Airports, airlines, unions, food banks and local residents responded with food, household supplies and other practical help—but these were separate, temporary local efforts, not a national benefit or replacement for workers’ wages.
Why workers needed help
The October 2025 shutdown left TSA officers and air traffic controllers among the federal workers reporting for duty without pay. Coverage described employees missing full paychecks and struggling to meet household needs. The assistance that followed could help with groceries or a bus ride, but it did not restore wages or resolve the shutdown.
The disruption also reached travelers. In the first week, the Associated Press reported FAA staffing problems at several airports and air traffic control centers, prompting the agency to slow takeoffs for some destinations. In that dated snapshot, Cirium data showed about 92% of more than 23,600 U.S. departures had taken off on time as of Tuesday afternoon; that figure describes that period, not shutdowns generally. Associated Press coverage, October 7–8, 2025.
What local aid looked like
There was no single “savior.” Support varied by airport and organizer, and in many cases depended on donations and available supplies.

| Location and organizer | Reported support | Access and limits |
|---|---|---|
| Harry Reid International Airport, with local organizers | A food pantry for federal workers. | The pantry was emptied at its first opening; organizers said they were restocking. The Washington Post quoted Clark County Department of Aviation public information administrator Luke Nimmo: “At that initial opening, we got completely wiped out.” |
| Greater Orlando Aviation Authority | Collection of donated items for federal workers. | Authority CEO Lance Lyttle said more than 250 federal workers had come to collect items. That is a local count, not a national total. |
| Philadelphia International Airport, Department of Aviation | A pantry with canned goods, cereal, produce, bread, diapers and toiletries. | The department estimated about 250 airport employees were served in the pantry’s first two days. It relied on donations and was to be open when supplies were available. The Philadelphia Inquirer, October 29, 2025. |
| Tampa International Airport | Planned support included food and household assistance; local reporting also described free bus rides and help keeping utilities on. | About 1,100 federal employees at the airport were within the scope of the planned effort, according to airport COO John Tiliacos. This describes the potential reach of the local plan, not the number helped. Associated Press coverage, October 7–8, 2025. |
| Green Bay’s Austin Straubel International Airport and Delta employees | Organizers accepted nonperishable food, and reports described airline meals and donations in the area. | WBAY reported the Delta desk as the historical drop-off point in November 2025; that instruction is not evidence of an active collection now. WBAY, November 5, 2025. |
Other airport efforts included donation bins, meals, food vouchers, and baby or pet supplies. A Washington Post overview described different airport-level drives and noted that some airports barred cash-like bank gift cards for federal employees even as grocery and gas gift cards appeared on requested-item lists. Donation rules differed, so a historical request should not be treated as current guidance. The Washington Post, updated October 23, 2025.
How much help reached workers?
Local reports show that workers used the assistance and that demand could quickly outpace supplies. The Greater Orlando Aviation Authority reported more than 250 federal workers collecting items, while Philadelphia’s aviation department estimated about 250 workers served in two days. These figures refer to different local programs and reporting periods; they cannot be added into a reliable national count. No national total of workers served, or estimate of the aid’s financial value, was established in the coverage.

The practical value was immediate: food and necessities could reduce a household’s costs while pay was delayed. But donated groceries, a meal, or transport support were limited forms of relief, dependent on local stock and eligibility. They were not paychecks, guaranteed benefits, or a substitute for resolving the missed-pay situation.

The headline refers to the October–November 2025 shutdown, when both TSA officers and air traffic controllers were reported working without pay. It should not be read as a description of the later partial Department of Homeland Security shutdown in March 2026: reporting on that episode said FAA had fiscal-year 2026 funding, so air traffic controllers were not affected by that funding impasse. The later episode concerned TSA, not the same two-workforce situation. Government Executive, March 6, 2026; Senator Raphael Warnock’s office, March 12, 2026.
