On November 12, 2024, the European Commission and national consumer-protection authorities notified Apple that some of its Apple Media Services practices may breach EU anti-geo-blocking rules. They asked Apple to address restrictions involving country storefronts, payment methods and app downloads. This was a request for a response and proposed commitments—not a final ruling, an immediate court order or a fine.
What the EU authorities say Apple should change
The action concerns whether people in the EU and European Economic Area (EEA) face unjustified barriers when trying to use Apple services across borders. The authorities asked Apple to stop discriminating between consumers based on their place of residence and to make covered services accessible on a less country-locked basis. They also questioned restrictions on payment methods issued in a different country and sought access to apps offered in another EU/EEA country when a consumer is traveling or temporarily staying there.

The concerns were identified through a coordinated action by the European Commission and the Consumer Protection Cooperation (CPC) Network. The three national authorities leading the work were Belgium’s Directorate General for Economic Inspection, Germany’s Bundesnetzagentur and Ireland’s Competition and Consumer Protection Commission. The Commission’s announcement describes potentially prohibited practices; it is not a court judgment that Apple has broken the law.

What practices did the authorities identify?
Country-specific storefront access
Authorities said consumers were directed to the Apple Media Services interface associated with the country of their Apple Account and could face significant difficulty accessing the version associated with another EU/EEA country. A person’s account country, the storefront displayed and their physical location are related but distinct: being in another country does not necessarily change the country set on an account.
Payment methods tied to the account country
The authorities questioned a practice under which paid purchases could be made only with payment methods issued in the country associated with the Apple Account. Their concern was that a consumer could be prevented from using a payment method issued in another EU/EEA country simply because it came from elsewhere in the region. The notice does not mean Apple must accept every card, payment network or currency, regardless of ordinary security or legal requirements.

App downloads while traveling
The App Store was said not to let users access another EU/EEA country’s storefront to download apps offered there, even when they were temporarily in that country. This is most relevant to a traveler who encounters an app available in the destination country but not through the storefront linked to their home-country account.
What geo-blocking law applies?
The main legal framework is Regulation (EU) 2018/302, the EU Geo-blocking Regulation. In broad terms, it addresses unjustified restrictions on access to online interfaces, goods or services, and certain payment options, based on factors such as a consumer’s nationality, residence or location. The Apple matter was presented as consumer-protection enforcement under this framework, coordinated through the CPC Network.
The regulation does not create one mandatory catalog of every app, song, book or podcast for all EU/EEA countries. Copyright and territorial licensing, national laws, regulatory requirements and other applicable rules can still affect availability. The issue raised here is whether Apple’s account-country, storefront and payment mechanisms impose restrictions that the law prohibits—not whether every item must be sold everywhere.

What the action could mean for consumers
If authorities secure changes, consumers might have fewer country barriers when browsing or buying across borders. The announcement specifically addresses access to another country’s services and apps during travel or a temporary stay, and the ability to use qualifying payment methods issued elsewhere in the EU/EEA. It does not set out a final technical remedy or promise a universal way to switch storefronts permanently.
Changing an Apple Account’s country is not the same as temporarily accessing another country’s storefront. Account-country changes can affect subscriptions, payment methods, balances, purchased content and service availability. Nor does the announcement establish that a developer must publish an app in every market. An app may remain unavailable because its developer has not supplied it for that country or because a lawful restriction applies.
Why storefronts can differ by country
Country-based catalogs and settings can reflect genuine operational differences. Content may be licensed territorially; app distribution can depend on developer choices, national rules, age ratings or regulatory approval. Prices, taxes, currencies, contract terms and payment-risk controls also vary. These considerations explain why services may need some country-specific arrangements, but they do not determine whether a particular restriction complies with EU law.

How this differs from Apple’s Digital Markets Act cases
This geo-blocking action is separate from the European Commission’s proceedings under the Digital Markets Act (DMA). The DMA regulates designated gatekeepers and matters such as app distribution, developer steering and user choice. In April 2025, the Commission announced an Apple anti-steering breach finding and separate preliminary findings concerning user-choice obligations. Those proceedings address different conduct from the account-country, payment-country and cross-border storefront concerns in the geo-blocking notification.
| Issue | Geo-blocking action | DMA proceedings |
|---|---|---|
| Main concern | Consumer access and possible discrimination linked to residence or location | Gatekeeper conduct, including steering, distribution and user choice |
| Authorities and framework | CPC Network and Commission coordination under consumer-protection and anti-geo-blocking rules | European Commission under the Digital Markets Act |
| Apple conduct at issue | Storefront access, payment methods tied to account country and app downloads while traveling | Separate matters including anti-steering and user-choice obligations |
| Status relevant here | November 2024 notification and request for proposed commitments | Separate proceedings, including an April 2025 breach finding and preliminary findings |
For the Commission’s description of the separate DMA matters, see its April 23, 2025 announcement. It should not be read as a resolution of the geo-blocking case.

Apple was given one month to respond to the CPC Network’s findings and propose commitments explaining how it would address the identified practices. The authorities said they could then enter into dialogue with Apple. If concerns remained unresolved, national authorities could pursue enforcement under applicable rules and national procedures. A request for commitments, dialogue, formal national enforcement, a final decision and a penalty are distinct procedural stages.
What users should not assume
- A VPN will solve the issue: The reported restrictions involved account country and storefront configuration as well as location. A VPN may not change those settings, and it is not a confirmed workaround.
- Every app must be available everywhere: The authorities addressed access to apps offered in another country while traveling; the notice does not require every developer to distribute every app across the region.
- Any foreign-issued card must work: The authorities questioned a country-of-issue restriction, but the final remedy and any lawful security or payment limits are not specified.
- The action applies in the United States: This case concerns EU/EEA consumer-protection rules, not a U.S. right to use another country’s Apple storefront.
- Apple has already been fined or ordered by a court: The November 2024 notification alone establishes neither outcome.
Status as of August 18, 2026
The official announcement records the November 12, 2024 coordinated notification, a one-month response period and the possibility of further dialogue or national enforcement. It does not itself document a final resolution, a completed remedy or a fine in this specific geo-blocking matter. A later official CPC, national-authority or Commission document would be needed to establish whether Apple changed the relevant systems and whether authorities considered those changes sufficient.
