Fact-Checking Claims of Financial Misconduct and Nepotism at Nalanda University

A 2019 fact-check examined claims about Amartya Sen’s pay, Nalanda University funding and alleged faculty appointments. Here is what the records and reported responses establish—and what they do not.

The reviewed evidence does not substantiate claims that Amartya Sen drew a salary or undisclosed benefits from Nalanda University, that Manmohan Singh’s daughters were paid faculty there, or that Sen personally spent the university’s multiyear funding allocation. A 2019 Alt News fact-check examined the allegations against government records, university reports and responses from Sen and people named in the claims. Its findings are not a comprehensive audit of Nalanda’s finances.

What the allegations claimed—and what the evidence establishes

Claims circulated in tweets and WhatsApp forwards that Sen received “Rs 5 Lakh per month,” turned Nalanda into a “5-star hotel,” and arranged paid faculty posts for former prime minister Manmohan Singh’s daughters while they lived in the United States. Alt News reported on May 2, 2019, that the tweets were later deleted and that the claims it checked lacked evidentiary support. These are allegations, not established facts. Alt News’ fact-check describes the claims and the responses it obtained.

The evidence needs to be separated into distinct questions: whether Sen was paid, what the government’s funding figure means, who held executive authority, whether the named women were faculty, and what the record says about Sen’s departure. A budget approval is not proof of spending by one person, and a chancellor’s role is not the same as day-to-day executive management.

Did Sen receive a salary, benefits or travel payments?

Alt News reported that Nalanda University said Sen received no salary or perquisites and worked in an honorary capacity. Sen separately denied receiving a salary, tax-free benefits or unaccounted foreign travel. These are denials reported by the fact-check, not the findings of an independent audit resolving every question about university finances.

On the travel allegation, Alt News reported Sen’s account that a free travel pass was a gift from the Government of India, presented by former prime minister Atal Bihari Vajpayee to mark Sen’s Nobel Prize. The fact-check also quoted Sen saying he was “amazingly baffled” by the accusation that he had turned Nalanda into a five-star hotel. Alt News’ report is the source for these statements.

What does the Rs 2,727.10 crore figure mean?

The figure refers to an approved, multiyear financial-support plan—not a finding that the money was spent, that it was spent during Sen’s tenure, or that Sen personally controlled or used it. On January 20, 2014, the Cabinet Committee on Economic Affairs approved Rs. 2,727.10 crore in support for Nalanda University over 2010–11 to 2021–22. The Press Information Bureau release identifies Rs 1,749.65 crore for capital costs and Rs 977.45 crore for recurring expenditure from 2014–15 to 2021–22.

A separate parliamentary answer in 2015 was reported by Alt News as saying Rs 2,727.10 crore had been approved and Rs 47.28 crore released “till date.” That release figure applies to the time reference in that answer; it is not a current total. Approval, release and expenditure are different financial stages. Alt News’ account of the parliamentary response reports the released amount.

Did Sen run Nalanda University?

The 2019 fact-check distinguishes the Chancellor’s position from the Vice-Chancellor’s executive authority. It says the Nalanda University Act assigns the Chancellor an honorary role and identifies the Vice-Chancellor as the principal academic and executive officer responsible for university affairs. Sen told Alt News that he attended board meetings and visited the campus and offices; the fact-check also noted there was no allocated campus residence for the Chancellor.

Sen did have governing-board responsibilities. Nalanda University’s annual report records that a governing-board subcommittee chaired by Sen met in December 2010, passed financial regulations and cleared an administrative appointment. That record demonstrates board activity, but it does not by itself establish that Sen managed daily operations or personally controlled university spending. Nalanda University’s 2010–11 annual report provides the contemporaneous record; the Act and role distinction are discussed in Alt News’ fact-check.

Were Manmohan Singh’s daughters or their friends paid Nalanda faculty?

Alt News reported that Gopa Sabharwal was Nalanda’s Vice-Chancellor and Anjana Sharma its Dean of Academic Planning. The fact-check said its review of university annual reports found no reference to Nayanjot Lahiri or Upinder Singh as faculty. It reported Lahiri’s denial that she had ever worked for Nalanda, and Upinder Singh’s confirmation that she was never a faculty member and received no university remuneration.

Alt News also reported Daman Singh’s statement that neither she nor her sister Amrit had a connection to Nalanda, as well as Sen’s denial that either had been appointed. These responses and the annual-report review weigh against the specific appointment allegations, but they are not a claim that an exhaustive personnel audit of every university record was conducted. When and why did Sen leave?

A government response quoted by Alt News said Sen was appointed Nalanda’s first Chancellor for a three-year term effective July 18, 2012. It also said he had publicly indicated he did not want to be considered for continuation after July 2015. Sen told Alt News that, despite being re-elected by the Governing Body, he did not seek continuation because of what he described as government hostility and its treatment of the university. Those are separate attributed accounts of the decision and should not be treated as proof of the financial allegations. The appointment chronology is reported in Alt News’ report.

The fact-check also reported Sen’s statement that his criticism of Narendra Modi’s economic thinking predated his departure from Nalanda and his chancellorship. That addresses the chronology claim that he began criticizing Modi only after leaving; it does not establish or disprove the separate claims about salary, appointments or spending.
