In a 2026 interview, Epic Games Store head Steve Allison put the program’s usual budget at about $20 million, though he said it varies with opportunities. That is an executive’s estimate, not an audited or fixed annual appropriation.
How much does Epic spend on free games?
Allison said the budget “hovers around the $20 million mark,” and can rise or fall depending on the opportunity. The statement describes an approximate budget, not a guaranteed yearly amount. That current estimate is distinct from a historical figure: documents released during the Epic–Apple legal dispute showed $11.6 million spent in the program’s first nine months, according to PC Gamer’s 2024 report. Why pay developers to give games away?
Epic’s rationale is user acquisition. Instead of spending the same marketing money on advertising platforms such as Facebook or Google, the company pays developers for permission to offer games free for a limited period. Tim Sweeney, Epic’s CEO, described the approach as the store’s most cost-effective acquisition channel and said the offers can raise awareness and paid-game sales for participating developers. Those are Epic’s stated rationale and assessment; the reporting does not provide an independent, like-for-like calculation of acquisition costs or prove that every developer sees a sales lift.

Sweeney cited Subnautica as an example: he said its giveaway brought in 4.5 million users. That is a historical example, not a typical result for each free title. Sweeney’s 2019 comments on the program.
What does Epic say the program achieves?
Allison said the program brings in 7–12 million users annually and that 16–18% of users acquired through it convert into paying users. He said some cases reached the mid-20s and others the 30s, without publishing the definitions or denominators behind those higher figures. Epic’s figures for 2025 provide a separate view of activity during offers:
- Epic reported that players claimed 662 million free-game titles across 100 offers.
- Epic said more than 77% of games offered reached an all-time peak concurrent-user record on the Epic Games Store during their free-offer week.
- Epic also reported a 40% increase in concurrent users on Steam while the relevant title was free on Epic. This is a company-reported “halo effect,” not evidence that every giveaway produces the same result or that the offer alone caused the increase.

Does the program work as a business investment?
Epic’s public figures indicate that the company sees free offers as a way to attract users and that some acquired users later pay. They do not establish the program’s full return on investment. A thorough comparison with other marketing would need, at minimum, comparable acquisition costs, conversion definitions, user retention and spending after the offer, developer payments, and downstream sales. The available figures do not provide that complete, independently measured picture.
For context, Epic separately reported that PC players spent $1.16 billion on the Epic Games Store in 2025, up 6% year over year, and that monthly active users on PC reached a record 78 million in December 2025. The sources do not establish how Epic divides its approximate budget among games, what it pays for a particular title, or the contract terms. It is therefore not possible to calculate a reliable per-game payment from the overall budget, the number of offers, or the number of claims. The $20 million figure is best understood as Allison’s approximate description of the program’s general budget, not a price list or a verified annual total.
