In the jurisdictions covered by the official guidance discussed here, owners can choose to manage a rental themselves or hire an agent. Self-management can save agent fees and preserve direct control, but it means taking on the work and staying current with local obligations. A manager can take on specified operating tasks, but fees, authority and service vary by contract. Your time, distance from the property, familiarity with local rules, preferred level of control and the full fee schedule should decide the choice—not a presumed universal management rate.
When does it make sense to hire a property manager?
A property manager is most useful when you need to delegate work you cannot reliably do yourself. New South Wales Government guidance identifies being busy, living far from the rental or not knowing the law well as reasons an owner may want an agent. The same guidance says an owner can manage the property directly. These are decision factors, not a rule that every rental needs professional management.

Consider the ordinary operating tasks, not just the occasional emergency: responding to tenants, collecting rent, keeping records, coordinating repairs, arranging inspections and handling disputes. An agent may take on some or all of these, but the agreement determines the actual scope. If you self-manage, these tasks do not disappear; they become your responsibility to organize and perform.

- You have enough time to respond to tenant requests and follow up on rent, maintenance, records and inspections.
- You can meet the requirements that apply where the property is located, or can obtain suitable professional advice when you need it.
- You want direct control over decisions and are prepared to do the administrative work in exchange for avoiding an agent’s fees.
A manager may suit you if
- Your schedule or distance makes timely responses and coordination difficult.
- You are not confident handling local tenancy requirements and want a professional to perform defined operational work.
- You prefer to delegate, understand the charges and limits, and are comfortable overseeing the manager through reports and contract terms.
Hiring an agent does not make the owner’s legal responsibilities vanish. NSW Government guidance specifically notes that landlords remain responsible for complying with applicable tenancy law there, whether they self-manage or use an agent. Because rules differ by location, check the rules for the property’s jurisdiction rather than assuming that delegation transfers every obligation.

What does a property manager actually do?
“Property management” is not one fixed bundle of services. Depending on the agreement, an agent may find tenants, prepare tenancy agreements, lodge bonds, collect rent, maintain records, arrange maintenance, conduct inspections, manage disputes, pay bills and remit rent after authorized expenses. The list is a menu of possible duties, not a promise that every manager includes every item.
Ask for a written scope that identifies both included and excluded services. For example, “maintenance management” could mean receiving a request and contacting a contractor, while the owner retains decisions about authorization and payment. The evidence here does not establish one standard definition, so ask the agent to explain its process in concrete terms: who receives the tenant’s request, who decides what happens next, how approval is obtained, and what record or invoice the owner receives.
Separate day-to-day administration from decision-making authority. A manager may handle a task without having unlimited authority to commit the owner’s money or make every consequential choice. The agreement should state what the agent can do without asking, when it must obtain approval, and how it communicates decisions. This is especially important for repairs, expenses, dispute representation and handling funds.

Compare self-management and a manager on the work, cost and control
| Decision factor | Questions to answer |
|---|---|
| Time and distance | Can you respond to tenant needs and coordinate work at the property? Is the property far enough away to make inspections or follow-up difficult? |
| Legal and operational knowledge | Can you meet local tenancy, safety, licensing and recordkeeping requirements? Which regulator or agency gives guidance for this property’s location? |
| Scope of delegation | Will the agent find tenants, collect rent, arrange repairs, inspect, keep records and manage disputes? Which tasks remain with you? |
| Total price | What recurring and one-off charges apply, including letting, advertising, agreement preparation, inspections or dispute representation? Which charges are negotiable? |
| Controls and transparency | What repair amount may be authorized without approval? How are rent and other funds handled? Will you receive invoices and regular accounting reports? |
| Contract flexibility | What is the term and termination notice? What happens to records and keys when the relationship ends? |
Use these questions to compare the real alternatives, not simply an agent’s monthly percentage against zero. Self-management has no agent management fee, but it requires your time and consistent follow-through. A manager’s value depends on the tasks actually transferred and how well the arrangement works for you. The sources here do not provide a universal fee benchmark or a way to assign a dollar value to an owner’s time.
What does property management cost?
Fees depend on location and the agreement. NSW Government guidance says agents there commonly charge a letting fee and a management fee calculated as a percentage of gross weekly rent. It also notes possible additional charges for advertising, preparing agreements or representing the owner at a tribunal. Those are examples from New South Wales, not a universal schedule or fee percentage for other places.
Ask for a complete fee schedule before signing. Have the agent identify each recurring charge and each charge triggered by a particular service or event. Clarify whether the price includes activities such as finding a tenant, preparing the agreement, inspections, maintenance coordination and dispute work. Ask which third-party costs are passed through and whether the owner can approve them first. NSW guidance says charges and conditions are negotiable and should be set out in the written agreement; do not rely on an informal explanation as the final scope.

