Re:

EPF Advance vs Final Settlement: Which Withdrawal Option Should You Use?

Form 31 is for eligible partial EPF withdrawals; Form 19 is for final PF settlement, while a job change may call for a Form 13 transfer. Check current rules before filing because EPFO’s 2025 reforms were announced with implementation details that need verification.

Use Form 31 for a qualifying partial withdrawal while your EPF account remains active; use Form 19 to claim final settlement when you are eligible to close out your PF balance. If you have moved to another EPF-covered job, consider transferring the balance with Form 13 instead of withdrawing it. These forms serve different purposes, and none should be treated as interchangeable. EPFO announced significant withdrawal-rule changes in October 2025, but the official sources cited here do not establish their implementation date or provide a definitive rulebook for every claim in October 2026. Check the live EPFO portal and applicable current notification before filing.

What is the difference between an EPF advance and final settlement?

An EPF advance, generally claimed through Form 31, lets a member withdraw part of the PF balance for specified circumstances. It is not a final closure of the account. A final settlement claim through Form 19 is for a member seeking settlement of the PF balance after meeting the applicable conditions.

EPFO identifies Form 31 for withdrawal in certain cases, Form 19 for a member’s PF final settlement, and Form 13 for transferring an account. Form 10C is a separate route related to an EPS withdrawal benefit or scheme certificate. See EPFO’s overview of EPFO schemes and claim forms.

Route What it is for When it may fit
Form 31 Partial withdrawal, or advance, in certain cases You need money for a purpose allowed by the rules and meet the applicable conditions.
Form 19 Final settlement of the member’s PF balance Your employment has ended and you meet the conditions for settlement.
Form 13 Transfer of an existing EPF account You have changed jobs and remain in EPF-covered employment.
Form 10C An EPS withdrawal benefit or scheme certificate, where eligible You need to address an EPS entitlement separately from the PF balance.

The central distinction is whether you need a permitted amount from an ongoing account, want a final PF settlement after employment ends, or should preserve the account by transferring it. EPFO’s forms overview distinguishes these claims; eligibility depends on the rules in force for your circumstances.

Which option should you use?

If you are still working or have started another covered job

Do not assume that leaving one employer means you should withdraw the old PF balance. If you are moving to another EPF-covered job, Form 13 is the transfer route listed by EPFO. A transfer is the relevant option to investigate when your aim is to keep the balance in the EPF system rather than take it as cash. Confirm that the old and new employment records are in order and check the live portal for the transfer route available to you.

If you need money while your account remains active

Check whether Form 31 is available for your reason and situation. EPFO’s general scheme information names housing, higher education, marriage and illness as examples of partial-withdrawal purposes. Those examples are not a complete current eligibility chart: specific conditions, service requirements, amounts and claim options depend on the applicable rules and the portal’s current choices. The EPFO online Form 31 FAQ explains historical categories, but it dates from 2017 and predates the 2025 reform announcement.

If your employment has ended and you want to close out the PF balance

Check Form 19 eligibility and the applicable waiting period before applying. EPFO lists Form 19 as the PF final-settlement route, but the waiting period is among the rules that EPFO said it intended to change in 2025. The announcement described a longer wait for premature settlement; it should not be treated as binding for your claim until you confirm the current implementation.

If your question involves pension money

Separate the EPF balance from EPS. Form 19 concerns PF final settlement; EPFO lists Form 10C separately for an EPS withdrawal benefit or scheme certificate. A PF settlement does not, by itself, answer what you may claim under EPS. Check the relevant EPS route and your circumstances independently rather than treating the whole amount associated with employment as one account or one withdrawal.

What changed in EPFO’s October 2025 withdrawal announcements?

On 13 October 2025, EPFO’s press brief about the 238th Central Board of Trustees meeting announced decisions intended to simplify and liberalize partial withdrawals. EPFO’s follow-up explanation, dated 15 October 2025, described how it said some withdrawal provisions would work. These are official communications about reforms, but the sources cited here do not establish an implementing notification or definitive effective date. As of October 2026, verify the current rules and portal options before relying on an announcement as an operative entitlement.

Detail in EPFO’s communication What EPFO announced or explained How to use the information
Minimum service for partial withdrawals The 13 October 2025 press brief announced a uniform 12-month minimum service requirement. Do not assume this is the operative requirement for every current claim without checking the current notification and portal.
Education and marriage withdrawals The 13 October 2025 press brief announced increased frequencies for these withdrawal purposes. The brief does not establish the current claim-specific frequency or all conditions for your case.
Reasons and documents in special circumstances The 13 October 2025 press brief described removal of documentation and reason requirements under special circumstances. This should not be read as a blanket promise that every Form 31 claim needs no supporting information.
Minimum retained balance The 13 October 2025 press brief announced a 25% minimum balance to be retained. Confirm whether the change is in force and how the balance is calculated for your claim.
Premature final settlement wait The 13 October 2025 press brief described changing the wait from two months to 12 months. Verify the effective rule before filing; the announcement alone does not prove implementation.
Withdrawal during unemployment In its 15 October 2025 explanation, EPFO said 75% of the PF balance could be withdrawn immediately, with the remaining 25% available after one year. This is EPFO’s description in that dated release. Check whether it applies to your case under current rules.

