Enterprise cloud spending is rising quickly, but the headline depends on what is being measured. Gartner’s July 2026 forecast puts worldwide infrastructure as a service (IaaS) spending at $287 billion for 2026, up 29.3% from 2025. Separately, Gartner’s September 2025 forecast projected 21.3% growth in public-cloud services during 2026. These are different market measures and forecast vintages—not a single tally of all enterprise cloud bills.
What the two Gartner forecasts measure
The strongest evidence for acceleration comes from two forecasts with different scopes. IaaS refers to a cloud infrastructure service category; public-cloud services is a broader market measure. Neither figure is a census of what enterprises collectively pay, and the forecasts should not be treated as directly comparable growth rates.

Gartner’s July 2026 forecast also put total worldwide IT spending at $6.37 trillion, up 14.2% year over year, and said investment was concentrated in infrastructure, cloud services and software. Its spending forecast draws on vendor sales analysis across more than a thousand vendors, alongside primary and secondary research. That is a market forecast, not a direct count of enterprise invoices.
Why AI infrastructure is adding to demand
AI is one visible driver of cloud infrastructure expansion. Gartner forecast worldwide AI-optimized IaaS spending of $42.276 billion in 2026, a 96.4% increase year over year. It also said spending on AI inference would exceed spending on training. Inference is the computational work involved when a trained model responds to prompts or performs tasks; its growth reflects the operational use of AI as well as the development of models.

Gartner analyst Hardeep Singh attributed the growth to demand for infrastructure supporting large-language-model training and the operationalization of AI in enterprise applications and workflows. What enterprise cost and governance pressures look like
Growth does not mean cloud costs are automatically controlled—or that every dollar is wasted. Flexera’s March 2026 State of the Cloud survey, its 15th annual survey of more than 750 cloud decision-makers and users, found that 85% of respondents considered managing cloud spend a top challenge. At the same time, 63% reported having established FinOps teams, and 71% said their organizations operated a Cloud Center of Excellence.

For large enterprises in that survey, 76% reported spending more than $5 million per month on cloud services. This describes the surveyed large-enterprise respondents; it is not a universal estimate of monthly bills across all companies.
The survey also captures a tension: 29% of respondents reported increased wasted cloud spend driven by cloud-based AI workloads, while 64% said cloud was delivering value to business units. Flexera reported that 81% used generative AI. Those are survey responses, not proof that AI causes waste in every organization or that a particular level of spending produces a particular return. Why spend management becomes difficult
- Demand can be uneven. AI workloads and other applications may consume infrastructure at variable rates, making budgets harder to predict.
- Usage and ownership can be unclear. Teams need to identify which services are being used, whether capacity is idle, and which business unit should bear each cost.
- Governance has to scale with adoption. Security, access controls, data location and oversight matter alongside utilization and budget limits.
- Budgets face competing pressures. Gartner also cited inflation, supply shortages, hardware and memory costs, AI funding and shifting priorities as strains on technology budgets.
How organizations can make the spending more manageable
Flexera’s results suggest that cost management is becoming part of cloud operations rather than a reason to abandon cloud adoption. A FinOps team can bring finance, engineering and business stakeholders together to make usage and trade-offs visible. Governance groups can set policies and ownership expectations. These practices do not guarantee savings, but they can help an organization connect infrastructure consumption to business priorities.
- Establish cost ownership. Map cloud accounts, workloads and services to accountable teams or business units, then make spending visible to those owners.
- Check utilization before expanding capacity. Distinguish sustained demand from temporary peaks and investigate resources that are provisioned but underused.
- Forecast AI workloads separately where practical. Track experimentation, training and production inference as distinct use cases so that a growing bill can be interpreted rather than merely observed.
- Pair cost controls with governance. Define who can provision services, what data may be used, and which security or location requirements apply.
- Review outcomes, not just spend. Compare infrastructure costs with the workload’s intended business result; a higher bill alone cannot establish either value or waste.
These are decision practices, not a guarantee that one deployment model costs less than another. The figures cited here do not provide a like-for-like cost comparison of public cloud, private cloud and on-premises infrastructure.

What the trend means for personal finances
For an individual reader, the market forecasts are most useful as context for how businesses are allocating technology budgets—not as a direct signal about household cloud bills, investment returns or a particular company’s financial health. Cloud spending can support new products and services, but aggregate growth does not reveal how efficiently any one business spends or whether it earns an adequate return.
Flexera CTO Brian Shannon characterized cloud as “the essential foundation for growth and the engine that allows us to turn ideas into global products.” That is a vendor executive’s view, not an independent survey finding. A more neutral reading of the survey is that organizations report both business value and cost-management challenges as cloud use expands.

How to read next year’s figures
Flexera’s 2025 survey reported that 84% of respondents cited cloud spend management as a top challenge and 28% expected cloud spending to grow in the coming year. Its 2026 survey reported 85% citing spend management as a top challenge. These are useful historical reference points, but they should not be read as a precise year-over-year change: the exact question wording, sample composition and methodology would need to be checked across the full reports.
The larger takeaway is that acceleration is real in Gartner’s forecasts, particularly for IaaS and AI-optimized infrastructure, while enterprise respondents continue to report pressure to govern and control costs. Those are related developments, but one does not by itself prove the other.
