Tesla’s first-quarter 2025 results were sharply weaker than a year earlier, and the company warned that changing political sentiment could affect near-term demand. Those facts make the overlap between Elon Musk’s government role and Tesla’s slump worth examining—but they do not prove that his DOGE work caused the decline.
What happened to Tesla in the first quarter of 2025?
Tesla reported 336,681 vehicle deliveries in Q1 2025, compared with 386,810 in Q1 2024, a 13% year-over-year drop, according to Axios. Deliveries count vehicles handed over and are a useful indicator of sales, but they do not explain why customers bought fewer cars.

The Washington Post reported that Tesla’s profit fell 71% year over year and revenue fell 9% in the same quarter. These measures describe different parts of the business: deliveries count vehicles, revenue reflects sales value and other income, and profit also depends on costs. Together they show a weak quarter, not a single cause.

What did Musk’s DOGE role involve?
The Department of Government Efficiency, or DOGE, was presented as an effort to modernize government operations and reduce federal spending and staffing. Musk became its most prominent public advocate, including through a chainsaw-wielding performance that gave the headline image its force. The image is rhetorical: federal budgets, contracts, grants and staffing are governed by processes that cannot all be changed by one public gesture.

DOGE’s claimed savings should be distinguished from changes independently visible in federal spending. Reuters reported that DOGE’s website claimed $115 billion in savings as of March 24, 2025; that was DOGE’s figure, not an independently confirmed audited total. In a separate review, Reuters found that outlays at targeted agencies were about $19 billion lower than in the comparable period a year earlier—roughly 0.5% of total federal expenditures. Reuters also cautioned that announced reductions in grants, contracts and employees could affect later budgets without immediately appearing as lower outlays. These are different measures and should not be treated as competing estimates of the same thing. See Reuters’ DOGE explainer and its review of observed spending changes.
There are also legal and political limits to rapid federal cuts. The Associated Press noted that changes to major programs such as Social Security, Medicare, Medicaid and the military generally require congressional approval. DOGE’s stated ambitions therefore did not amount to unilateral control over all federal spending.

Did Musk’s political role hurt Tesla’s demand?
There is evidence that Tesla and its leadership were facing public backlash at the same time as the sales decline. Contemporaneous reporting described protests and investor concerns about the time Musk devoted to government work. Reuters reported in April that Musk would cut back his DOGE work after Tesla sales weakened; in May, it reported his departure from the administration after a turbulent tenure. These reports establish that the political role drew attention and concern, not how many buyers it changed.

Tesla itself identified political sentiment as a possible risk. In its Q1 outlook, as quoted in April 2025 Reuters reporting, the company said: “This dynamic, along with changing political sentiment, could have a meaningful impact on demand for our products in the near-term.” That is a warning about a potential influence, not a measurement of political impact or an admission that it caused the quarter’s decline.

Contemporaneous coverage also pointed to other possible pressures, including competition, product transitions and operational factors. Tesla’s weaker results can therefore be described with confidence; assigning a precise share of the decline to Musk’s political work cannot. The available reporting does not establish that DOGE involvement alone caused the sales, revenue or profit declines.

The strongest supported interpretation is that the events overlapped: Musk led a high-profile federal cost-cutting effort while Tesla reported weaker results, faced protests and investor concern, and warned that political sentiment might weigh on demand. The company’s results make the “hit” concrete; the link to DOGE remains a plausible concern raised at the time, not a proven single-cause explanation.
Tesla’s 2025 Form 10-K identifies policy, incentives, tariffs, battery costs and consumer demand among factors that may affect future results. Those forward-looking risk factors provide broader business context, but they do not retrospectively show what caused Tesla’s Q1 2025 performance. The filing is available from Tesla’s 2025 Form 10-K.
