If you are a Florida resident age 65 or older, you generally do not need a recreational freshwater or saltwater fishing license. If you are visiting from another state, turning 65 does not qualify you for that resident exemption: nonresidents age 16 or older generally need the appropriate Florida license unless a separate exception applies.
Who qualifies for Florida’s 65-and-older exemption?
The exemption applies to Florida residents who are at least 65. A Florida resident who is 64 does not qualify under the senior exemption. The Florida Fish and Wildlife Conservation Commission (FWC) says qualifying seniors should carry proof of age or residency, such as a valid Florida driver license or ID card. FWC’s license and exemption guidance explains the general rule.
Proving Florida residency
FWC identifies a Florida driver license or ID card showing a Florida address and verified residency as primary proof. If you do not have one, its residency requirements page lists alternatives such as a current Florida voter registration card, declaration of domicile, or Florida homestead exemption. Check that page for current documentation requirements before relying on an alternative.
Optional certificate
The Resident 65+ Hunt/Fish Certificate is available at no cost online through GoOutdoorsFlorida.com or at a county tax collector’s office. It is optional, not a required license or license substitute when you already have the proof FWC requires. See FWC’s 65+ certificate information.

Does the exemption cover freshwater and saltwater fishing?
Yes. The resident age-65 exemption generally covers recreational freshwater and saltwater fishing licenses. It does not eliminate other requirements that may apply to a particular activity, species, or location.
For anglers who are not exempt, the license type depends on the fish they are seeking, even if they catch it somewhere else. FWC states: “A license is required to attempt to take fish. If you cast a line or catch and release, you need a fishing license.” Catch-and-release alone does not remove the license requirement for someone who otherwise needs one.

What if you are visiting Florida?
The senior exemption is for Florida residents, not everyone age 65 or older who fishes in the state. FWC generally requires nonresidents age 16 or older to hold the applicable Florida license. Certain exceptions may apply depending on circumstances, including some charter, vessel, pier, fish-pond, and designated free-fishing-day situations; check FWC’s visitor licensing guidance for the rules that fit your activity.
When can an exempt senior still need an additional designation?
Private vessel and covered reef fish
A license exemption does not necessarily remove species-specific requirements. Anglers who are exempt from a fishing license, including residents 65 and older, must obtain the State Reef Fish Angler designation when fishing from a private vessel and intending to harvest, possess, or land covered reef fish. Saltwater fishing from shore
Some Florida residents fishing from land or a structure attached to land are covered by a separate no-cost shoreline license rule. Residents age 65 or older are exempt from that shoreline-license requirement as well. The shoreline rule does not cover fishing from a vessel or a shore location reached by vessel; residency and where you fish matter. See FWC’s shoreline saltwater FAQs.

Free fishing days
Florida waives recreational fishing license requirements for all anglers on designated freshwater and saltwater free fishing days. The dates vary by calendar year, and normal rules such as seasons, size limits, and bag limits still apply. Check FWC’s current free fishing days page for dates.

Residents under 65
A Florida resident under 65 should not assume the senior exemption applies. FWC offers a paid Silver Sportsman’s 64+ license option that includes freshwater fishing and hunting privileges but not saltwater fishing; review the current Silver Sportsman’s license details before choosing a license.
