Disney sent Google a cease-and-desist letter on December 10, 2025, alleging that Google used Disney-owned material in AI systems and enabled unauthorized images and videos. The next day, Disney announced a three-year licensing agreement and a $1 billion investment in OpenAI. The contrast points to a fight over permission, control and compensation—not a court finding that Google infringed or a blanket rejection of generative AI.
What Disney accused Google of
Disney’s December 10, 2025, letter accused Google of copyright infringement “on a massive scale,” according to reporting by The Associated Press, TechCrunch and Axios. “Massive” is Disney’s characterization; public reporting did not provide a count of works, outputs, dataset size or damages.
- Training and development: Disney alleged that Google used copyrighted Disney material in developing or training AI systems without authorization.
- Generated material: Disney alleged that Google’s AI products could produce images and videos depicting or closely resembling Disney characters, settings and other intellectual property.
- Commercial distribution: Disney reportedly objected to Google commercially distributing or enabling distribution of that material.
Reporting associated the dispute with Google products including Gemini, Veo and YouTube, but the public accounts do not establish that every service was formally named in the letter. 9to5Google and TechCrunch discuss product references. The letter itself was not located as a public legal filing, so its detailed demands are known through reporting rather than a court record.
Was Google sued?
The action reported on December 10 was a cease-and-desist demand, not a lawsuit or judicial ruling. Such a letter asserts a rights holder’s position and may demand that the recipient stop alleged conduct; it does not establish that infringement occurred. The reporting cited here describes a demand and possible escalation, not a Disney complaint filed against Google.

Google offered a brief response, but the available reporting did not provide enough detail to establish a substantive admission or denial. Ars Technica and 9to5Google reported on the response and the dispute.
What Disney announced with OpenAI
On December 11, 2025, Disney and OpenAI announced a proposed three-year licensing agreement, subject to definitive agreements and customary closing conditions. Disney said the license covered more than 200 characters and associated elements from Disney, Pixar, Marvel and Star Wars. It excluded talent likenesses and voices. The announcement also described plans for selected Sora-generated videos to be available on Disney+, use of OpenAI APIs in Disney products and experiences, and deployment of ChatGPT for employees. Disney announced a $1 billion equity investment in OpenAI, plus warrants to buy additional equity. These were terms and plans announced at the time, not proof that every feature launched or remains available. Disney’s announcement and OpenAI’s announcement describe the arrangement.
The contrast with Google is striking, but it does not by itself show that the OpenAI deal was the sole reason for Disney’s letter. A reasonable interpretation is that Disney was signaling a preferred model: defined uses of selected intellectual property under negotiated terms, rather than use it considers unauthorized.

Why licensed and unlicensed use are different questions
A rights holder can authorize one company to use specified material under an agreement and object to another company’s use outside that permission. The OpenAI announcement described a defined group of characters and associated elements, not Disney’s entire catalog; it also excluded performers’ likenesses and voices. The public announcement does not establish that the agreement was exclusive or disclose every contractual safeguard.

This is a conceptual distinction, not a finding about confidential contract terms or Google’s conduct. A license to OpenAI does not prove that Google infringed, and it does not decide whether training AI on copyrighted material is lawful.
What the legal dispute does—and does not—settle
Several distinct questions can arise, and the answers depend on the facts, the applicable law and the specific material at issue:

- Training: Whether copying works to train a model infringes copyright or is permitted under a doctrine such as fair use is contested and fact-dependent. The letter’s allegation is not a legal resolution.
- Outputs: Whether an image or video infringes can depend on the protected expression, substantial similarity, the prompt and the particular output. A resemblance to a general style, idea or character archetype is not automatically infringement.
- Other rights: Trademark, publicity and unfair-competition issues may arise around branding, voices or likenesses. The available reports do not establish which legal theories Disney asserted in the letter.
- Commercial use: Commercial availability may matter to the dispute, but it does not alone determine whether a particular use is unlawful.
Training and output are separate issues: a dispute about how a model was developed does not automatically determine the status of every item it generates.

The Google letter fits a selective strategy more readily than a simple “pro-AI” or “anti-AI” stance. Disney announced a licensing and investment relationship with OpenAI while also pursuing enforcement against uses it characterized as unauthorized. Disney and Comcast’s Universal also filed a copyright lawsuit against Midjourney in 2025, according to AP and Ars Technica.
Together, licensing, investment, enterprise adoption and legal enforcement show different ways a rights holder can engage with AI companies. They do not establish a single settled Disney policy for every work or use, nor do they resolve the broader copyright questions.

What changed after the OpenAI announcement
Disney and OpenAI originally said licensed-character generation was expected in early 2026. OpenAI’s current help documentation says the Sora web and app experiences were discontinued on April 26, 2026; the Sora API is scheduled to be discontinued on September 24, 2026. OpenAI’s help notice gives those dates, and its Sora safety announcement also addresses the product’s status.
The discontinuation does not establish what happened to Disney’s agreement. The available sources do not confirm whether it was terminated, amended or otherwise unwound. It would therefore be inaccurate to say that the deal was canceled—or that licensed Disney-character generation is currently available in Sora—without further confirmation.
