The State Information Service reported an estimated overall project cost of EGP 360 billion (USD 23 billion) in 2023. Siemens has separately announced contract values for different scopes; those figures should not be treated as interchangeable with the government’s estimate.
How much is Egypt’s high-speed rail expected to cost?
The clearest government-reported estimate is EGP 360 billion (USD 23 billion). Egypt’s State Information Service gave that estimated total project cost in a 2023 report. It is an estimate for the project overall, not evidence that one contractor received a contract for that amount.
Siemens announced separate contract figures tied to its work:

These figures have different sources, dates, currencies, and stated scopes. The available announcements do not establish that they are equivalent totals, so they should be read separately rather than added together or substituted for one another.

Which cities and regions are on the planned routes?
Siemens describes a three-line network of approximately 2,000 km intended to connect 60 cities. That is the announced network ambition, not a claim that all 60 cities already have rail service. The detailed alignments are plans and may evolve.
First line: Red Sea to the Mediterranean
The first corridor is planned to link Ain Sokhna on the Red Sea with Alamein City and Marsa Matrouh on the Mediterranean. Orascom Construction described this line as 660 km in its 2022 consortium announcement.
Additional planned corridors
- A line extending from Greater Cairo toward Aswan.
- A line from Luxor through Hurghada to Safaga.
Siemens’ older route description gives the Cairo–Abu Simbel route as about 1,100 km. The broader route plans should be understood as announced concepts, rather than a guarantee that every named place will receive a station or direct service.
When is the first line expected to open?
Egypt’s State Information Service year-end report for 2025 says initial runs on the high-speed electric rail line began in November 2025. The same report says official statements planned the first-line inauguration for December 2026. That date is a plan, not confirmation that the line opened or that public passenger service began. The available reporting does not establish that public passenger service has since opened.

What will the system carry?
The railway is intended for both passengers and freight. Siemens has described a passenger network forecast to support around 500 million journeys annually; this is a projection, not measured ridership. Egypt’s State Information Service reported in February 2026 that Transport Minister Lieutenant General Kamel El-Wazir described freight links between production areas and quarries—including Abu Tartur, Qena, and Aswan—and export ports. The minister’s stated plan was for 13 million tons of freight annually, not an observed traffic total.
What trains and maintenance have been announced?
At TransMEA 2025, Siemens unveiled a Velaro high-speed train in Cairo and announced a 15-year maintenance commitment covering 41 Velaro high-speed trains, 94 Desiro High-Capacity regional trains, and 41 Vectron locomotives. These are the announced fleet and maintenance scope; the announcement alone does not establish that all vehicles have been delivered or entered service.

Egypt’s State Information Service reported a stated operating capability of up to 230 km/h in 2023. A capability figure does not by itself establish the speed passengers will experience on a particular route.