The two 2025 communications do not replace checking the rule applicable to an individual claim. Consult EPFO’s 13 October 2025 press brief and 15 October 2025 explanation for what EPFO announced, then confirm current operation through EPFO’s live member services and applicable notifications.

EPFO framed the change as an attempt to balance access with saving for later needs. Its 13 October 2025 press brief said: “The liberalization of partial withdrawals ensures members can meet immediate financial needs without compromising their retirement savings or pension entitlements.” Treat this as EPFO’s stated rationale for the announced reforms, not a guarantee that a particular member can withdraw a particular amount or that every pension entitlement is preserved in every case.

The figures also describe different parts of the announced framework. The 25% figure was described as a minimum balance to retain, while the 75% figure in the 15 October explanation referred to the amount EPFO said could be withdrawn immediately in unemployment, with the remainder available after one year. Do not use these percentages as a personal calculation without checking the current rule, how EPFO defines the relevant balance, and whether the provision applies to your circumstances.

How to decide without withdrawing the wrong amount

Before choosing a claim, answer these questions in order. The first one often rules out options that do not match your situation.

  1. Are you still in EPF-covered employment, or have you joined another covered employer? If so, investigate a Form 13 transfer before considering a withdrawal.
  2. Has your employment ended, and are you trying to settle the PF balance? Check Form 19 eligibility, including the currently applicable waiting-period rule.
  3. Do you need only part of the balance for a specified purpose? Check the current Form 31 options and conditions for that purpose rather than assuming any personal need qualifies.
  4. Are you asking about pension as well as PF? Identify whether the question concerns EPF or EPS and check the corresponding claim route. Form 10C is separate from Form 19.
  5. What will remain in the account after the claim? Compare the amount you need now with the balance that would remain for retirement. If the announced 25% minimum-retention rule may apply, verify the current calculation instead of estimating from the announcement.
  6. What timing can you reasonably expect? Distinguish the scheme settlement time in EPFO’s Citizen Charter from its shorter aspirational service targets; neither guarantees an individual payment date.

This order prevents a common category error: choosing between an advance and final settlement before asking whether a job change calls for transfer, whether the stated reason fits a permitted advance, or whether the money in question is actually an EPS entitlement.

Think of the choice as a sequence, not simply a comparison of which form is quicker. First establish whether you are continuing covered employment. If so, the transfer route may fit better than either withdrawal form. If you are seeking money while the account remains active, check whether your particular purpose is currently available under Form 31. If employment has ended and you want the PF balance settled, assess Form 19 eligibility and waiting conditions. If your concern includes pension, check the EPS route separately. Each answer directs you to a different form; the names are not interchangeable shortcuts.

There is no single amount or rule that can be recommended for every member from these general categories. The amount available through a partial claim depends on the applicable purpose-specific conditions, while final settlement depends on the member’s eligibility and current rules. EPFO’s 2025 communications add figures that may matter, but the releases alone do not settle how to calculate a claim today. Use the live claim options and official notification that apply to you rather than assuming that a percentage or an older category table gives a definitive personal answer.

How to prepare and file a claim

The available official material supports checking eligibility and the claim category before filing, but it does not establish one universal, current click-by-click portal path for all members and claim types. Use the live EPFO member portal’s current labels and instructions rather than relying on an outdated menu guide.

  1. Identify your objective. Decide whether you want a partial advance, final PF settlement, account transfer, or EPS-related benefit or scheme certificate. Match that objective to Form 31, Form 19, Form 13 or Form 10C respectively.
  2. Check the current rule for your circumstances. Review the current portal options and applicable EPFO notification for your employment status, reason for withdrawal, service conditions and any waiting period. Treat the October 2025 releases as announcements unless current official information confirms implementation.
  3. Check account information before submitting. EPFO’s 2017 Form 31 FAQ said an online claimant’s Date of Joining should be available in EPFO’s database. Because that FAQ predates the 2025 announcement, it is a historical process reference, not a guarantee that every current claim is document-free or will proceed without correction.
  4. Follow the live portal’s claim instructions. Select the form and claim type that match your eligibility. Read any declaration carefully and provide the information currently requested for that claim. Do not use a different form simply because its name sounds like a faster route.
  5. Keep a record of the submission. Save the acknowledgement or claim reference shown by the portal so you can check the claim’s status and respond to any issue through the appropriate EPFO service channel.

EPFO’s 2017 Form 31 FAQ said online Form 31 applications did not require supporting documents and that the application served as a self-declaration. It also said the Date of Joining should be available in EPFO’s database. The FAQ predates the 2025 reforms and does not establish that all current claims, categories or circumstances are document-free. Follow the live instructions for your claim.

