No—GDPR does not expressly require every organization to use multi-factor authentication (MFA). Article 32 instead requires controllers and processors to choose technical and organizational measures that provide security appropriate to the risk. Depending on the personal data, systems and access risks involved, MFA may be an appropriate safeguard. The decision should be reasoned, documented and tested—not treated as a universal checkbox.
What GDPR actually requires
Article 32(1) of the GDPR says controllers and processors must implement “appropriate technical and organisational measures to ensure a level of security appropriate to the risk.” The assessment must take account of the state of the art, implementation costs, the nature, scope, context and purposes of processing, and the likelihood and severity of risks to people.

The regulation gives examples of measures, including pseudonymisation and encryption, the ability to maintain confidentiality, integrity, availability and resilience, timely restoration of access after an incident, and “a process for regularly testing, assessing and evaluating the effectiveness” of security measures. It does not name MFA as a control that every organization must deploy.

The question is whether the measures in place are appropriate for the risks of the particular processing. CNIL’s recommendation overview, published on 1 April 2025, addresses when MFA is appropriate in light of security needs: CNIL’s MFA recommendation.

- FAST & CONVENIENT LOGIN: Plug in your YubiKey 5C NFC via USB and tap it, or tap it against your phone (NFC), to authenticate. No batteries, no internet connection, and no extra fees required
- MOST SECURE PASSKEY: Supports FIDO2/WebAuthn, FIDO U2F, Yubico OTP, OATH-TOTP/HOTP, Smart card (PIV), and OpenPGP. That means it’s versatile, working almost anywhere you need it
- PRIMARY & SPARE KEYS: Just like having a spare house key, we recommend buying two YubiKeys - one for daily use and one as a spare. That way you’ll never get locked out of your accounts
How to decide whether MFA fits your risk
- Map the data and access. Identify the personal data being processed, the systems that hold or use it, the people and services that can access it, and the paths they use to sign in.
- Assess likely harm. Consider what unauthorized access could mean for the people whose data is involved, and assess both the likelihood and severity of that harm in the processing context.
- Choose measures as a set. Consider MFA alongside other technical and organizational controls. A login factor is not, by itself, a complete security program; the right combination depends on the risks and circumstances.
- Record the reasoning. Document the risks considered, the controls selected and why they provide security appropriate to those risks. This makes the decision explainable and reviewable.
- Test and revisit. Article 32 calls for regular testing, assessment and evaluation of effectiveness. Reassess when systems, processing, users or circumstances change. EDPB security guidance discusses two-factor authentication among possible strong authentication measures: EDPB Guidelines 01/2021.
Assess the privacy impact of MFA itself
Adding MFA can create personal-data processing of its own. CNIL’s recommendation overview says organizations should address the legal basis for that processing, data minimisation, retention, data-subject rights, the roles of the parties involved and the choice of authentication factors.
- Data collected: Identify what information the chosen factor or service handles and limit it to what is needed.
- Retention and rights: Set an appropriate retention approach and consider how people can exercise their data-protection rights.
- Factor choices: Assess the security fit and privacy or operational burden of the factor. CNIL flags SMS one-time codes and reliance on employees’ personal devices as issues needing attention.
- Service-provider roles: Determine the roles of any solution providers and account for them in the organization’s GDPR assessment.
For a practical comparison, assess whether a factor addresses the relevant access risk and works for the systems and people in scope, then weigh that against the personal data it collects, how long it is kept and the burden it places on users. The available guidance does not rank particular devices or vendors.

- BUILT TO LAST: Made from tough, waterproof, and crush-resistant materials. Manufactured in Sweden and programmed in the USA with the highest security standards.
Keep identity checks proportionate for access requests
MFA used to secure an account does not mean every person making a data-access request should face a new or burdensome identity check. EDPB guidance says existing account credentials may be sufficient in some online settings and cautions against excessive verification. Apply checks proportionately to the circumstances rather than collecting identity documents by default: EDPB Guidelines 01/2022 on the right of access.

If a personal-data breach occurs, assess the GDPR’s breach obligations separately from whether MFA was deployed. Under Article 33, a controller generally must notify the supervisory authority without undue delay and, where feasible, within 72 hours after becoming aware of the breach. The notification requirement has an exception where the breach is unlikely to result in a risk to people’s rights and freedoms. Documentation and any required communication to affected individuals must also be considered under the applicable GDPR provisions: GDPR Article 33.

What GDPR fine ceilings mean—and do not mean
GDPR Article 83 establishes maximum fines for specified categories of infringement; it does not set an automatic penalty for failing to use MFA. The regulation provides a lower ceiling of up to €10 million or 2% of worldwide annual turnover for listed infringements, and a higher ceiling of up to €20 million or 4% for specified Article 83(5) and (6) infringements, whichever amount is higher. These are statutory maximums, not predictions of a particular organization’s penalty. Whether a security arrangement infringes GDPR depends on the facts and applicable provisions: GDPR Article 83.
For organizations operating across jurisdictions, national supervisory practice and the facts of the processing can affect the assessment. GDPR Articles 32, 33 and 83 provide the core EU-wide framework, but they do not turn a single security control into a universal compliance test.
