What is Pakistan’s Wealth Perception Index 2025?
The Economic Policy & Business Development Think Tank (EPBD) released its inaugural Wealth Perception Index on Pakistan’s 78th Independence Day in August 2025, according to Business Recorder’s August 15, 2025 report. It covers groups active in areas including banking, cement, fertilizer, diversified manufacturing, real estate, fast-moving consumer goods, IT and media.
The “top 40” label describes two sets of 20 groups, not a single ranking in which all 40 are measured on the same basis. The listed-group section uses market capitalization and group-equity data; the private-group section is presented as a selection of businesses with prospective dollar-billionaire potential.
Which listed group topped the index?
Fauji Foundation led the listed-group figures reported by Business Recorder, at $5.90 billion. The values below are EPBD index figures reported in 2025, not current market valuations. The report copy identifies August 9, 2025 as the data date for its public-listed table.

Business Recorder named these as examples of private groups included in the index: Packages Group, Fatima Group, Sapphire Group, Hilton Pharma, Lake City Holdings, MEGA & Pioneer Cement, Jang/Geo Network, Beaconhouse Group, JDW Sugar, Artistic Group, Vision Group/Park View City, US Apparel, Liberty Group, Soorty Group and Master Group of Industries.

This is not a complete ranked list of the 20 private groups. The available news coverage names examples but does not establish their order or provide comparable dollar valuations for each one. Their inclusion should therefore be read as a selection within EPBD’s private-group category, not as a second market-capitalization table.
How were the groups assessed?
Listed groups: market and equity data
The accessible report copy says the listed-group section draws on Pakistan Stock Exchange market capitalization and group-equity data, with August 9, 2025 as its table date. This basis ties the public figures to the listed market and a specific historical date; it does not make them current values.

Private groups: capabilities and future potential
For private groups, the report describes selection in terms of demonstrated capabilities, governance standards and transformational vision. It frames the category around prospective dollar-billionaire potential rather than a common, published market-capitalization measure.
Sources and limits
The report copy says EPBD drew on perceptions from chambers of commerce and trade bodies, as well as information from PSX, PACRA, SECP, company websites, media archives and independent market research. That is EPBD’s stated methodology, not evidence of an external audit. The accessible copy is hosted by a third-party uploader on Scribd, and no official EPBD-hosted version or independent audit documentation was established in the contemporaneous accounts.

What policy message did EPBD attach to the index?
EPBD CEO Ahmad Nawaz Sukhera called for stronger public-private cooperation. Business Recorder quoted him saying: “Government alone cannot address Pakistan’s complex economic challenges. We need a strategic partnership between policy makers and our top private sector leaders.” He also said that, with enabling conditions and partnerships, business groups could contribute to sustained growth.
EPBD’s recommendations, as summarized by Business Recorder, include internships for senior civil servants at major corporations to address what the think tank calls a “policy-business disconnect.” EPBD also identifies banking, cement, fertilizer and diversified industrial manufacturing as sectors with high economic multiplier effects. These are the think tank’s policy arguments, not independently established outcomes of the index.
