What China’s competition evidence does—and does not—establish
The U.S.-China Economic and Security Review Commission’s 2025 Annual Report to Congress describes Chinese semiconductor-capacity expansion and price pressure affecting non-Chinese chip companies. That is relevant context for Taiwan’s broader electronics ecosystem, but it concerns semiconductor competition, not a direct comparison of Taiwanese and Chinese EMS providers. It does not show that mainland Chinese contract manufacturers have displaced Taiwan’s firms.
The U.S. Department of Commerce’s 2022 assessment of critical ICT supply chains includes historical EMS/ODM market-share context. It can inform how the industry looked at that time, but it is too old to serve as a current ranking. The available figures here do not provide a like-for-like, current comparison of Taiwan-headquartered and mainland Chinese providers by product category, services, or revenue.
How to read claims of “dominance”
A market-share claim is meaningful only when its boundaries match the question being asked. Before comparing providers or countries, check:
- Product: notebook PCs, smartphones, servers, or another category.
- Services: assembly alone, or a broader package that includes design, sourcing, testing, and logistics.
- Measure: units shipped, revenue, or share of a defined market.
- Geography: where a company is headquartered versus where its factories operate.
- Time and source: a 2025 reported estimate is not equivalent to a company claim or a 2022 government assessment.
These distinctions matter because a Taiwan-headquartered company can operate globally. Foxconn says it operates in 24 countries, but that footprint alone does not reveal how much production takes place in China or elsewhere.
Why the position matters to the industry
Pegatron’s report describes continued outsourcing and demand for more integrated design, assembly, and testing. It identifies consumer electronics, automotive, and medical applications as potential growth areas and highlights AI, electric vehicles, 5G, and medical electronics. These are the company’s account and outlook, not independently verified market forecasts.
The same report says component shortages and rising prices create uncertainty for 2026 PC shipments, while projecting continued global server-shipment growth, including demand associated with AI inference. Those are forward-looking expectations, not confirmed 2026 results. Pegatron also says geopolitical and supply-chain risks are making regionalized and multisite production more important; its report does not quantify a resulting shift in production locations.

A current comparison would need consistent market definitions, product-level data, and a clear distinction between company headquarters and factory locations.
