The filing is a planning proposal for North and South Carolina—not a final construction schedule or a description of every Duke Energy service territory.
What is Duke Energy doing about renewable energy?
Duke filed its 2025 Carolinas Resource Plan with the North Carolina Utilities Commission on October 1, 2025. The company describes the filing as a biennial update to the roadmap approved by North Carolina and South Carolina regulators in 2024. Duke says energy needs across the Carolinas are expected to grow over the next 15 years at eight times the rate of the previous 15 years; that is the company’s forecast, not an independently verified demand outcome.
The plan is a mixed-resource strategy, not an all-renewables commitment. It combines proposed solar and storage additions with nuclear evaluations, gas capacity and potential short coal-unit extensions. Duke’s 2024 Form 10-K describes a wider company portfolio across multiple utility jurisdictions and states a goal of net-zero carbon emissions from electricity generation by 2050. The Carolinas filing alone does not show what Duke plans in Florida, Indiana, Ohio or Kentucky.
How much solar and battery storage does Duke plan to add?
Duke’s 2025 filing sets targets of 4,000 megawatts (MW) of solar and 5,600 MW of battery storage by 2034. These are planning targets, not proof that all the capacity has been selected, built or placed in service. Solar project locations are to be determined through annual competitive bidding.

The figures are not all like-for-like: they use different target years and describe different stages of planning or regulatory direction. In particular, the 2025 solar target should not be read as a direct replacement for the 2024 order’s total-by-2031 direction without accounting for those differences. Battery storage can shift electricity to a different time; it stores power rather than generating it, so its role complements rather than duplicates solar generation.
Is Duke Energy still planning to build wind power in the Carolinas?
Duke’s 2025 plan says wind is uneconomic for customers through 2040 under its current assumptions. The company says it will reconsider wind in its next plan update. That position differs from the 2024 North Carolina order, which directed pursuit of 1,200 MW of onshore wind by 2033, including at least 300 MW by 2031. The 2025 filing is a later company proposal; the earlier figure was a regulatory direction. Neither statement alone establishes that wind capacity has been built or that a final regulatory decision has resolved the difference.

The 2024 order also allowed continued development work on Bad Creek II, advanced nuclear and offshore wind. The 2025 filing adjusts the emphasis and timing of some options rather than making every earlier avenue an operating project.
What other clean-power resources are in the plan?
Nuclear: evaluating two possible new-generation sites
The plan adds large light-water reactor technology to Duke’s evaluation alongside small modular reactors (SMRs). It identifies potential 2037 service for new generation at either Belews Creek in North Carolina, using an SMR, or the W.S. Lee site in Cherokee County, South Carolina, using a large light-water reactor. These are candidate options in a plan, not completed or approved plants.

Duke also says it is adding nearly 300 MW of clean capacity through uprates at four existing nuclear stations. An uprate increases output from an existing facility; it is distinct from building a new reactor.
Hydro and pumped storage: upgrades, with Bad Creek II moved back
Duke reports a 280 MW capacity upgrade at Bad Creek pumped storage and recommends upgrades at seven other emissions-free hydro plants. For a second Bad Creek power block, the 2025 plan limits near-term work to preserve the option and moves the target in-service date from 2034 to 2040. Duke cites grid-upgrade costs and higher-priority near-term projects as reasons for the delay.

Natural gas and coal remain part of the proposed mix
The plan retains five combined-cycle gas units from prior modeling, proposes a total of seven combustion turbines for peak needs, and adds enhanced liquefied natural gas storage. It also proposes potential two- to four-year extensions for some dual-fuel units at Belews Creek, Cliffside and Marshall. Duke says it will maintain the orderly coal exit approved by state regulators; the possible extensions are not a replacement for that stated exit direction.

Solar and batteries are paired with dispatchable resources, including gas, while nuclear and hydro upgrades can add or preserve emissions-free capacity. Duke projects average customer bill impacts of 2.1% annually over the coming decade for the proposal. The company characterizes that as below inflation and lower than projected costs for the previously approved plan. This is a company projection, not a final regulator finding or a verified result for customers’ actual bills. Duke also says resource quantities and target dates may change in later filings as technology, incentives and policy evolve.
In its October 2025 announcement, Duke said the North Carolina Utilities Commission was expected to hold hearings in 2026 and issue an order by December 31, 2026. That was the company’s announced timetable; it does not itself confirm that hearings occurred or establish a final commission decision.
What does the plan mean for a Duke customer’s bill or home?
The utility-scale targets are not household installation incentives and do not tell an individual customer how much their own bill will change. Duke’s North Carolina customer programs are a separate track. The company has described Home Energy House Call assessments, Smart $aver rebates, weatherization and PowerPair incentives for customers installing solar and/or battery systems. Eligibility and incentive amounts depend on the applicable program terms; customers should check the current terms before budgeting for an upgrade.
For household budgeting, keep three questions separate: whether a program currently applies to your home, what a proposed utility resource might mean for system-wide costs, and what your own usage and rate plan determine on your bill. The 2.1% figure addresses Duke’s projected average bill impact for its plan, not an individualized savings estimate.
