Elon Musk did announce headquarters moves for both X and SpaceX, but the two relocations unfolded differently. On July 16, 2024, Musk said X would move from San Francisco to Austin and SpaceX would move from Hawthorne, California, to Starbase, Texas. Later reporting placed X’s headquarters in Bastrop County, near Austin. SpaceX made Starbase its Texas headquarters while continuing to operate significant facilities and employ workers in California.
So this was a real headquarters shift—not a complete evacuation of California.

What Musk announced
Musk announced the moves in separate posts on X on July 16, 2024. The destinations were not the same:
- X: San Francisco to Austin, Texas.
- SpaceX: Hawthorne, California, to Starbase, Texas.
The announcement was reported by The Texas Tribune and in a Reuters account carried by Investing.com.

Musk’s wording described headquarters relocations. That distinction matters: moving a headquarters does not necessarily mean transferring every employee, closing every office, or moving all manufacturing and engineering work.
Why Musk said he was leaving California
Musk cited California’s laws and business climate, especially Assembly Bill 1955. The law bars school districts from requiring teachers to notify parents when a student changes gender identity or sexual orientation. Musk described the law, along with other California policies, as an attack on families and companies.
For X specifically, he also cited conditions around the company’s San Francisco office, including what he characterized as problems involving violent drug users.

They should not be treated as independently proven evidence that a particular law or crime trend was the sole cause of either relocation. Other factors likely relevant to the decision include Texas’s political alignment with Musk, existing company infrastructure, available land, operating costs in some locations, and the ability to place several Musk-controlled businesses near one another.
Where X moved
The original announcement named Austin. Later reporting said X moved its headquarters from San Francisco to Bastrop County, east of Austin, in September 2024. The distinction is important: Austin was the announced destination, while Bastrop County became the reported headquarters location.
The Bastrop-area site is part of a broader Musk-company cluster involving X, SpaceX and Starlink offices, the Boring Company, employee housing, and related educational and commercial projects. The Associated Press reported the headquarters move, while The Texas Tribune described the wider Bastrop-area development.

That does not establish that every X employee relocated from San Francisco. X had already reduced its San Francisco footprint, and a headquarters address can coexist with employees, leased space, or functions in other cities. It also does not mean that the company’s later ownership or corporate-structure changes should be confused with the headquarters move.

Where SpaceX moved
SpaceX’s announced destination was Starbase, its South Texas launch and development site roughly 25 miles east of Brownsville. Starbase is not Brownsville itself. It is a company-developed area near Boca Chica Beach in Cameron County.
The site includes rocket-launch infrastructure, production and office facilities, employee housing, roads, utilities, and other company-supported services. SpaceX had operated there for years before the 2024 announcement, investing heavily in Starship testing and launch infrastructure.
That makes SpaceX’s relocation different from X’s. For SpaceX, Texas was already a major operating center. The announcement elevated Starbase’s role as the company’s headquarters rather than creating a Texas presence from scratch.
Did SpaceX leave Hawthorne?
Not in the broad sense implied by that phrase. A Texas headquarters does not automatically close SpaceX’s Hawthorne site or move all of its employees.
Hawthorne has been a major SpaceX engineering and manufacturing center. Later reporting continued to describe substantial SpaceX operations and employment in California. SpaceX’s work is distributed across facilities serving different purposes, including engineering, production, satellite operations, launch activity, and government contracts.

The more accurate description is that SpaceX shifted or planned to shift its headquarters to Starbase while retaining significant California operations. The Texas Tribune reported on the continuing California presence.
What Starbase does—and why it matters
Starbase is strategically important because of its location and existing infrastructure. A South Texas launch site offers proximity to the Gulf of Mexico and launch corridors, room for expansion, and an established base for Starship testing and development.
It also has unusual characteristics for a company headquarters. Starbase is simultaneously:

- A growing residential and employment community.
- A site supported by company-built or company-funded infrastructure.
- An area involved in continuing disputes over public access, environmental effects, and local control.
Rocket launches and testing have raised concerns about noise, debris, heat, light, wildlife habitat, beach access, and road closures. Texas officials have generally supported SpaceX’s expansion, while environmental and public-access advocates have challenged aspects of the development. The Texas Tribune has reported on the environmental concerns and on later litigation involving federal environmental review and Boca Chica Beach access.
Starbase became a city
The South Texas relocation story expanded beyond corporate headquarters when SpaceX employees sought to incorporate the surrounding area as a city named Starbase.
In 2024, employees petitioned for an incorporation election. The election was approved in early 2025, and Starbase became an official Texas city in May 2025 after voters approved incorporation by a reported 212–6 vote, according to AP reporting.

Incorporation can give the local government responsibility for matters such as roads, utilities, and public services. It may also make development and infrastructure decisions more straightforward.

But the arrangement raises an unusual governance question: many residents are SpaceX employees, while the company is the dominant economic and physical presence in the area. Critics have questioned whether that concentration gives SpaceX disproportionate influence over local government. Incorporation did not eliminate disputes over environmental impacts, beach access, or state and federal regulation.
How this fits Musk’s broader Texas strategy
The X and SpaceX announcements were part of a longer shift toward Texas, not an isolated decision.
Tesla moved its corporate headquarters from California to Texas in 2021. Its large factory near Austin opened in 2022. SpaceX and Starlink expanded their Texas operations, the Boring Company developed a presence there, and Musk increasingly concentrated personal and business activity in the state.
Texas therefore offers Musk’s companies more than a different legal address. It provides existing factories, launch infrastructure, large development sites, supportive state officials, and the possibility of clustering related businesses. AP has reported on Musk’s broader Texas expansion.
What the move could mean for workers and local economies
For employees, a headquarters relocation can create pressure to move, commute farther, or find new jobs. But the available reporting does not establish a verified number of California jobs transferred to Texas, and it would be misleading to assume that every worker moved.

For Texas, the benefits may include investment, construction, high-skilled jobs, supplier activity, and a larger technology and aerospace footprint. For California, the risk is the loss of corporate functions, prestige, tax revenue, and associated economic activity. The size of those effects depends on which employees and operations actually move—not simply on the headquarters designation.
There are trade-offs for Texas as well. Starbase is relatively remote, which can create workforce, transportation, infrastructure, and service challenges. Expansion also brings environmental and public-access conflicts, while concentrating company and municipal power in the same community can complicate accountability.
What “moved to Texas” means in this case
The phrase can describe several different events:
- A company changes its legal principal office.
- Executives and corporate functions relocate.
- Most employees move.
- Manufacturing and engineering operations move.
- Every facility in the former state closes.
The evidence supports the first interpretation and, for X, a concrete Texas headquarters location. It does not support the claim that both companies abandoned California.

Bottom line
Musk’s July 2024 announcement was real, but it described two different corporate moves. X later shifted its headquarters to the Bastrop area. SpaceX made Starbase its Texas headquarters, building on an operation that was already central to its launch and development plans.
Neither event proves that every employee, facility, or business function left California. The clearest summary is: the headquarters moved, while the companies continued operating as distributed businesses with important Texas and California footprints.
