Express Entry Certificate of Qualification: Eligible Trades and Requirements

For the Federal Skilled Trades Program, a Canadian certificate of qualification or qualifying job offer meets one key condition. Learn the eligible NOC groups and the separate experience, licensing, and program rules.

For Canada’s Federal Skilled Trades Program (FSTP) through Express Entry, you need either a Canadian certificate of qualification in your trade or a qualifying job offer. A certificate confirms that an authorized Canadian trade body has assessed you, that you passed its certification exam, and that you meet the issuing jurisdiction’s practice requirements. It is only one part of FSTP eligibility—not a substitute for the program’s work-experience, language, and other rules.

Do you need a certificate of qualification for Express Entry?

You need either a certificate of qualification in an eligible skilled trade or a qualifying full-time job offer to meet the FSTP’s offer-or-certificate condition. The certificate must come from a Canadian provincial, territorial, or federal authority. A foreign trade certificate or overseas work experience alone is not the Canadian certificate IRCC describes.

Route What it requires Key consideration
Certificate of qualification A certificate in the skilled trade from an authorized Canadian provincial, territorial, or federal authority. You must meet that authority’s assessment, exam, and practice requirements. Certification availability and rules differ by jurisdiction.
Qualifying job offer A qualifying offer for continuous, paid, full-time work lasting at least one year. IRCC’s job-offer guidance sets a minimum of 30 hours per week and allows offers from up to two employers under specified conditions. Check IRCC’s current detailed offer rules. If your intended province or territory does not issue certificates for your trade, IRCC says you need the qualifying job-offer route.

These alternatives address only this one FSTP condition. They do not remove the separate work-experience, language, admissibility, or other requirements. See IRCC’s Federal Skilled Trades Program eligibility page and its job-offer guidance.

Which trades qualify for the FSTP?

IRCC defines eligible skilled-trade work using groups in the National Occupational Classification (NOC). The eligible groups are:

  • Major Group 72, excluding Sub-Major Group 726 (transportation officers and controllers)
  • Major Group 73
  • Major Group 82
  • Major Group 83
  • Major Group 92, excluding Sub-Major Group 932
  • Minor Group 6320
  • Unit Group 62200

Being in one of these groups is not enough by itself. Identify the detailed NOC that matches your work, then confirm that your experience is in the same eligible NOC, matches its lead statement and most main duties, and meets the trade’s stated job requirements. Use the NOC details and program criteria on IRCC’s FSTP page rather than relying on a broad job title.

How much skilled-trade work experience do you need?

IRCC requires at least two years of qualifying skilled-trade work experience—3,120 hours—within the five years before you apply. The work must be paid and gained in a country where you were qualified to practise the trade. Hours from work performed while studying do not count toward this minimum.

  • Part-time work: Qualifying hours can add up to the required total.
  • Weekly cap: No more than 30 hours per week count toward the full-time equivalent.
  • Occupation match: Your experience must meet the NOC and duty requirements for an eligible trade.

These thresholds and conditions are stated by Immigration, Refugees and Citizenship Canada on its FSTP eligibility page.

What a certificate proves—and what it does not

IRCC describes the certificate as proof that you are qualified to work in a skilled trade in Canada. The issuing authority requires you to pass a certification exam and meet the requirements to practise the trade in that province or territory. A provincial or territorial trade-governing body issues certificates for trades it regulates; a federal authority may issue one for a federally regulated trade.

The authority assesses your training, trade experience, and skills to determine whether you can write the certification exam. The process varies by jurisdiction and may require travel or experience or training with a Canadian employer. For a federally regulated trade, IRCC directs applicants to the Canadian Information Centre for International Credentials to identify the regulator and assessment route.

A certificate is not automatically a Canada-wide licence to practise. IRCC cautions that trade training standards and practice conditions differ between provinces and territories; certification in one jurisdiction may not qualify you to practise in another. Before choosing where to work, verify requirements with the regulator for that location. IRCC explains this in its Help Centre guidance on working in another province or territory.

How to pursue the certificate route

  1. Confirm your trade and NOC. Match your actual duties and qualifications to the detailed NOC, then check that the NOC falls within an eligible FSTP group.
  2. Identify the regulator where you plan to work. Contact the relevant provincial or territorial trade authority, or identify the federal regulator for a federally regulated trade. Ask whether it issues a certificate for your trade and what route applies to applicants trained or experienced abroad.
  3. Complete the authority’s assessment. Provide the training, work-history, and skills information it requests. The authority determines whether you meet its requirements to take the certification exam; assessment rules are jurisdiction-specific.
  4. Pass the certification exam and meet practice requirements. Once you satisfy the regulator’s conditions, obtain the certificate and confirm it applies to the intended jurisdiction and trade.
  5. Reassess the FSTP criteria separately. The certificate does not establish your work-experience, language, admissibility, or other program eligibility.

If the province or territory where you plan to live and work does not issue a certificate in your trade, IRCC says a qualifying job offer in that trade is needed for the FSTP route. See the IRCC Help Centre explanation.

Other FSTP requirements to check

  • Language: Take an IRCC-approved English or French test and meet the minimum in speaking, listening, reading, and writing.
  • Education: The FSTP has no minimum education requirement. Education may still affect your Express Entry ranking in the circumstances IRCC describes.
  • Proof of funds: Generally required, with an exception for applicants legally able to work in Canada and holding a valid Canadian job offer, subject to IRCC’s rules.
  • Admissibility and destination: You must be admissible to Canada and plan to live outside Quebec. Quebec selects its own skilled workers.
  • Authorization to practise: Immigration eligibility and local trade licensing are separate. Check the regulator where you intend to work.

Review the current requirements together on IRCC’s FSTP page; meeting the certificate condition alone does not establish that you qualify for the program.
