characterization of the historical range, not an independent trade-data series, and it is not evidence that future commitments would reach that range. The ASA’s October 30, 2025, statement described the announced volumes as minimums.
Why farm leaders welcomed the announcement
National farm and soybean groups
ASA president and Kentucky farmer Caleb Ragland called the announcement “a meaningful step forward” toward a stable, long-term trading relationship. The association welcomed the minimum-volume commitments while noting that details were still emerging.

American Farm Bureau Federation president Zippy Duvall also welcomed the commitment, but pointed to the pressures farmers were already facing: high expenses and low commodity prices. He said renewed purchases and expanded markets could provide some certainty, while reserving judgment until more details were available.
Iowa leaders
Iowa Agriculture Secretary Mike Naig said expanded purchases could make a meaningful difference for Iowa farmers and the state’s agricultural economy. He also called for opening other markets and increasing domestic use of Iowa products, especially through biofuels.

Iowa Farm Bureau president Brent Johnson said a return to the market “should provide some price support to struggling U.S. soybean markets.” Iowa Soybean Association president Tom Adam described the news as encouraging for farmers who depend on open market access. These statements expressed expectations at the time; they do not establish a measured change in prices or farm income.
Not every reaction endorsed the broader trade policy
Senator Amy Klobuchar offered a critical response, arguing that tariffs continued to burden rural America and consumers. The welcome from farm groups was therefore not unanimous approval of the administration’s broader trade policy.

What the announcement does—and does not—show
A commitment to buy is not the same as completed purchases or delivered shipments. The announcement and the White House fact sheet specify intended minimum volumes, but do not establish how much China ultimately bought or how much was shipped. In 2026, the ASA was still discussing the commitments and whether they would be met. Its 2026 statement reflects that the commitments remained an active issue.
The cited statements also do not quantify any resulting effect on soybean prices, farm income, or the broader farm economy. The potential for greater market access and price support was a reason leaders welcomed the announcement, not a reported outcome.
