No. In November 2024, farm groups asked the incoming Trump administration to weigh agriculture’s dependence on immigrant labor when enforcing immigration law. They did not secure a farmworker exemption, and the reporting available through October 2026 does not establish a lasting, blanket exemption. What farm groups asked for in November 2024
Agriculture.com’s November 25, 2024 report described farm groups’ concern that the mass deportations Trump had promised could remove workers that U.S. farms depend on. The groups’ request was not a farmworker exemption. They asked that agriculture’s labor needs be considered in enforcement policy, and they backed expanded legal pathways for agricultural workers.
John Walt Boatright, director of government affairs at the American Farm Bureau Federation, is quoted supporting those legal pathways. Western Growers president and CEO Dave Puglia is quoted on the sector’s concerns. The report also said Trump’s transition officials had not committed to an exemption for farmworkers.

2025: the farm federation’s position and enforcement on the ground
The American Farm Bureau’s position
In June 2025 the American Farm Bureau Federation said agriculture faces distinct enforcement circumstances and called for modernized workforce programs. Its argument is that existing agricultural labor programs do not meet year-round farm needs and are too costly for many producers. Zippy Duvall, the federation’s president, put it this way: “Outdated systems must be modernized so farmers can find enough workers to help plant and harvest crops and care for livestock.” The federation framed modernization as something to pursue alongside border security.
Raids and worker absences in California
In June 2025 the Associated Press reported farm raids and worker absences in California, quoting grower and worker representatives on operational disruption and fear. The same reporting said Trump acknowledged growers’ concerns but gave no specifics about what would change. The available reporting does not put numbers on crop losses or absences.

The ICE pause and the DHS response
AP also reported in June 2025 an ICE directive pausing investigations of agricultural businesses and several other industries. A Department of Homeland Security spokesperson said the agency would follow presidential direction and keep prioritizing people it described as the worst criminal cases. Treat the pause as an operational change reported at that time. The reporting does not establish whether it remains in effect in October 2026.
2026: the labor bill in Congress
The House Committee on Agriculture reports that Chairman Glenn Thompson introduced the bipartisan Securing Agriculture’s Workforce Act of 2026 in June 2026. The bill builds on recommendations from the Agricultural Labor Working Group. The committee page confirms introduction only. It does not show committee votes, floor action or enactment.

What farmworkers report: the UFW Foundation survey
On July 31, 2026, the UFW Foundation published findings from a survey of 2,250 farm workers conducted in 2025. According to the Foundation, the great majority of respondents were undocumented. The majority were from California, and respondents also came from Washington, Michigan, Georgia and 12 other states. Erica Lomeli Corcoran, the Foundation’s CEO, said: “This is the first in-depth study to survey the concerns and fears of undocumented farm workers as well as their hopes and aspirations.”

These are what surveyed workers reported, not a national workforce rate. The release does not establish that the sample represents all farm workers. No independent, period-specific national figure for the share of farm workers without legal status is established in the material cited here, so these percentages should not be used to fill that gap.
