Eli Lilly Breaks Ground on $6.5 Billion Houston Manufacturing Campus

Eli Lilly has started construction of a planned $6.5 billion pharmaceutical manufacturing campus at Houston’s Generation Park, with more than 600 permanent jobs projected.

Eli Lilly began construction of a planned $6.5 billion pharmaceutical manufacturing campus at Generation Park in northeast Houston on September 21, 2026. The company says the site will make ingredients for Foundayo/orforglipron and other medicines, and is expected to create more than 600 permanent jobs and 4,000 construction jobs.

What Lilly is building in Houston

The groundbreaking marks the start of construction, not the start of medicine production. Lilly describes the planned Generation Park facility as a manufacturing site for active pharmaceutical ingredients (APIs)—the components that give medicines their intended effects—and advanced therapeutics. The company announced the $6.5 billion investment and project plans in its September 21, 2026 release.

Planned medicines and capabilities

Lilly says the campus will produce APIs for Foundayo, also known by its generic name orforglipron, which the company describes as its first synthetic oral GLP-1 medicine. It also plans to make ingredients for other small-molecule medicines and develop advanced therapeutic manufacturing capabilities, including oligonucleotides. These are announced plans; the release does not establish that the Houston facility is currently producing any of these medicines.

Expected jobs and workforce training

Lilly’s September 2026 estimate is more than 600 permanent, high-wage jobs in engineering, science, operations and laboratory work, plus 4,000 construction jobs as the site is built and brought online. Those are company projections, not a count of jobs already filled or independently measured economic outcomes. Lilly’s September 2025 announcement gave a more specific estimate of 615 permanent jobs; the later release uses “more than 600.”

San Jacinto College partnership

Lilly announced $12.5 million in workforce-development support for a planned five-year relationship with San Jacinto College. The college says the work will develop training pathways for pharmaceutical manufacturing roles, including technicians, operators and maintenance professionals. Planned activities include curriculum and program development, equipment and facilities support, instructor preparation and recruitment efforts.

Separately, Lilly announced a $2.5 million donation to the San Jacinto College Foundation for scholarships. The college’s biomanufacturing program information describes training and credentials offered at its Generation Park Center for Biotechnology. Training may help interested students prepare for relevant work, but enrollment is not a guarantee of employment with Lilly.

When could the campus open?

Lilly’s September 2025 announcement said it expected the facility to be operational within five years of that announcement. That is a company forecast, not a guaranteed opening date. The Houston Chronicle’s September 2026 report describes a proposed 236-acre campus and construction details drawn from state filings, while noting that the filings are subject to change and that it is unclear whether the described building scope covers the full development. The filing-based schedule should therefore be treated as tentative, not as a confirmed completion calendar.

How the Houston project differs from BMS’s Generation Park campus

Bristol Myers Squibb (BMS) also announced a separate Generation Park manufacturing campus in August 2026. Its investment and job estimates do not belong to Lilly’s project.

The two announcements concern separate companies and facilities at Generation Park. The BMS figures are reported in the Texas Governor’s announcement; they should not be combined with Lilly’s investment or job estimates.

What the announcement does—and does not—say about local economic impact

The project’s investment and job numbers are company-announced plans and estimates. They indicate the scale Lilly says it intends to build, but they do not establish the campus’s eventual regional economic impact, the number of jobs ultimately filled, or the timing of those outcomes. The workforce partnership and college training pathways are concrete elements of the plan; their eventual reach will depend on implementation and hiring.
