The European Commission has proposed a new EU-wide framework for identifying high-risk technology suppliers and reducing their role in critical infrastructure. For 5G networks, the proposal describes a three-year phase-out, but it is not yet law: the European Parliament and Council must approve it, and no countdown has begun.
What the Commission proposed
The measure, COM(2026) 11, would revise the EU Cybersecurity Act. It would give the Commission power to adopt implementing acts identifying high-risk suppliers and setting mitigation measures and phase-out periods for ICT components used in critical sectors.

The Commission’s summary of the proposal says mobile operators would have to remove high-risk suppliers from 5G networks within three years. It also says products and services from designated high-risk suppliers would no longer qualify for EU 5G cybersecurity certification schemes. If adopted, operators would need to account for the transition in network planning, vendor choices and investment roadmaps.

- DUAL-BAND WIFI 6 ROUTER: Wi-Fi 6(802.11ax) technology achieves faster speeds, greater capacity and reduced network congestion compared to the previous gen. All WiFi routers require a separate modem. Dual-Band WiFi routers do not support the 6 GHz band.
- AX1800: Enjoy smoother and more stable streaming, gaming, downloading with 1.8 Gbps total bandwidth (up to 1200 Mbps on 5 GHz and up to 574 Mbps on 2.4 GHz). Performance varies by conditions, distance to devices, and obstacles such as walls.
- CONNECT MORE DEVICES: Wi-Fi 6 technology communicates more data to more devices simultaneously using revolutionary OFDMA technology
- EXTENSIVE COVERAGE: Achieve the strong, reliable WiFi coverage with Archer AX1800 as it focuses signal strength to your devices far away using Beamforming technology, 4 high-gain antennas and an advanced front-end module (FEM) chipset
- OUR CYBERSECURITY COMMITMENT: TP-Link is a signatory of the U.S. Cybersecurity and Infrastructure Security Agency’s (CISA) Secure-by-Design pledge. This device is designed, built, and maintained, with advanced security as a core requirement.
Is the EU banning Huawei and ZTE?
Not by name in this proposal. The draft uses the category “high-risk suppliers” and does not explicitly name China, Huawei or ZTE. However, the companies are central to how the proposal is understood politically: the Associated Press reported that the measure was seen as targeting Chinese firms including Huawei and ZTE.
The European Commission’s earlier position helps explain that interpretation. In a 15 June 2023 communication, the Commission said Member State decisions to restrict or exclude Huawei and ZTE were justified and compliant with the EU 5G Cybersecurity Toolbox. It assessed that the two companies represented materially higher risks than other 5G suppliers. That is the Commission’s assessment, not a court ruling or an independently adjudicated finding.
The Commission describes its wider concern as the risk of persistent dependence on high-risk suppliers and potential harm to users, businesses and critical infrastructure. It also points to supplier characteristics such as possible influence by third-country security laws and corporate governance.

- 【Ultra-Fast 5G & Tri-Band Wi-Fi 7】Powered by Qualcomm Dragonwing MBB Gen 3 (X72), delivers up to 4.67 Gbps 5G download and tri-band Wi-Fi 7 at 688 Mbps (2.4 GHz) + 2882 Mbps (5 GHz) + 5765 Mbps (6 GHz) — supports up to 64 connected devices for lag-free 4K streaming, gaming, and Zoom/Teams meetings.
- 【Built-in eSIM + Dual Nano-SIM with Dual Standby Support】No SIM lock — flexibly switch between the onboard eSIM and two physical nano-SIM slots for convenient carrier access while traveling. Access regional and global eSIM data plans for North America and Europe directly on the device with easy QR-code top-up support, or import your own eSIM for flexible connectivity on the go. Enjoy one-tap carrier connection with seamless SIM and eSIM switching directly from the 2.8" touchscreen (eSIM uses one SIM position when activated). Zero SIM swaps, zero local SIM hunting on international trips.
- 【2.5G Ethernet + 10 Gbps USB-C】Built for pro setups: 2.5 Gbps Ethernet WAN/LAN port for wired backhaul, plus a 10 Gbps USB-C port for tethering, OTG storage and external NAS sync — ideal for content creators offloading 4K/8K footage and remote workers in hotels, Airbnbs, and co-working spaces.
- 【Quad-Path Multi-WAN Failover】Run 2.5G Ethernet, Wi-Fi Repeater, USB Tethering and 5G Cellular at the same time — if any one link drops, traffic auto-routes to the next in seconds. Built for pop-up retail POS, food trucks, trade-show booths and live media that cannot afford a single second of downtime.
- 【13.5h Battery + 30W PD Fast Charging】Up to 13.5 hours of untethered freedom on a single charge from the built-in 5150 mAh battery — 30W PD/PPS USB-C fast charge refills to full in roughly 1.3 hours, so a coffee break is enough to get you back online for the rest of the day.
Which sectors could be affected?
The proposed framework is broader than mobile-network equipment. AP cited border security scanners, water systems, and health and medical devices as other sectors implicated by the proposal. These are examples, not a complete list of covered sectors.
The proposal is distinct from the Digital Networks Act (DNA), a separate Commission proposal published the following day. The DNA aims to harmonise connectivity rules and improve network security and resilience by limiting dependencies in the connectivity ecosystem; it is not the measure that provides the high-risk-supplier phase-out mechanism described here.

A 2026 European Commission staff impact assessment cites an estimate that Huawei and ZTE together supplied 32% of 5G sites across the EU and five other countries, and forecasts a combined 29% share in 2028. These are figures quoted in the assessment, not audited current shares for the EU alone; the geography includes five other countries, and the 2028 figure is a forecast.

What remains undecided
The proposal must still be approved by the European Parliament and Council, and its contents could change during that process. Until it is adopted and the relevant implementing measures are established, it does not create a current obligation for operators to remove any supplier.
Do these 3 things before closing this tab:
1Fix the driver behind crashes, sound loss and screen glitches2Repair Windows errors before they cause bigger problems3Scan for outdated or missing drivers - takes under a minuteThe available sources do not settle final implementation details or who would bear equipment replacement costs. The proposed EU-wide framework would replace a more fragmented approach built around Member State use of the 5G Toolbox, but the eventual designation and transition rules depend on the legislation as approved.
Commission Vice-President Henna Virkkunen described the goal to lawmakers as “protecting EU citizens and businesses by securing the ICT supply chains that support the critical sectors of our economy and society.” Huawei, in a statement reported by AP, argued that restrictions based on country of origin rather than factual evidence and technical standards would violate principles of fairness, non-discrimination and proportionality and WTO obligations. That is Huawei’s position, not an established legal conclusion.
