EPA’s June 2025 proposal called for 24.02 billion renewable-fuel RINs in 2026 and 24.46 billion in 2027. Those were proposed figures, not the current requirements: EPA finalized the 2026–2027 standards on March 27, 2026, setting total applicable volumes of 26.81 billion RINs for 2026 and 27.02 billion for 2027 after reallocating 70% of small-refinery exemptions granted for 2023–2025.
What are the 2026 and 2027 biofuel blending requirements?
The final total applicable volumes are 26.81 billion RINs for compliance year 2026 and 27.02 billion RINs for 2027, according to the EPA’s March 27, 2026 final-rule announcement. These totals include the final rule’s 70% reallocation of small refinery exemptions (SREs) granted for 2023–2025.
The figures in EPA’s June 2025 proposal were lower and were not the final requirements. The table distinguishes those initial proposed category volumes from the final applicable totals; the final totals are not a category-by-category replacement table.

The initial category figures come from EPA’s June 2025 proposal; the final totals are from its March 2026 final-rule announcement. They should not be compared as though the proposal and final action used identical accounting: the final totals include SRE reallocation.

Did EPA finalize the proposed biofuel volumes?
EPA finalized standards for 2026 and 2027 on March 27, 2026, but the June proposal’s volume figures did not remain the operative totals. The rulemaking changed in stages:
- June 13, 2025: EPA proposed Renewable Fuel Standard (RFS) volumes and percentage standards for 2026 and 2027, and proposed a partial waiver of the 2025 cellulosic biofuel volume requirement. The proposal also sought to reduce RIN generation for imported renewable fuel and fuel made from foreign feedstocks, and to remove renewable electricity as an eligible renewable fuel under the RFS. - September 16, 2025: EPA issued a supplemental proposal addressing SRE decisions and expected exemptions for 2023–2025. It offered alternatives to reallocate either 100% or 50% of exempted volumes and requested comment on other amounts. EPA’s supplemental proposal

What is a RIN?
A Renewable Identification Number (RIN) is a compliance unit used in the federal Renewable Fuel Standard program. EPA states that one RIN equals one ethanol-equivalent gallon of renewable fuel. What the proposal’s policy changes mean
Beyond the proposed volume targets, EPA proposed restricting RIN generation for imported renewable fuel and renewable fuel produced from foreign feedstocks, and ending renewable electricity’s eligibility as an RFS fuel. Those were elements of the proposal; the June figures and policies should not be treated as a complete statement of the final rule without consulting the final rule itself.
EPA Administrator Lee Zeldin described the proposal as “creating a new system that benefits American farmers while mitigating the impact on gas prices and ensuring the continued existence of liquid fuels.” That was the administrator’s characterization of the proposal, not an independent finding that the policy would produce those outcomes. The official proposal and final-rule materials provide regulatory volumes rather than a separately identified independent impact study.
