India’s e-invoice rules have two different thresholds that are easy to confuse. The general e-invoicing applicability threshold is ₹5 crore of aggregate annual turnover (AATO), effective August 1, 2023. A separate rule effective April 1, 2025 restricts taxpayers with AATO of ₹10 crore or more to reporting invoices, credit notes and debit notes to an Invoice Registration Portal (IRP) within 30 days of the document date. If the 30-day window expires, the IRP can refuse IRN generation.
E-invoicing is a reporting process, not the government creating your invoice. You submit the required document data to an IRP, receive a unique Invoice Reference Number (IRN), and then the reported details are transmitted to the GST system for auto-population in relevant GSTR-1 tables. You must still review those records and complete the return.

The two GST e-invoice thresholds serve different purposes
Use the thresholds below for separate decisions. The ₹5 crore figure determines whether the general e-invoicing mandate can apply to a taxpayer under the applicable scope rules. The ₹10 crore figure identifies the AATO group subject to the additional 30-day IRP reporting restriction announced for production systems from April 1, 2025.
| Rule | Turnover test | Effective date | What it changes |
|---|---|---|---|
| General e-invoicing applicability | ₹5 crore AATO threshold | August 1, 2023 | Taxpayers meeting the threshold and applicable scope conditions must use the e-invoice process for specified documents. |
| 30-day IRP reporting restriction | ₹10 crore AATO or more | April 1, 2025 | Invoices, credit notes and debit notes must be reported within 30 days from their document date; the portal restricts IRN generation afterward. |
The ₹5 crore threshold comes from Notification No. 10/2023–Central Tax. The 30-day restriction is described in the IRIS IRP’s production release and portal guidance. Neither figure, by itself, answers every applicability question: you must also check the taxpayer’s turnover history, business activity, document type and any current exclusions or notifications.
#1 Best Overall
- Two-Part Carbonless Invoice Book: Each invoice book has 50 sets of invoices, each with a white/light yellow section, with the yellow section retained in the invoice book to maintain detailed records.
- Consecutively Numbered: Enlarged red 6-digit numbers in the upper right corner of each invoice receipt book help you quickly navigate through your orders.
- Wraparound Divider Flap: A thick folded cardboard divider is integrated into the back of each invoice book for use between each two-part sales order to prevent the written content from rubbing off on subsequent copies of the invoice, resulting in wasted invoices.
- 2 Packs/50 Sets (100 Sets Total): Each invoice book provides 50 sequentially numbered carbonless sets of 2 invoice books for long-term use.
- Customizable Space: Each invoice book for small business has space at the top to add a company seal or sticker.
What an e-invoice and IRN actually are
GSTN defines e-invoicing as reporting details of specified GST documents to a government-notified Invoice Registration Portal. The IRP validates and registers the reported document; it does not replace the supplier’s invoicing system or prepare the commercial terms of the transaction.
After successful reporting, the system issues an Invoice Reference Number. The IRIS IRP describes the IRN as a 64-character unique number generated with SHA-256 from four core elements: the supplier GSTIN, financial year, document type and document number. As the portal states, “Each Invoice uploaded by the tax payer will get the unique number called as Invoice Reference Number (IRN).” Read the portal’s explanation of the identifier at IRN.
Because the document number and financial year contribute to the hash, internal numbering controls matter. Reusing a document number, selecting the wrong document type or assigning the wrong financial year can create validation or duplication problems even when the underlying sale is genuine.
Who needs to watch the 30-day deadline
The additional deadline applies to taxpayers with AATO of ₹10 crore or more, as described by the IRP for documents dated on or after the effective date. It covers three document categories:
Rank #2
- QUALITY INVOICES: Adams Order books provide a professional invoice or customer receipt; a great way to create and maintain a professional image for small businesses and service providers
- 50 TWO-PART CARBONLESS FORMS: Customers get the perforated white top copy; retain the canary and pink copies for your records
- WRAP-AROUND COVER: Fold the back cover between sets to keep invoices neat and legible
- ROOM FOR CUSTOMIZATION: A blank space at top leaves room for your company stamp; a big savings over custom-printed forms
- CONSECUTIVELY NUMBERED: Large 6-digit numbers in the upper right hand corner help you thumb through orders quickly
- tax invoices;
- credit notes; and
- debit notes.
For those taxpayers, the document must reach an IRP within 30 days of its document date. Attempting to report it after the permitted period can result in rejection because the portal restricts IRN generation. A business that waits until a customer requests an invoice, or that treats month-end bookkeeping as the reporting date, can therefore lose the ability to register the document electronically.
The rule is tied to AATO, not to the value of an individual invoice. A small invoice issued by a large taxpayer remains subject to the same reporting control if the document is otherwise within the e-invoice scope. Conversely, a business below the applicable turnover threshold should not assume that the 30-day restriction applies solely because it is GST-registered.
Document date, IRP date and GSTR-1 date are different
Compliance teams should track three dates rather than one. They answer different questions and are not interchangeable.
Do these 3 things before closing this tab:
1Clear out junk files and repair common Windows errors2Scan for outdated or missing drivers - takes under a minute3Repair Windows errors before they cause bigger problems| Date | Meaning | Control to operate |
|---|---|---|
| Document date | The date shown on the invoice, credit note or debit note. | For the ₹10 crore-and-above group, start the 30-day IRP clock from this date. |
| IRP reporting date | The date the required document details are successfully submitted and registered on an IRP. | Submit within the permitted window and retain the returned IRN with the source record. |
| GSTR-1 population and filing | The GST system receives reported details for auto-population into relevant GSTR-1 tables. | Review the populated entries, correct errors through the permitted process and complete the return separately. |
GSTN’s auto-population guidance explains the transmission into GSTR-1. IRP reporting does not itself submit the taxpayer’s complete return, certify every return figure or remove the obligation to file on time.

