Florida residents and visitors age 16 or older need the appropriate Florida recreational fishing license when trying to catch fish—even if they plan to release the fish. The right license depends on the species you are targeting, not simply whether the water looks fresh or salty. Some anglers are exempt, and a resident shoreline-only saltwater license is free but limited.
Who needs a Florida fishing license?
Florida residents and visitors age 16 or older generally need a Florida license to attempt to take fish. Catch-and-release does not remove that requirement. A nonresident’s fishing license from another state is not valid in Florida.
Common exemptions include anglers under 16 and Florida residents age 65 or older who can show proof of age or residency. Other exemptions apply only in defined circumstances, such as certain private-pond fishing, specified resident home-county methods, qualifying homestead fishing, some disability-service statuses, or fishing aboard a properly licensed charter vessel. An angler may also be covered when fishing from a vessel whose operator holds a valid recreational saltwater vessel license, or from a pier with a valid saltwater pier license. Check the FWC exemption list for the conditions that apply to your situation.
Which license do you need: freshwater or saltwater?
The species you are trying to catch determines the license category. As the Florida Fish and Wildlife Conservation Commission (FWC) explains, “License requirements follow the species of fish, regardless of where they are caught.” For example, targeting a saltwater species upriver calls for a saltwater license; targeting a freshwater species in a salt marsh calls for a freshwater license. Florida residents who plan to target both may buy a combination license. See the FWC recreational license options and fees.

Florida fishing license fees and options
The fees below are those displayed by FWC as of October 8, 2026. Fees can change, so verify the current listing before buying.

The short-term nonresident licenses listed by FWC are saltwater licenses. If you are targeting freshwater species, confirm the appropriate option on FWC’s current fee page.

When does the free shoreline saltwater license apply?
A Florida resident who fishes only from land or a structure fixed to land may qualify for the no-cost shoreline saltwater license. It does not cover fishing from a vessel or from a shoreline reached by vessel. Wading can count as shore fishing when you can stand on the bottom and did not reach or leave the area by boat. Nonresidents cannot use this shoreline license and generally need an applicable nonresident saltwater license unless another exemption applies. Details are on the FWC shoreline license FAQ.
The shoreline license does not replace any separate permit required to keep a particular species. Check the applicable FWC species and permit rules before keeping a fish.

Do license-free fishing days mean other rules are waived?
On FWC-designated license-free fishing days, residents and nonresidents do not need a fishing license for the covered activity. Seasons, bag limits, and size limits still apply. The dates vary by year; check FWC’s current license-free fishing day calendar before planning a trip.

Before selecting a resident license, confirm that you meet FWC’s residency definition. For recreational fishing, FWC generally treats someone as a Florida resident if Florida is their only declared state of residence, evidenced by a valid Florida driver license or ID with a Florida address and residency verified by DHSMV. Active-duty U.S. military personnel stationed in Florida and qualifying family members living in the household are also included. FWC lists alternate documentation for some residents who do not have a Florida driver license or ID; see its residency requirements.

Quick check before you fish
- Are you under 16, or a Florida resident age 65 or older with proof? You may be exempt.
- Are you targeting freshwater or saltwater species? Choose the license for the target species.
- Are you a Florida resident fishing only from land or a fixed structure? The free shoreline saltwater license may fit, subject to its limits.
- Are you fishing from a vessel, a boat-accessed shore, or under another special circumstance? Check the specific exemption or license requirements rather than assuming shore rules apply.
- Is today an FWC license-free day? Verify the current calendar, and still follow seasons, size limits, and bag limits.
