Usually, yes for line fishing in open freshwater: you need a fishing card (carte de pêche) valid for the sector, as well as any required permission from the holder of the fishing right. Recreational sea fishing follows a different system, with registration, reporting, or specific authorization required for some species and locations. There is no single French fishing license that covers every kind of fishing.
Freshwater fishing: when you need a fishing card
For line fishing in open freshwater, France’s Service Public guidance on fishing cards says anglers must hold a card valid for the sector. Getting one involves joining an approved association for fishing and aquatic-environment protection (AAPPMA) and paying the statutory contribution and aquatic-environment fee. The card is evidence of those requirements; it does not itself grant permission to fish every water.
Card coverage depends on the association’s fishing lots and any reciprocal agreements, as well as the applicable local rules. On private water, you may also need permission from the holder of the fishing right. Departmental federations adapt national rules locally, so check the federation or AAPPMA for the particular place you plan to fish.
Exceptions to the card requirement
The Service Public guidance identifies two exceptions for line fishing: water classified as “closed water,” and the annual fishing promotion day, held on the first Sunday in June. Do not assume that a pond or lake qualifies as closed water simply because it is privately owned; confirm the classification for that specific water.

Where to buy a card and what it costs
You can buy a freshwater card through cartedepeche.fr, from the relevant AAPPMA, or through a local depositary such as a participating shop. The French government’s service listing identifies the National Fishing Federation of France (FNPF) as the online service issuer.
There is no single nationwide total price: associations set card prices. The aquatic-environment fee is one component, capped by the official guidance at €10 for a full year, €4 for seven consecutive days, and €1 for one day. Those figures are fee ceilings, not the total price of a fishing card. Check the card for your destination and year before buying.

Sea fishing: a different set of rules
A freshwater fishing card is not a general sea-fishing permit. French guidance covers recreational fishing from shore, from a vessel, and underwater, and rules can depend on the area, species, and method. Recreational catches cannot be sold; the Service Public sea-fishing guidance says they are for the fisher and family. Sport fishing is distinct and requires membership in a national sports organization or a national sports license.
Registration and catch reporting in 2026
From 10 January 2026, sea anglers aged 16 or older must register at least one day before fishing when targeting species covered by the applicable order. Registration is through the European Recreational Fisheries site or the RECFishing application. The government’s guidance also sets out registration and catch-declaration requirements for listed species and zones; local systems may take precedence. Requirements differ across areas including the North Sea, Channel, Bay of Biscay, and Mediterranean, so check the current rules for your location, target species, and planned date with the competent interregional maritime authority.

Bluefin tuna requires separate authorization
Recreational fishing for bluefin tuna requires a specific authorization and a landing declaration. Ordinary sea-fishing registration does not replace those requirements.

- Identify the exact water and establish whether it is open freshwater, water officially classified as closed, or marine/coastal water.
- For open freshwater, buy a card valid for the sector and check whether reciprocal agreements cover the water.
- Confirm who holds the fishing right and obtain permission if required, particularly on private water.
- Check local rules for seasons, species, methods, and catch limits. For sea fishing, verify requirements for the precise zone and target species, and register in advance if required.
- If targeting bluefin tuna, arrange the separate authorization and landing declaration.
