Yes—with an important distinction. The FAA said it managed more than 17 million flights in 2025, making it the agency’s busiest year in more than 15 years. That measures flights managed by air traffic control, not the number of passengers or a record in passenger travel.
What the FAA’s “busiest year” claim measures
The Federal Aviation Administration’s January 8, 2026 bulletin said: “With more than 17 million flights, 2025 was the FAA’s busiest year in more than 15 years.” The bulletin does not give an exact final flight total in its text, nor does it specify the precise historical baseline or counting rules behind the 15-year comparison. It supports the claim that 2025 was the FAA’s busiest year in that period; it does not establish an all-time record or a particular annual growth rate. FAA year-end bulletin
“Air travel” can describe different things. The FAA figure counts flights it managed, while passenger statistics count people boarding or traveling. Those measures can move differently, so the flight-volume claim should not be read as proof that a record number of passengers flew.
The busiest days of 2025
The FAA’s year-end list names July 17 as the busiest day, with 56,676 flights, followed by July 24 with 55,944. These are daily flight counts, not passenger totals. FAA year-end bulletin

In a May 20, 2025 announcement, the FAA had forecast its busiest summer in 15 years and reported that April 17 had then been the busiest day, with more than 54,000 flights. That was an interim record at the time, later surpassed by the July 17 count in the full-year list. FAA summer announcement
Passenger figures tell a different story
The FAA’s FY2025–FY2055 forecast summary estimated 976.3 million passenger enplanements at U.S. airports in calendar year 2025, a 0.1% decrease from the prior year. An enplanement is a passenger boarding; it is not the same unit as a flight managed by the FAA. The estimate therefore does not contradict the increase in air traffic operations, but it does mean the FAA’s flight-volume statement should not be rewritten as “record passenger travel.” FAA forecast summary The FAA explains that its airport enplanement data come from airport reports and are used in aviation analysis. The Bureau of Transportation Statistics separately estimated 95.5 million passengers in December 2025. BTS labels that figure a preliminary estimate based on all carriers and unscheduled service; it is a monthly passenger measure, not the FAA’s annual count of flights managed. - The busiest day in the FAA’s published list was July 17: it recorded 56,676 flights.
- The claim is about flight operations, not passenger records: the FAA’s separate estimate for 2025 passenger enplanements was 976.3 million, down 0.1% year over year.
These figures describe national activity, not the conditions on a particular route or the likelihood of a delay on an individual trip. The annual flight count alone does not show how traffic was distributed among airports, routes, or times of day.