That distinction matters if you are relying on an older online guide that says no documents are required. EPFO’s FAQ describes the process in the context of that FAQ and its online Form 31 claims; the later announcement referred to removal of reason and documentation requirements in special circumstances. Neither statement should be expanded into a universal promise about every claim. Your current portal claim type and instructions are the practical reference point for what information to provide.

How long does EPFO say claims may take?

EPFO’s Citizen Charter lists a 20-day scheme settlement time for both Form 19 final withdrawal and Form 31 illness or part withdrawal. It also lists shorter aspirational targets. The charter says these targets are over and above time limits mandated by the schemes, so an aspirational target is not a promise that a particular claim will be paid by then.

Claim or service measure EPFO Citizen Charter figure Status and qualification
Form 19 final withdrawal 20 days Listed scheme settlement time; the charter’s publication date is not stated in the retrieved document.
Form 31 illness or part withdrawal 20 days Listed scheme settlement time; not a prediction for a particular claim.
Form 19 final withdrawal 7 working days Aspirational service target, not a guaranteed payment deadline.
Form 31 part withdrawal 7 working days Aspirational service target, not a guaranteed payment deadline.
Form 31 illness advance 3 working days Aspirational service target, not a guaranteed payment deadline.

These figures are those listed in EPFO’s Citizen Charter. They describe service standards, not a guarantee that a member’s claim will be approved or credited within the aspirational target.

For planning purposes, keep the two kinds of figures separate. The 20-day figure is identified in the charter as a scheme settlement time; the seven-working-day and three-working-day figures are aspirational service targets. A faster target does not make a claim eligible, and none of these numbers confirms when an individual application will be approved or money credited. If timing is important, check the claim status through EPFO’s current service options and avoid committing to a payment date based only on the charter’s shorter targets.

Common mistakes to avoid

  • Using Form 19 for a partial need. Form 19 is for PF final settlement; Form 31 is the route to check for a qualifying partial withdrawal.
  • Withdrawing after a job change without checking transfer. Form 13 is EPFO’s listed transfer route when maintaining continuity is relevant.
  • Treating the 2017 FAQ as the current full rulebook. Its Form 31 categories and process details are historical references, and its eligibility periods predate EPFO’s October 2025 reform announcement.
  • Assuming an announced change is already operative. EPFO’s dated 2025 communications describe reforms, but verify the current notification and portal rules for your claim.
  • Combining PF and pension claims. EPF final settlement and EPS withdrawal benefit or scheme certificate are distinct matters handled under different forms.
  • Planning around an aspirational processing target. EPFO’s seven- and three-working-day figures are targets, not guaranteed claim outcomes.
  • Assuming every personal need qualifies for an advance. Form 31 is for specified cases; the general examples of housing, higher education, marriage and illness do not create a blanket right to withdraw for any reason.
  • Applying the unemployment percentages without checking the rules. The 75% immediately and 25% after one year figures come from EPFO’s 15 October 2025 explanation. Confirm current operation and applicability instead of treating them as a guaranteed payment schedule.

Frequently Asked Questions

Can I withdraw part of my PF while I’m still working?

Possibly. Form 31 is EPFO’s route for partial withdrawals in specified cases, including examples such as housing, higher education, marriage and illness. Eligibility, service conditions and amounts depend on the rules currently applicable to your circumstances, so check the live portal before filing.

Should I transfer my EPF or claim final settlement after changing jobs?

If you have moved to another EPF-covered job and want to keep the balance in the EPF system, investigate Form 13, which EPFO lists as the transfer route. Form 19 is for final PF settlement when you meet the applicable conditions; a job change alone does not mean it is the right choice.

Can I withdraw 75% of my PF balance during unemployment?

EPFO’s explanation dated 15 October 2025 said 75% could be withdrawn immediately during unemployment, with the remaining 25% available after one year. Confirm whether that announcement has been implemented and applies to your claim before relying on those figures.

How long does an EPF advance or final settlement take?

EPFO’s Citizen Charter lists 20 days as the scheme settlement time for Form 31 part withdrawal and Form 19 final withdrawal. It lists aspirational targets of seven working days for those claims and three working days for an illness advance; those shorter targets are not guaranteed payment deadlines.

Does Form 19 also settle my EPS pension entitlement?

No. Form 19 is EPFO’s PF final-settlement form. EPS withdrawal benefit or a scheme certificate is handled separately, including through Form 10C where eligible. Check your pension-related position independently.

Special offer. See more information about Outbyte and uninstall instructions. Please review EULA and Privacy policy.

Are online Form 31 claims always document-free?

EPFO’s 2017 online Form 31 FAQ said supporting documents were not required for the online application and described it as a self-declaration. That FAQ is historical and does not prove every current claim is document-free. Follow the instructions shown for your claim on the live portal.

The Bottom Line

Choose Form 31 for an eligible partial withdrawal, Form 19 for eligible final PF settlement, and Form 13 to investigate a transfer when moving between EPF-covered jobs. Handle EPS separately through the relevant route. Because EPFO’s October 2025 releases announced changes without establishing an effective date in the cited materials, verify current eligibility, waiting periods, amounts and claim instructions on the live EPFO portal before filing.