A practical way to compare offers
- List the services you want to delegate and the work you intend to keep.
- Request the full schedule of recurring fees, one-off fees and charges for additional services.
- Ask what happens in a typical repair, late-rent or dispute situation, including which actions require your approval.
- Compare the offers on the same service scope and contract period; a lower headline fee may not include the same work.
- Read the written agreement to confirm that its charges, authority limits and exit terms match what you were told.
For a U.S. owner, the IRS’s 2025 Publication 527 lists management fees among common rental expenses and describes residential rental income and expenses generally being reported on Schedule E in the ordinary case it covers. That is federal tax guidance, not a calculation showing that an agent’s fee pays for itself after tax. Personal use of the property, rental classification and other tax rules can affect treatment; consider your own circumstances or consult a tax professional.
How to choose and contract with a manager
Evaluate the manager as well as the price. NSW Government guidance suggests asking about fees and exclusions, experience and current workload, compliance and safety processes, repairs and follow-up, tenant screening, late-rent procedures and dispute experience. Ohio regulator guidance adds checks such as license status where required, reputation, insurance, screening practices, the number of properties managed, how rent and deposits are handled, and whether funds are separately accounted for.
Ask for specific answers rather than relying on broad assurances. For instance, ask how often inspections are conducted and what report you receive, who follows up on a repair request, and how quickly you are told about a problem requiring a decision. The relevant sources do not establish one inspection schedule or response-time standard for all properties, so agree on the standard you expect and record it in the contract.

Put these terms in the written agreement
- Responsibilities and exclusions: List the duties the agent will perform and identify those that remain yours.
- Authority: Set repair approval thresholds and explain how approval is requested when a proposed expense exceeds the limit.
- Inspections and reports: Specify the inspection schedule, report contents and how documents will be delivered.
- Fees and expenses: State each fee, what service it covers, how additional charges are approved, and what supporting documentation is provided.
- Money handling and accounting: Explain how rent and deposits are handled, when rent is remitted after authorized expenses, and whether you receive monthly accounting reports and invoices.
- Termination: Set the notice process and explain how records, keys and other property documents are transferred when the agreement ends.
Ohio guidance recommends clear terms for additional charges, repair approvals, monthly accounting reports, invoices and the end-of-contract process. It also recommends a signed management agreement that clarifies fees and responsibilities. A manager’s customary practice is not a substitute for written terms that cover your property and preferences.
Independent reader supportYour contribution helps us test, update, and keep practical guides available for everyone.Does a property manager have to be licensed?
There is no single licensing answer that applies everywhere. Requirements depend on the jurisdiction and may turn on which duties the person performs. The Texas Real Estate Commission, for example, identifies paid leasing and control over accepting or depositing rent for certain single-family rentals as activities that trigger licensing under its rules. That is a Texas example, not a general rule for every state or country.
Before hiring, check the applicable regulator’s current requirements for the property’s location and the specific services being offered. Where a license is required, verify its status rather than relying only on the manager’s description. Also ask about insurance, experience, client references or reputation, workload, tenant screening and accounting practices. Ohio’s recommendations about separate accounting for funds and handling rent and deposits are useful due-diligence questions, but they do not replace local legal requirements.

If you self-manage, verify any requirements that apply to you as the landlord as well. Hiring an agent can change who performs particular tasks, but it does not by itself settle what the owner remains legally responsible for.
What if a tenant raises a dispute?
Decide in advance whether the manager is expected to communicate with the tenant, maintain records, coordinate a response or represent you in a formal process—and whether each service costs extra. NSW guidance notes that tribunal representation may be an additional charge in that jurisdiction. Your agreement should state the agent’s role and authority; it should not leave you to discover during a dispute that a service you assumed was included is excluded.
In the United States, USAGov directs people with landlord-tenant questions to the state agency that handles tenant rights. For applicable HUD-insured or HUD-managed housing, it also points to HUD’s Multifamily Housing Complaint Line. These are dispute resources, not substitutes for learning the rules that apply before you decide to self-manage or sign a management contract.

Before deciding, write down the work you can handle consistently, the work you want to delegate, and the local requirements you need to meet. Then request a manager’s proposed scope and full charges, including extra-service fees, and compare it with your own willingness and ability to do those tasks. If you hire, use the agreement to settle responsibility, approval limits, reporting and exit procedures. If you self-manage, make a plan for rent collection, records, maintenance requests, inspections and disputes, and identify where you will turn for local guidance.
The right choice is the arrangement you can operate reliably and afford on the terms you understand. There is no evidence-supported universal fee rate or single management model that fits every rental; the relevant costs, rules and services depend on the property’s jurisdiction and contract.
