Food fraud is real, but the evidence does not show that fake food is “everywhere” in U.S. grocery stores. The FDA documents deliberate substitutions, dilution, mislabeling and short-weighting in several food categories, while warning that fraud is difficult to measure. Recent FDA findings identify problems in targeted samples—not the share of all products on shelves. For shoppers, the practical questions are what a label promises, what regulators have actually found, and when to report a concern.
What does “fake food” mean?
The U.S. Food and Drug Administration calls intentional food substitution or adulteration for financial gain economically motivated adulteration (EMA). It can mean leaving out, removing or replacing a valuable ingredient, or adding a cheaper substance to cut costs or make a product seem more valuable. The harm may be economic, but it can also be a health risk: FDA cites lead poisoning from adulterated spices and allergic reactions when an undisclosed allergen is substituted. Is my food fake? What FDA examples show—and what they don’t
FDA documents fraud patterns involving honey and maple syrup diluted with cheaper sweeteners; extra-virgin olive oil mixed with cheaper vegetable oil; lower-value fish sold as a more expensive species; juice containing undeclared cheaper ingredients; and spices bulked up with plant material or colored with industrial dyes. These are known methods and documented cases, not proof that every item in those categories—or grocery shelves generally—is fraudulent. How can I tell if food is adulterated?
There is no general household test established by the reviewed official guidance for detecting food fraud. Authenticity is often assessed through regulatory or laboratory methods, including analytical chemistry and DNA sequencing. A suspicious appearance or an unusual taste may justify asking the retailer or reporting a concern, but it does not by itself prove adulteration. FDA food fraud overview
Is the fish I bought really what the label says?
Separate the claims on seafood packaging rather than treating them as one question: species, geographic origin, production method and net weight are different things to verify. DNA sequencing can help identify species substitution, but it does not establish the product’s origin or whether the declared package weight is accurate. FDA food fraud overview

Check origin claims in context
USDA Country of Origin Labeling (COOL) covers certain foods, including wild and farm-raised fish and shellfish. Origin information may appear on labels, signs, stickers or other visible formats, and the rules have exceptions. Missing origin information alone is not proof of fraud: first check whether the product is covered and how the applicable rule permits the information to be displayed. Check package weight separately
If you are concerned a package is short-weighted, a digital kitchen scale can help you weigh the food at home and compare it with the amount declared on the package. Account for packaging and any declared net-weight conventions when making that comparison. A scale cannot identify an adulterant, verify the fish species or prove why a weight differs; FDA’s targeted seafood finding supports checking weight, not treating a home measurement as proof of fraud.

How do I report food fraud?
- Possible COOL violation: USDA’s Agricultural Marketing Service accepts complaints. Include as much information as you can, such as product details and where you saw it. USDA AMS COOL questions and answers
- Possible tampering: FDA advises contacting the store. For concerns involving meat or poultry, its guidance directs consumers to USDA; for other foods, contact FDA. Follow the agencies’ current instructions for the specific product and issue. FDA: Food Tampering
