The public information summarized so far does not establish that the options are affordable in practice.
What the CRTC says the carriers have changed
After examining international roaming fees in 2024, the CRTC said Canadians faced high rates and lacked choice. In a March 7, 2025 letter, it reported that Bell Mobility, Rogers and TELUS had described new or planned options, including monthly plans for some destinations, weekly or monthly packages, destination-specific passes and family discounts. The companies also pointed to eSIMs as an alternative. CRTC, March 7, 2025
That is evidence of more formats being reported, not a regulator finding that every offer was available to every customer or affordable. A pass can suit a traveller who uses enough service to justify its price; a monthly package may be useful for a longer trip. Neither fact, by itself, answers what a particular traveller will pay for the service they need.
Why the affordability question remains open
Small needs can still trigger a large charge
The CRTC specifically questioned whether affordable pay-per-use options exist for low-data tasks, including receiving authentication messages. Its Secretary General, Marc Morin, wrote: “The Commission expects Canadians to be able to access pay-per-use options for low-data use activities, such as receiving authentication messages, at affordable rates.” CRTC, March 7, 2025

This is a practical test of affordability: someone who needs only an occasional text or login code should be able to understand the cost and avoid paying for a much larger daily allowance they do not need.
Finding an offer is part of its usefulness
The CRTC welcomed steps that could expand choice, but said it wanted continued progress both on reducing fees and making roaming offers easy to find. A plan’s theoretical price is of limited help if customers cannot readily discover its destination coverage, activation rules or charges before they travel. CRTC, March 7, 2025

What the latest CRTC record establishes—and what it does not
In February 2026, CRTC staff said Bell, Rogers and TELUS had filed two progress reports for 2025 and requested additional information for that year. The request covered subscribers to plans and daily roaming, roaming days, data use, travel passes, pay-per-use use and revenue. Staff said the information would help the Commission assess whether further steps were needed. CRTC staff letter, February 2026
The CRTC filing record lists responses from all three carriers filed March 19, 2026. The record excerpt available here does not disclose their underlying results or a later CRTC affordability determination. The CRTC has said it remains prepared to launch a formal public proceeding if it considers action insufficient. That is a statement of the regulator’s position, not confirmation that such a proceeding has since begun. CRTC, March 7, 2025
How to judge a roaming option for your trip
Compare the total cost for your destination and expected use rather than relying on a plan label or a headline daily price. Check these details before departure:

- Coverage: Confirm that the destination is included, including any country-specific or regional limits.
- Total trip cost: Calculate the charge over your actual trip length, including any daily billing rules or package duration.
- Activation and duration: Check when a pass starts, how long it lasts and whether it renews automatically.
- Data and overages: Identify the included allowance, what happens when it runs out and whether additional use is charged separately.
- Calls and messages: Verify whether voice calls, sending texts and receiving authentication messages are included or billed pay-per-use.
- Disclosure: Make sure the applicable rates and rules are visible before you activate or use the service.
Compare a carrier’s daily pass, a longer-duration package, pay-per-use rates and a destination SIM or eSIM on those same terms. There is no supported basis for naming one universally cheapest option: the result depends on destination, coverage, trip length and what you need to do.