How to report a document and obtain an IRN
The exact screens depend on the IRP, accounting package or API connection, but the compliance sequence is consistent.
- Confirm the taxpayer and document are in scope. Check AATO for the relevant period, the taxpayer’s registration details, the document category and current official instructions. Do not use the ₹5 crore applicability test as a substitute for the separate ₹10 crore deadline test.
- Set the document date and numbering correctly. Confirm the financial year, supplier GSTIN, document type and document number before transmission. These values are also inputs to IRN generation.
- Prepare the required data in the approved format. Reconcile taxable values, tax amounts, recipient details and other mandatory fields against the accounting record. A portal acceptance cannot cure an incorrect commercial invoice.
- Submit to an authorised IRP. Send the document details through the available portal, API or connected software. The IRP performs validation and, when successful, registers the document.
- Capture the IRN and registration response. Store the 64-character IRN and the associated response with the invoice or note. Establish an audit trail showing who submitted it and when.
- Issue or deliver the registered document under your normal process. The IRN is evidence of IRP registration; it does not replace your accounting, customer-delivery or records-retention procedures.
- Check GSTN auto-population. When the data flows into the relevant GSTR-1 tables, compare it with the ledger and source document. Investigate missing, duplicated or mismatched entries before filing the return.
A practical 30-day control system
Businesses in the restricted AATO group should make the deadline a daily control, not a month-end task. A workable process includes:
- Daily queue: route every newly issued invoice, credit note and debit note into an “awaiting IRN” queue.
- Age indicator: display the number of days since each document date, with escalation well before day 30.
- Exception owner: assign a named person for validation failures, API outages and documents awaiting commercial approval.
- Reconciliation: match successful IRNs to the sales or purchase register and later to GSTR-1 population.
- Evidence retention: preserve the submitted payload or key data, response, IRN and timestamps according to the organisation’s record policy.
- Period-end review: search for documents issued without a corresponding IRN and resolve them before the deadline becomes unmanageable.
Credit notes and debit notes deserve their own report. They are often raised after the original invoice has left the normal processing queue, yet the 30-day restriction expressly includes them.

Examples of how the rules work
Taxpayer above ₹10 crore AATO
A taxpayer whose AATO is at least ₹10 crore issues an invoice that is otherwise covered by e-invoicing. The document date starts the reporting clock. The taxpayer must submit it to an IRP within the 30-day period and obtain the IRN before the portal’s restriction takes effect. Waiting until the following accounting close creates a rejection risk.

Taxpayer between the general threshold and the restriction group
A taxpayer that meets the general ₹5 crore applicability threshold but has AATO below ₹10 crore may still need to generate e-invoices under the applicable mandate. The special 30-day restriction described by the IRP is a separate condition tied to the ₹10 crore group; do not infer that every e-invoice taxpayer automatically has the same deadline rule.
Credit note raised after a sale
For a taxpayer in the restricted group, a credit note is not outside the rule merely because it adjusts an earlier invoice. Treat its own document date as the starting point for the reporting window and monitor it in the same queue as invoices.

Successful IRP reporting sends the document details to the GST system. GSTN then uses those details to auto-populate relevant GSTR-1 tables. The finance team should compare the populated record with the issued document, tax ledger and customer data, then complete the ordinary return process.
Recommended Free Tools
Three separate checks are useful:
- Completeness: every successfully registered document appears where expected.
- Accuracy: taxable value, tax amounts, recipient information and document number agree with the books.
- Period alignment: the document appears in the correct reporting period and is not duplicated by a manual entry.
An IRN therefore improves the data hand-off between invoicing and GST reporting, but it is not a substitute for reconciliation or return filing.
Best Value
- 2 part carbonless forms (White originals, Canary duplicates) for invoicing customers
- Wraparound cover attached to back to place between sets
- Consecutively numbered within each book
- 50 sets per book
- Space at top for company stamp
Common failure points and responses
Reporting after day 30
The IRP may reject IRN generation for a document outside the permitted window. Escalate immediately, preserve the rejection message and obtain current professional advice on the compliant treatment. Do not backdate or renumber a document merely to bypass the control.
Wrong financial year or document type
Because these values feed the IRN hash, correct the source data through the authorised amendment or cancellation process rather than creating an unexplained duplicate. Check the portal’s current instructions for the precise correction path.
IRN exists but GSTR-1 does not match
Compare the IRP response, GSTN-populated entry and ledger. Look for delayed transmission, duplicate manual entry or a field mismatch. Keep evidence of the reconciliation and resolve the discrepancy before filing.
Quick wins for a faster PC:
Repair Windows errors before they cause bigger problemsFix Now →Fix the driver behind crashes, sound loss and screen glitchesFind Drivers →System or connectivity outage
Use the business’s documented contingency route, record the outage and maintain a dated list of pending documents. Since the deadline is measured from the document date for the affected taxpayer group, an outage should trigger escalation rather than silent postponement.
Scope, exclusions and penalties require current checking
The threshold and timing rules above do not constitute a complete exemption inventory. Different taxpayer categories, supplies and notifications can affect whether a document is covered. Confirm the current position on the GST portal, the relevant notification and the IRP’s latest advisory before applying an exclusion.
The cited material also does not establish a complete statutory analysis of penalties or other legal consequences for missing the reporting window. Avoid relying on an assumed penalty amount. If a document has been rejected, omitted or issued without the required registration, consult a GST professional and review the current law and departmental guidance for the facts of that case.
