Do Semi-Truck Drivers Need a CDL? U.S. Requirements and How to Get One

A semi-truck’s label alone does not determine whether a CDL is required. Federal vehicle thresholds, the right CDL class, state requirements and the general application steps explained.

Not every vehicle called a semi-truck automatically requires the same CDL. The federal requirement depends on the vehicle’s ratings, configuration, and operation. A common tractor-trailer combination generally calls for a Class A CDL when its gross combination weight rating or actual gross combination weight is at least 26,001 pounds and the towed unit’s rating or actual weight is over 10,000 pounds. To get a CDL, applicants generally obtain a state commercial learner’s permit (CLP), complete any applicable training, hold the CLP for at least 14 days, and pass the required skills test.

Do semi-truck drivers need a CDL?

A CDL is required when the vehicle being operated meets a federal commercial motor vehicle definition for the kind of commerce involved. The everyday label “semi-truck” alone does not settle the question: the vehicle’s ratings, actual configuration and use matter. Federal classifications apply to vehicles operated in interstate, intrastate or foreign commerce. See the Federal Motor Carrier Safety Administration’s (FMCSA) driver classifications.

For the federal thresholds below, gross vehicle weight (GVW) and gross combination weight (GCW) refer to actual weight; gross vehicle weight rating (GVWR) and gross combination weight rating (GCWR) are ratings. The relevant definition can depend on the particular vehicle and configuration.

Which CDL class fits the vehicle?

Class Federal vehicle criteria Typical implication
Class A A qualifying combination with a GCWR or GCW of at least 26,001 pounds, including a towed unit with a GVWR or GVW over 10,000 pounds. A common tractor-trailer combination meeting these thresholds generally requires Class A.
Class B A qualifying single vehicle with a GVWR or GVW of at least 26,001 pounds, or such a vehicle towing a unit with a GVWR or GVW no greater than 10,000 pounds. Applies to certain heavy single vehicles and qualifying vehicles towing a lighter unit.
Class C A vehicle or combination that does not meet Class A or B criteria but is designed to carry 16 or more people including the driver, or transports certain placarded hazardous materials or listed select agents or toxins. Passenger capacity or specified hazardous materials can trigger Class C even if the vehicle does not meet the Class A or B weight criteria.

These are federal classification thresholds; the vehicle’s ratings and actual configuration must be assessed against the applicable definition. A tractor cab or commercial use by itself does not determine the CDL class.

How to get a CDL

The federal sequence is a useful starting point, but state licensing agencies set the application process and may require more. FMCSA recommends using the CDL manual for the state where you will apply. Its CDL application guidance describes the general steps:

  1. Read your state CDL manual and choose the credential you need. Identify the class and any endorsements required for the vehicle and work you plan to do. Use the state manual to learn the tests, documents and scheduling rules that apply locally.
  2. Apply for a CLP and pass the required knowledge tests. The CLP lets you practise on public roads with a qualified CDL holder accompanying you. The state checks driving records and requires documentation it accepts for identity, residency and medical qualification.
  3. Meet the medical qualification requirements that apply to you. Most types of commercial driving require a DOT medical card and DOT physical, but the exact documentation depends on the state and applicant.
  4. Complete Entry-Level Driver Training (ELDT) if it applies. Covered applicants must use a provider listed in FMCSA’s Training Provider Registry. The training requirements and exceptions are described below.
  5. Hold the CLP for at least 14 days, then take the skills test. Applicants must meet the holding-period and applicable training requirements before becoming eligible for the CDL skills test. Check the state manual for the test vehicle, scheduling and other details.
  6. Apply for any endorsements your work requires. Depending on the job, you may need additional knowledge or skills tests for endorsements such as doubles/triples (T), passenger (P), tank (N), hazardous materials (H), tank plus hazardous materials (X), or school bus (S).

Who has to complete ELDT?

FMCSA requires ELDT for specified first-time applicants and upgrades. In general, it applies to:

  • First-time Class A or Class B CDL applicants.
  • Class B CDL holders upgrading to Class A.
  • First-time applicants for school bus (S), passenger (P) or hazardous materials (H) endorsements.

Required training must be completed with a provider listed in FMCSA’s Training Provider Registry before the relevant CDL skills test or hazardous-materials endorsement knowledge test. FMCSA does not require ELDT theory to be completed before applying for a CLP. The rule is not retroactive to people issued the relevant CDL or endorsement before February 7, 2022. Some people who obtained a CLP before that date may be exempt if they obtained the CDL before the CLP or a renewed CLP expired; regulatory exceptions also apply to certain applicants. What to confirm before applying

Because the state and individual vehicle details affect the application, use the current state CDL manual and licensing-agency instructions to verify the items that apply to you:

  • The vehicle’s GVWR or GCWR and, where relevant, its actual GVW or GCW.
  • The rating or actual weight of the towed unit and whether passenger or hazardous-material criteria apply.
  • The CDL class, endorsements and tests needed for the work.
  • Medical qualification documents, accepted identity and residency records, training applicability, and test arrangements.

Federal guidance does not establish an individual state’s fees, appointment availability or complete local document checklist. FMCSA says drivers have been required to hold a CDL to operate certain commercial motor vehicles since April 1, 1992; the operative question for an applicant remains whether the vehicle and operation meet the applicable definitions.
