No, the available sources do not establish that Social Security recipients must visit an office to receive their regular benefits. What the Social Security Administration (SSA) did announce is an appointment rule for in-person field-office service, effective January 6, 2025. Separately, in March 2025, reports said the Department of Government Efficiency (DOGE) had moved to cancel federal leases on SSA offices. SSA stated on March 27, 2025 that it had not permanently closed any local field office that year. The headline merges these three developments into one claim, so they need to be separated.
Where the headline goes beyond the evidence
| Claim in the headline | What the sources establish | Date and source |
|---|---|---|
| Recipients need to visit offices to get benefits | Not established. SSA said many services can be completed online or by phone, and it stated that payments to people already receiving Social Security and SSI would continue with no change in payment dates during a partial government shutdown. | SSA announcement of November 13, 2024; SSA guidance published February 2, 2026 |
| DOGE is closing offices nationwide | DOGE posted federal leases it sought to cancel. GSA planning data listed 47 SSA offices on the lease list, and only some of the expected termination dates fell in 2025. A lease on a list is not the same as a closed public office. | Associated Press, March 19, 2025 |
| Offices have closed | SSA said it had not permanently closed, and had not announced permanent closure of, any local field office since January 1, 2025. It acknowledged temporary local closures and one permanent hearing-office closure, in White Plains, New York. | SSA release, March 27, 2025 |
The most recent SSA statement covered here is dated February 2, 2026. It does not describe the status of individual offices after that date, so local conditions need to be checked directly.
The appointment rule: what changed on January 6, 2025
In its November 13, 2024 announcement, SSA said: “Effective January 6, 2025, we will require customers to schedule an appointment for service in our field offices, including requests for Social Security cards.” The agency said many services could be handled online or by phone. It also said customers who could not make an appointment, or who did not want one, would not be turned away.
The rule governs walk-in and in-person field-office service. It is not a condition attached to receiving regular payments. The announcement named the following groups as examples of people who would not be turned away:
#1 Best Overall
- People from vulnerable populations
- Military personnel
- People with terminal illnesses
- People who need immediate or specialized attention
What DOGE’s lease actions did and did not establish
The Associated Press reported on March 19, 2025 that DOGE had posted federal leases it sought to cancel. GSA planning data identified 47 SSA offices on that lease list, and only some of the expected termination dates fell during 2025. If you see the number 47 cited, attribute it precisely: “47 SSA offices listed in DOGE lease cancellation plans — Associated Press, 2025.” It counts locations on a list. It is not a count of confirmed permanent field-office closures.
SSA gave a different account of the same period. Most of the spaces it identified for GSA were small hearing rooms without assigned employees, and most hearings were virtual. Four different events are being blended in the headline, and each has its own status:
- Lease cancellation plan: reported by the AP in March 2025, with some termination dates in 2025.
- Hearing-room change: small hearing rooms without assigned employees, which SSA said were most of the spaces it identified for GSA.
- Temporary closure: SSA acknowledged temporary local closures, which it did not treat as permanent.
- Permanent closure: the White Plains, New York hearing office, the one permanent closure SSA acknowledged in its March 27, 2025 release.
What SSA said about permanent closures
Lee Dudek, then Acting Commissioner of Social Security, said in SSA’s March 27, 2025 release: “We have not permanently closed any local field offices this year.” That statement covers 2025 as of the date of the release. The same release said: “SSA is committed to providing service where people need help and our local field offices are no exception.”
Payment continuity during a shutdown
In guidance published February 2, 2026 about a partial government shutdown, SSA said payments to people already receiving Social Security and SSI would continue with no change in payment dates. That statement applies to that shutdown. It is not a guarantee about payments during any future interruption, and it does not mean every SSA service is available in every circumstance.

How to check your own office before you travel
- Open SSA’s emergency page on its official website. It lists temporary closures, phone-only periods, and appointment-only arrangements at local offices.
- Use SSA’s field-office locator to find your assigned office and its current listing.
- Check whether the task can be completed online or by phone. SSA’s closure page says phone help can often save a trip.
- If you cannot use the website, call the National 800 Number or your local office.
- If an in-person visit is necessary, request an appointment unless your situation falls within the exceptions above. Expect the office listing to change, and recheck it the day before you travel.
Which route fits your situation
| Situation | What the sources support | Next step |
|---|---|---|
| Regular payments already in place | SSA said payments to current recipients of Social Security and SSI would continue with no change in payment dates during the February 2026 partial shutdown. | The cited sources do not require an office visit for this. Watch SSA’s official guidance if a new interruption is announced. |
| Replacing a Social Security card | The November 2024 announcement named card requests as covered by the field-office appointment rule. | Check whether the request can be handled online or by phone. If not, book an appointment. |
| Urgent or specialized need | The announcement said people needing immediate or specialized attention would not be turned away. | Call the National 800 Number or your local office and explain the urgency. |
| Hearing | SSA said most hearings were virtual as of March 2025, and that most spaces identified for GSA were small hearing rooms without assigned employees. | Confirm with SSA how your hearing will be held before traveling anywhere. |
| Local office closed or changed | Temporary closures, phone-only periods, and appointment-only arrangements appear on SSA’s emergency page. | Check the emergency page and locator, then call ahead. |
What the sources cannot tell you
- A current nationwide count of open or closed SSA offices. The closure statement is dated March 27, 2025.
- Whether any specific office has closed since that statement, other than the White Plains hearing office it named.
- How many people currently must visit an office. SSA has not published a comparable figure in the sources reviewed for this article.
- A universal online-versus-in-person answer for every SSA service. Availability depends on the service and on the local office.
