In July 2025, Valve changed its developer rules to refer to standards set by payment processors and related networks. Hundreds of adult-themed games were reported removed afterward. Collective Shout had urged payment companies to stop facilitating payments for games it said depicted rape, incest, sexual violence and child abuse. The sequence supports a story of pressure moving through the payment chain, but it does not prove a direct card-network order or show that either network reviewed individual titles.
What changed on Steam in July 2025?
Valve added a developer rule tying permitted content to the rules and standards of its payment processors and related card networks, banks or internet providers. ABC News Australia reported that hundreds of adult-themed games were removed in the days after the change. The report did not provide a definitive total of removals.

The change matters to a platform that relies on outside payment services. Steam’s Subscriber Agreement says purchases may be processed by a chosen third-party payment processor and describes Steam Wallet funds as prepaid balance used to order content and services. Those terms explain why payment access matters to the store; they do not specify the current enforcement status of particular games or establish that using another payment method would bypass platform rules.
What did Collective Shout ask payment companies to do?
Collective Shout is an advocacy group that campaigned against games it said depicted rape, incest, sexual violence and child abuse. It published an open letter to payment companies on 11 July 2025, calling on them to stop facilitating payments for such games. The group’s Steam campaign page contains its campaign materials and stated position.

Campaigns manager Caitlin Roper told ABC News Australia on 3 August 2025: “We did not set out to get all NSFW content removed. We specifically targeted rape games, games that promoted sexualised violence against women and children.” She said the group had identified 491 games tagged “rape” and “incest” before the campaign; that was her count, not an independently audited platform-wide total.
Roper also argued that this content could contribute to real-world harm, saying: “This kind of misogyny and normalisation of violence against women … feeds real-world harm to women and to girls.” That is her stated rationale, not an established causal finding.

Did Visa or Mastercard directly order the removals?
The reporting supports a narrower conclusion: Valve cited concerns relayed through its payment-processing chain and changed its rules in response to the standards it said applied. The Guardian’s 29 July 2025 account placed Steam and itch.io policy changes after Collective Shout publicised its letters and described pressure involving payment providers. ABC’s 3 August account reported the rule change, removals and competing reactions.
Neither report, as presented here, establishes that Visa or Mastercard directly instructed Valve to remove named games. The public material also does not show that card-network staff reviewed each title. That is different from proving that no private communication occurred: the available public reporting simply does not establish a direct order. No specific statement from either card network about these Steam removals is included in these reports.

Why do people disagree about the policy?
The campaign’s case: payment access can enable harmful content
Collective Shout argued that games depicting sexual violence and exploitation should not be supported by payment services. Its appeal to payment companies sought to use their role in processing transactions to restrict access to the targeted material.
Critics’ case: broad, opaque rules can restrict lawful expression
The International Game Developers Association, quoted by ABC, warned: “The issue is not a lack of safeguards, but a lack of proportionate, informed, and transparent enforcement.” It also said: “The right to make mature games with legal adult content is a creative right, just like the right to tell stories about war, death, or love.” Those are the association’s positions, not legal rulings about Steam’s policy.

QUT Digital Media Research Centre researcher Brendan Keogh described the concentration of payment power this way: “In reality, a very small number of companies that we rely on to move money around the internet have a lot of power to determine what you are allowed to spend money on, on the internet.” ABC also quoted Keogh saying the campaign had “the hallmarks of a moral panic.” That is his assessment, not a consensus finding.
The dispute is therefore not simply whether payment providers should enforce safeguards. It also concerns who defines the prohibited content, how decisions are made, what explanation or appeal is available, and whether broadly worded rules can affect legal adult games. ABC documented concerns that opaque or disproportionate enforcement could affect queer, trans and other marginalised creators, alongside the campaign’s argument about sexualised violence. The available reporting does not establish the scale or distribution of those effects.

What remains unclear about enforcement?
The July 2025 rule and reported removals establish a significant change, but the public accounts cited here do not settle Valve’s complete current enforcement position. They do not provide a definitive title-by-title removal list, a total count, or a full account of how Valve assesses individual games and handles challenges. Steam’s agreement explains its use of third-party processors but does not fill those gaps.
For readers asking whether this is censorship or payment-policy enforcement, the evidence supports elements of both descriptions without proving a simple verdict. Valve changed the rules of a private storefront after concerns were relayed through its payment chain; critics warn that payment-driven restrictions can narrow lawful expression, while the campaign says the targeted content causes harm. What is not publicly established in the cited accounts is a direct Visa or Mastercard order to remove particular games.
