Before holding significant funds on a network, check how a normal user can trigger an exit, what state data and waiting periods it depends on, and whether upgrade or pause powers can interfere. No maturity label alone answers those questions.
What does “a way out” mean if an L2 shuts down?
It means more than having a bridge that works while the network is operating normally. The important test is whether you can get assets back to Ethereum if the sequencer or operator is unavailable, censors your transaction, or refuses to help. The route should rely on Ethereum-enforced rules rather than the operator choosing to process your withdrawal.
The Ethereum Foundation’s March 23, 2026 guidance describes this as a “walkaway” test: L2s working toward trust minimization should at least reach Stage 1 and let users safely exit to L1 even if operators are malicious or a security council fails. That is Foundation guidance for assessing progress, not a blanket guarantee that any network—or any asset on it—will be recoverable under every circumstance.
In practice, an exit can require a user to submit a transaction or proof to an L1 contract, wait for a delay or challenge period, and pay Ethereum transaction fees. The precise calls, wallet support, and proof requirements vary by rollup. Do not assume that a familiar “withdraw” button describes the emergency route.

How do rollup exit routes differ?
Rollups use different mechanisms to establish what happened on L2. That affects how a withdrawal can be forced when the operator is not cooperating.

For optimistic rollups, liquidity providers may offer a faster route in exchange for a fee. That is an optional convenience, not the same as the protocol-level withdrawal path. Check the network’s current bridge documentation for actual timing and mechanics.

Neither design removes the need for state information. Ethereum.org notes that onchain data availability lets users independently verify state. If the information required to establish balances or construct a withdrawal is unavailable, a user may be unable to query the relevant state or initiate an exit that depends on it. A claim that funds are “on Ethereum” is not enough: check where the rollup publishes the data needed to recover them.
What should you check before choosing a network?
Use the network’s current technical documentation alongside its L2BEAT entry. L2BEAT’s live overview reports several properties separately, and its methodology cautions that stage labels do not reflect project security. Treat maturity and TVL as context, not substitutes for tracing the exit route.

- Test operator failure and censorship. Find the forced-transaction or escape mechanism. Can an ordinary user trigger it on Ethereum, or does it require an operator, administrator, or special permission? Identify the delay before it can take effect.
- Locate the state data. Determine where transaction data is published and whether users can independently reconstruct the state needed to prove a withdrawal. A functioning L1 contract cannot help if the information needed to use it is missing.
- Map the exit window. Record how long you have after a withdrawal request, forced transaction, or contract upgrade to act. For an optimistic rollup, check the actual challenge period; also account for forced-sequencing delays and governance arrangements that could shorten the practical time available.
- Identify upgrade and pause powers. Find who can upgrade or pause the bridge and rollup contracts, what safeguards or delays apply, and whether an upgrade could obstruct withdrawals before users have time to exit. Pay particular attention to how security-council powers interact with any exit window.
- Check what happens if the proposer stops. A failed sequencer and a failed proposer are different problems. Determine whether another party can submit the state needed for a withdrawal if the normal proposer stops, or whether the chain may simply freeze.
- Estimate the work required of you. Look for the required contract calls, proofs, wallet support, and L1 transactions. A route that exists in a specification may still be operationally difficult for a user to execute. No reliable estimate is established here for fees during a future mass exit or congestion event.
- Compare maturity claims with the mechanism. Ethereum.org’s explorer considers criteria including stage, TVL, production age, and risk assessment. Those signals may help frame a review, but they do not establish that a particular user can exit if its operator or security council fails.
How do you evaluate the exit in practice?
Trace the route from L2 balance to L1 asset
Start at the network’s official bridge and technical documentation, then follow the emergency or forced-withdrawal route all the way to the L1 contract. Confirm that the route applies to the asset you hold and does not depend on a cooperative operator at the point where you would need to exit.
Check the assumptions behind each step
For every required action, ask who can submit it, what proof or data it needs, and how long a user must wait. Distinguish a normal withdrawal, a forced exit, and a third-party fast withdrawal: they may have different permissions, costs, and timing.

Compare the time to exit with the time to change the rules
A user’s practical protection depends not only on whether a forced route exists, but also on whether users have enough time to use it before an upgrade or other authorized action changes the system. Review the documented delay and the people or bodies able to upgrade or pause the contracts. Recheck volatile details before depositing

Does a shutdown mean you must rush to be first out?
Not necessarily. Ethereum.org’s Plasma overview notes that mass exits can congest Ethereum, but Plasma uses an exit-game model that is distinct from rollup mechanisms. That is a reason to consider congestion as a possible operational risk, not evidence of a particular fee level or proof that every rollup shutdown would require a race to withdraw.
Do not make a financial plan around an assumed mass-exit fee or guaranteed processing time: neither is established by the general guidance here. The useful comparison is whether the protocol gives users a viable route and enough time to use it, and what that route asks them to do.
