eBay UK has removed final value fees and regulatory operating fees for eligible sales by UK-based private sellers. It has not made selling free for every account or every listing: vehicle listings are excluded, business sellers have a separate fee schedule, and some listing or cross-border charges can still apply.
What changed for eBay UK private sellers?
eBay’s current private-seller fee page, last updated 30 September 2026, says UK-based private sellers do not pay final value fees or regulatory operating fees on eligible items. These are sale-related fees that would otherwise be deducted from a seller’s proceeds.
The policy is already in effect. eBay’s announcement describes it as beginning “today,” but does not show a precise calendar date on the page reviewed. The current fee schedule is the clearest guide to what applies now.
Who is covered—and who is not?

The distinction is the seller’s account type, not simply whether the item is used or sold occasionally. If you are registered as a business seller, do not assume the private-seller policy applies.

What charges can still apply to private sellers?
Listing limits and optional upgrades
eBay’s fee information gives private sellers a standard allowance of 300 free listings per month. An eBay Shop subscription raises the allowance to 400 listings, and listings beyond the allowance cost 35p each. Optional listing upgrades can also carry charges.
International and cross-site activity
An international fee may apply when a buyer’s delivery address is outside the UK. Separate terms can apply if you are based outside the UK or list or sell through another eBay site. Currency-conversion charges may also apply when eBay converts funds. Check the current fee terms for your account and transaction before calculating what you will receive.

Terms in force when a listing goes live or renews
eBay says fees are based on the terms in effect when a listing goes live and when it renews. A listing’s category, delivery destination and selected upgrades can affect the charges, so review the fee page when creating or renewing it rather than relying on an old estimate.
How Buyer Protection changes the buyer’s bill
Buyer Protection is separate from the seller-fee change. In a later Seller Centre update, eBay said Buyer Protection would start on 4 February. For qualifying listings from UK-based private sellers, the fee is paid by the buyer and included in the item price. eBay says private sellers are paid once the item is delivered.

The same update says business listings include Buyer Protection without an extra charge to either the seller or buyer. It also describes eBay’s Money Back Guarantee as an additional layer: for most items, buyers can request a refund within 30 days of delivery if an item does not arrive, is faulty or damaged, or does not match its description.

eBay’s announcement presents the change as a way to broaden the inventory available to buyers and simplify selling. Kirsty Keoghan, eBay UK’s general manager, said the change was designed to give buyers “greater breadth and depth of inventory” while streamlining the seller experience. That is eBay’s stated rationale, not independent evidence that the policy has increased sales or listings.

The announcement also cites eBay-commissioned Opinium research of 2,000 nationally representative UK adults, conducted in August 2024. It reports that 50% of households valued unused items at £50–£300 and 24% said their unused items were worth more than £500. Those are survey findings about household possessions, not measurements of the effect of removing fees.
The same release cites 294 million unused items in UK homes, drawing on 2023 Office for National Statistics household data, and estimates more than £9 billion in resale potential. eBay also reports that respondents named adult clothing (44%), DVDs and/or CDs (33%) and technology (27%) among commonly unused items. These figures provide context for eBay’s case for more listings; they do not establish that the fee change caused the estimated resale opportunity.
