No. The official materials described a federal digital-asset reserve and stockpile policy, not price targets for Bitcoin, XRP, Ethereum, Solana or Cardano. They also did not commit the government to buying all five. Bitcoin received a distinct reserve framework; qualifying government-held assets other than Bitcoin were addressed under a separate stockpile framework.
What did Trump announce, and what did the order establish?
The March 2 announcement named five assets
On March 2, 2025, President Donald Trump named XRP, Solana (SOL) and Cardano (ADA) in social-media posts, then added Bitcoin (BTC) and Ethereum (ETH), according to Axios’s contemporaneous report. The posts announced the planned initiative; they were not a set of coin-by-coin price forecasts.
The March 6 order set out two government frameworks
Trump signed the executive order establishing a Strategic Bitcoin Reserve and a separate U.S. Digital Asset Stockpile on March 6, 2025. The order specified how certain digital assets already held by the federal government would be managed. It did not state target prices, desired market prices, expected returns or allocations among the five named assets.

The distinction is important: naming an asset in the March 2 announcement did not make it part of the Bitcoin Reserve. Under the signed order, Bitcoin is the dedicated reserve asset; qualifying non-Bitcoin holdings are handled separately. The order also directs agencies to account for government digital assets and Treasury to evaluate legal and investment considerations for establishing and managing the reserve and stockpile.

Did the announcement move crypto prices?
Contemporary coverage described a brief market reaction, not a lasting change or a forecast. Axios, citing CoinGecko data, reported that global cryptocurrency market capitalization rose by about $329 billion over three hours after the March 2 announcement. Axios also reported that market capitalization had fallen by more than $450 billion since February 20 before the announcement.
The Associated Press reported that the initial rebound was brief and that prices had fallen roughly back to pre-announcement levels by Monday afternoon. The AP’s report described what was known in March 2025; it is not evidence of a later price effect. Neither a short-lived market move nor a policy announcement establishes where any token will trade next.

What rationale did the administration give for a Bitcoin reserve?
The White House fact sheet accompanying the order cited Bitcoin’s fixed supply and stated: “With a fixed supply of 21 million coins, there is a strategic advantage to being among the first nations to create a Strategic Bitcoin Reserve.” The 21 million figure is the Bitcoin protocol supply cap as described in the executive order. This is the administration’s stated rationale, not a price target or a guarantee of appreciation.
The same White House fact sheet asserted: “Premature sales of bitcoin have already cost U.S. taxpayers over $17 billion.” Treat that as the administration’s claim; the fact sheet’s statement is not, by itself, an independently verified estimate.

How does the reserve fit the wider digital-asset agenda?
A January 2025 White House fact sheet described a Presidential Working Group tasked with developing a federal regulatory framework for digital assets, including stablecoins, and evaluating a strategic national digital-asset stockpile. It also said agencies were prohibited from establishing, issuing or promoting a U.S. central bank digital currency.
The July 2025 White House working-group fact sheet focused on market structure, federal regulatory clarity, banking activity involving digital assets, stablecoins, illicit-finance rules and taxation. Treasury Secretary Scott Bessent’s July remarks likewise described a broad policy agenda. These materials address rules and oversight, not reliable coin-specific price catalysts. The order’s management framework and the wider regulatory agenda should not be read as promises about an individual token’s price.

What can investors reasonably take from the plan?
- There are no official target prices in the materials described here. The March 2025 order established management rules for government-held digital assets; it did not predict BTC, XRP, ETH, SOL or ADA prices.
- The reserve does not mean the government will buy all five assets. It provides a path for budget-neutral strategies to acquire additional Bitcoin, while additional non-Bitcoin stockpile assets generally require further executive or legislative action.
- A reserve policy is not a return guarantee. The Bitcoin reserve’s intended treatment as a non-sale reserve asset does not establish future demand, a market price or a gain for private holders.
- Historical volatility remains relevant. The 2025 announcement’s reported short-lived rebound cannot establish the likely effect of future government actions. Crypto prices are volatile, and the cited moves are historical.
The executive order also set implementation deadlines in 2025: 30 days for agency accounting and review and 60 days for Treasury’s evaluation. Those are deadlines stated in the order, not evidence in themselves of what implementation later occurred.
