An e-way bill and a delivery challan serve different purposes, and one may not replace the other. Under India’s GST rules, an e-way bill is electronic movement information required for covered goods movements. A delivery challan is a document that may be used instead of an invoice in specified circumstances, such as certain movements for job work or reasons other than supply. A single trip can require both: the challan documents the movement, while the e-way bill addresses the separate movement-reporting requirement.
What is the difference between an e-way bill and a delivery challan?
The shortest useful distinction is this: the e-way bill answers whether the movement has been reported through the prescribed electronic system; the delivery challan records a transaction or movement for which an invoice is not being issued at that point. The documents are not interchangeable alternatives.

Rule 138 of the Central Goods and Services Tax Rules, 2017 (CGST Rules) governs when e-way-bill information must be furnished before goods move. Rule 55 governs when a delivery challan may be issued instead of an invoice and what information it must contain. The Central Board of Indirect Taxes and Customs (CBIC) publishes both rules. The applicable state or Union Territory provisions, notifications, goods, route, and facts of the movement can affect the result.
| Question | E-way bill | Delivery challan |
|---|---|---|
| What does it do? | Reports prescribed information about a covered movement of goods through the electronic system. | Documents a specified movement for which an invoice is not issued, where Rule 55 permits a challan. |
| Main rule | CGST Rules, Rule 138. | CGST Rules, Rule 55. |
| How is it created? | Through the e-Way Bill System; it is an electronic movement document. | As a serially numbered document containing applicable Rule 55 particulars. |
| When might it be used? | For qualifying movements connected with supply, movements for reasons other than supply, and certain inward movements from an unregistered person, subject to the rule and exceptions. | For specified no-invoice situations, including certain job-work movements and movements for reasons other than supply. |
| Can it be needed together with the other? | Yes. The e-way-bill rule recognizes an invoice, bill of supply, or delivery challan as the underlying document, as applicable. | Yes. A challan does not by itself satisfy a separate e-way-bill requirement. |
The CBIC’s Rule 55 page states: “For the purposes of transportation of goods without issue of invoice, the consigner may issue a delivery challan.” That permission applies to the circumstances covered by the rule; it is not a general option to replace an invoice whenever convenient.

When is an e-way bill required?
As a general central rule, a registered person who causes movement of goods in a consignment valued above ₹50,000 must furnish the prescribed information before movement when the movement is in relation to a supply, for a reason other than supply, or due to an inward supply from an unregistered person. This is the broad Rule 138 framework displayed on CBIC’s E-waybill Rules page. The ₹50,000 figure is not a universal answer for every trip: check the specific movement, the person causing it, applicable exceptions, and state or Union Territory rules.
Start with the reason for the movement
Identify what is happening to the goods, rather than deciding based only on the paperwork someone plans to issue:
- A taxable supply is taking place: issue the tax invoice or other document required for that supply. Separately check whether an e-way bill is required.
- Goods are moving for job work or another reason other than supply: determine whether Rule 55 permits a delivery challan instead of an invoice. Then separately check Rule 138 and local provisions for an e-way bill.
- Goods are arriving from an unregistered supplier: assess the inward-movement provision under Rule 138 and who is responsible for furnishing the information.
Calling a movement “not a sale” does not automatically take it outside e-way-bill rules. Rule 138 expressly includes qualifying movements for reasons other than supply. Conversely, the existence of an invoice or challan does not, by itself, establish that an e-way bill is necessary or unnecessary.
Apply the threshold, then check exceptions
For the general central rule, a consignment value exceeding ₹50,000 is an important trigger. Below that amount, do not assume that every movement is exempt: the central rule permits optional generation below the threshold, and particular cases, state or Union Territory rules, or notifications may change the analysis. Above it, do not assume that an e-way bill is always required without checking the applicable exceptions and facts.

Rule 138 contains specific exceptions and special cases, including certain job-work and handicraft movements. Their application depends on the exact circumstances and current rule text or notifications. Intrastate thresholds and exemptions can also differ by state or Union Territory. Confirm both the origin and destination jurisdictions and the route before dispatch instead of relying on a threshold remembered from another state or an earlier shipment.
When may a delivery challan be used instead of an invoice?
Rule 55 concerns transportation of goods without issuing an invoice in specified situations. It includes certain movements for job work and movements for reasons other than supply. Whether a challan is appropriate depends on the actual transaction and the rule’s conditions—not merely on whether the parties want to bill later.
Job work and other non-supply movements
When goods are sent for job work, or moved for another reason that is not a supply, a delivery challan may be the appropriate underlying document if the situation falls within Rule 55. The challan should accurately describe the goods and the movement. The sender should also determine whether a separate e-way bill is required; a qualifying non-supply movement can still fall within Rule 138.

If a supply has occurred and an invoice is due, do not treat a delivery challan as a convenient substitute for that invoice. The relevant invoice obligations and the e-way-bill question are separate. The CBIC FAQ addresses a business transporting material on challans and issuing a single bill at month-end: its answer distinguishes instances that are supplies, for which an invoice is needed, from other movements where Rule 55 may apply. That FAQ is explanatory material; use the current rules and the facts of each movement to determine the document required.

