Ownership and schedule
The project was developed by NextEra Energy Resources subsidiaries, and Alliant Energy was described as the intended owner and operator after completion. The end-of-2024 completion date was a forecast made in 2021. The cited sources do not confirm whether the project was completed on that schedule, delayed, or resized.

That is a developer’s own characterization of the project, not an independent assessment of its cost or performance.

What the note says
The Iowa Law Review note gives the plant’s capacity as 615 MW and states that NextEra proposed restarting the nuclear plant in addition to constructing the solar farm. The cited material does not include a primary quote from NextEra or Alliant about the restart.
Explanations offered
The note suggests that demand from AI data centers and changes in policy may explain the proposal. These are the note’s suggestions, not established causes, and the cited sources do not test them.

- Solar status: Whether the solar project is under construction, delayed, resized, or dropped is not established by a current project filing from NextEra or Alliant.

Why the megawatt figures cannot settle the comparison
Nameplate capacity describes the maximum rated output of equipment. It does not describe how much energy a plant or solar array delivers over a year, which depends on operating status, capacity factor, and weather for solar. The 400 MW solar figure and the 615 MW plant rating should not be treated as comparable outputs.