This distinction matters for recurring or consolidated billing practices. If each dispatch is itself a supply, a monthly summary does not automatically make a challan the right document for each trip. If the dispatch is genuinely for job work, return, or another non-supply purpose, evaluate that movement under the applicable rule rather than treating it as a sale simply because a later commercial settlement may occur.
How to decide which documents to prepare
Use this sequence for each consignment. It keeps the invoice-or-challan decision separate from the e-way-bill decision.
- Classify the movement. Record whether it is a supply, a job-work dispatch, an inward movement, or another movement for a reason other than supply. Identify the parties and who is causing the movement.
- Choose the underlying document. If an invoice is required for the supply, issue the applicable invoice. If there is no invoice and Rule 55 covers the circumstances, prepare a delivery challan with the required particulars. Do not use a challan merely because the eventual invoice will be issued later.
- Check the central Rule 138 test. Consider the general ₹50,000 threshold, the movement’s purpose, registration status, and any applicable special provision or exception. Do not treat the threshold as the entire test.
- Check local and goods-specific requirements. Verify current state or Union Territory provisions for the route, plus applicable notifications and any special rules for the type of goods or movement.
- Furnish e-way-bill information before movement if required. Use the applicable underlying document details in the electronic process. Do not wait until the goods are already en route if the rule requires information before movement.
- Give the transporter the required records. The person in charge of the conveyance generally must carry the applicable invoice, bill of supply, or delivery challan, along with a copy of the e-way bill or its number, subject to Rule 138 and relevant notifications.
- Keep the records aligned. Check that descriptions, quantities, parties, and values do not conflict between the challan or invoice and the e-way-bill information. Correct discrepancies through the prescribed process before dispatch where possible.
What information must a delivery challan contain?
CBIC’s Rule 55 page lists particulars that include the following. Apply the details relevant to the transaction, and check the current rule text before treating this as a universal form template.
What’s actually slowing this PC down?
Pick the symptom - the matching free tool is one click away.
- Date and serial number of the challan.
- Name, address, and GSTIN of the consignor, if registered.
- Name, address, and GSTIN or UIN of the consignee, if registered.
- HSN code and description of the goods.
- Quantity; if the exact quantity is not known, a provisional quantity may be stated.
- Taxable value of the goods.
- Applicable tax rate and tax amount when the movement is for a supply to the consignee.
- Place of supply for an inter-State movement.
- Signature.
Rule 55 also describes triplicate copies in the stated supply case. Do not assume that this copy instruction applies identically to every challan scenario; check the provision relevant to the movement. A paper book or pre-printed form is not itself a legal requirement. If a business uses one, its serial numbering and fields still need to match applicable requirements.

What should accompany the goods?
Where an e-way bill is required, the underlying document and the e-way-bill record serve different roles during transport. Rule 138 provides for the person in charge to carry the applicable invoice, bill of supply, or delivery challan, as well as a copy of the e-way bill or its number, subject to the rule and notifications. Thus, for a job-work consignment that needs both documents, the transporter should not be sent with only the challan on the assumption that it replaces the e-way bill.
Before release, reconcile the documents against the actual load: parties, description, quantity, value, and destination should correspond to the movement. A document that is valid for one leg or purpose should not be reused for a materially different movement without checking the relevant requirements. Assign a staff member to confirm the paperwork before the vehicle leaves, especially when the dispatch involves an inter-State route, a third-party transporter, or a movement subject to a special exception.
Special cases that need extra care
Moving goods to a weighbridge
The official Goods and Services Tax e-Way Bill System FAQ describes a same-state weighbridge exception for movement of goods up to 20 km when accompanied by a Rule 55 delivery challan. Treat this narrowly: the FAQ’s description is tied to same-state movement, the stated distance, and the challan condition. Verify the current operative text and whether the exact route and circumstances qualify before relying on it. Do not generalize it to longer trips, inter-State movement, or other reasons for transport.

Intrastate movements
The central ₹50,000 threshold does not settle every within-state shipment. State and Union Territory provisions may set different intrastate thresholds or exemptions. Check the rule applicable to the state or Union Territory where the movement occurs; do not carry a conclusion from an inter-State shipment, another jurisdiction, or an older dispatch forward without checking.
Validity period and route planning
Do not calculate a current e-way-bill validity period from a single number without verifying the current operative guidance. The CBIC rules page presents distance bands, while the e-Way Bill System portal states that a change from 100 km per day to 200 km per day took effect on 1 January 2021. Those official presentations are inconsistent. Confirm the applicable notification and live portal guidance for the consignment before relying on a validity calculation. The recipient’s 72-hour acceptance or rejection period shown in Rule 138 is a separate provision; it is not a challan requirement or an e-way-bill threshold.
Frequent paperwork mistakes and how to avoid them
- Treating a challan as a blanket substitute for an e-way bill: Decide the Rule 55 document first, then apply Rule 138 independently.
- Issuing a challan when an invoice is due: Establish whether the movement is a supply. If an invoice is required, issue it; do not rely on month-end billing as a general workaround.
- Assuming a non-supply movement is outside Rule 138: Rule 138 includes qualifying movements for reasons other than supply. Run the e-way-bill check even when there is no sale.
- Assuming ₹50,000 resolves the question: Check registration, movement purpose, state or Union Territory provisions, exceptions, and notifications.
- Leaving out required challan particulars: Use the applicable Rule 55 fields and verify the exact transaction-specific requirements, including place of supply for inter-State movement and tax details where applicable.
- Using the weighbridge exception too broadly: Its official FAQ description is limited to same-state movement up to 20 km with a Rule 55 challan. Verify current law and the precise conditions.
- Relying on a remembered validity figure: Official information is inconsistent; confirm the current notification and portal guidance before dispatch.
Official references to check before dispatch
The primary sources for this distinction are CBIC’s E-waybill Rules page for Rule 138 and CBIC’s Tax Invoice, Credit and Debit Notes rules page for Rule 55. The official Goods and Services Tax e-Way Bill System FAQ provides operational explanations, including the weighbridge example and validity guidance; the CBIC FAQ discusses consolidated monthly billing. Because state-specific provisions and notifications may change the result, check the current rule applicable to the actual route and movement rather than relying on an old FAQ alone.
